Freshman Blue Dog offers a new START

Rep. Walt Minnick (D-ID) decided to reverse engineer the Obama-Pelosi-Reid Porkulus Bill to see if he could find anything worth rescuing. In doing so, Minnick devised a stimulus plan that limits itself to real stimulus, rather than bloating itself into an omnibus pork package. It costs only $170 billion, and self-terminates when the economy recovers:
While President Barack Obama goes on the road to shore up slipping popular support for the $1 trillion stimulus porkfest that he ordered up from Senate Majority Leader Harry Reid and House Speaker Nancy Pelosi, Rep. Walt Minnick, a freshman Democrat from Idaho, is pushing a better idea: The Strategic Targeted American Recovery and Transition Act (START).
Minnick is a member of the Blue Dog caucus of occasionally conservative Democcrats. His START plan is a $170 billion “bare bones” pure stimulus approach that would put $100 billion immediately into the pockets of low- and middle-income Americans, then use the other $70 billion for basic infrastructure projects that create jobs. START requires that all funds not spent by 2010 be returned to the Treasury. START also stops stimulus spending when the nation’s Gross Domestic Product increases in two of three previous quarters, and all START payments are required to be posted on a public website.
Minnick introduced START as an alternative – just in case the legislative process stalls out, says press secretary John Foster. As one of the brave 11 Democrats who voted against Pelosi’s stimulus bill, Minnick explained to folks back home that he opposed the speaker’s version because it was so “Christmas-treed up” with wasteful spending, like $300 million for golf carts. Foster told The Examiner that the House leadership encourages members to do what’s best for their districts, so there has been no backlash. We’ll see how long that lasts.
This should change the debate, if it gets any attention from the media — which it won’t, outside of The Examiner. The media appears too interested in carrying Barack Obama’s water for at least a little while longer. Note that no one at last night’s press conference even bothered to challenge Obama’s assertion that Republicans had offered anything but a do-nothing approach, despite several proposals for much more expensive stimulus package than what Minnick proposes here. What happened to keeping government honest?
If they bothered to cover Minnick, the media would have to report that a Democrat managed to scrape off 5/6ths of the current stimulus package in fat and waste. Minnick eliminated almost $700 billion from the current compromise bill in the Senate by just focusing on true stimulus spending and limiting the scope of the bill to a single year. That should get some attention, if not to boost Minnick’s proposal, then at least to do some comparisons between the two packages to highlight the pork-barrel spending and waste that Pelosi, Reid, and Obama want railroaded through Congress.
That would show the new administration that the American media will do its job in casting a skeptical eye on government no matter which party controls it. So far, though, they’ve seemed much more interested in cheerleading for Obama than in asking tough questions about the largest, most expensive spending bill in American history.

Minnick’s days are numbered. Though, it doesn’t surprise me that it’s a Dem from that area of the country that shows a bit of sense. Those that are still in areas of the country like Montana and Wyoming tend to have a much more tempered view of legislation.

I would even be willing to add the $36 billion or so for the states to this bill. There is a good argument for helping the states to avoid tax increases and layoffs. That would get the governors on board.
I was totally prepared to stomach a stimulus bill in the neighborhood of $2-300 billion. This bill would get a near-unanimous vote in both houses of Congress, except for the hardcore socialists who want more spending and backdoor policy changes, and Ron Paul.
My Congresscritter claims to be Blue Dog. I’m going to call him and ask him if he will support this alternative, and if not, why. This district is doing OK and won’t get any of the Porkulus money.

This guy is why my husband and I can agree on many political issues despite the fact that he is a democrat. Some of us expect our government to handle spending the same way we do; carefully and with consideration before spending so much as a nickel.
We understand the concept of stimulus, but the piling on of gimmies, paypack, and stupidity chaps the rumps of hard-working Americans. Yeah Minnick!

This makes perfect sense! Our president should at least give this some consideration. I doubt he will though. His biggest mistake, and one that will haunt him (and us) for the rest of his life, will be that he ever listened to Harry Reid and Nancy Pelosi. Unfortunately, he did, and now there’s no turning back unless some miracle happens (like this proposal) in the next few hours/days. sigh.

The Strategic Targeted American Recovery and Transition Act (START)–even if we’re tired of acronyms, this is actually pretty catchy, and the underlying words are great.
What’s Obama got for his stimulus package? Nothing. And as for the $700 billion from the fall bill, Obama is saddled with the terrible labels of TARP I and TARP II, with the underlying words including “troubled asset.” It sounds like a loser program.
Minnick really knew how to roll this out. Talk about showing up Obama, Frank Luntz would be proud.

I just called Mary Landrieu’s office (another Blue Dog) to ask if she was aware of this bill. (No.) But I was ASSURED that when Spendulus goes to committee they’ll take stuff out. I laughed right in the woman’s face and said No, they’ll be putting stuff back in; several Senators have specifically promised to do so, and we’re going to end up with about 850 BILLION worth or pork. But we only have 300 MILLION people in the country.
Dead silence.
And then she said, I’ll let the Senator know you called. Suuure she will. They know exactly what they’re doing, the filthy bastids. I don’t know whether to scream, beat my head on the desk, run amok causing chaos and mayhem… maybe all of the above. This is just unbelievable.

Face it, folks, the media is working for the Precedent. The American public will only get info that is deemed suitable for them. Forget these blue-dogs. It’s nice that they are trying to do sensible things, but their effect will be non-existent, as no one will ever hear about them or their ideas (as Ed has pointed out). The only info that the media cannot launder for public consumption are the wall street numbers, interest rates, currency rates, … The market is the only ally the American people have left, that could possibly be effective. It’s all up to the market, now. There are risks of manipulation there, but I don’t think that could be sustained for any extended period. We’ll see how this plays out.

If he wanted to work with the Republicans, he could work with the Republicans. Jumping on this one-Democrat “bandwagon” would be a farce.
We need to just be against all spending and in favor of all tax cuts – period. We need to keep the message brutally simple, and adopting wholesale any new plan any single Democrat suggests with will not help that.

That’s exactly right. Obama needs help from Murray the accountant. But Obama has two problems: first, he doesn’t want Murray’s help, because he really doesn’t want to eliminate anything; and, second, Obama doesn’t know anyone with the kind of character and integrity that Murray brings to the table. Identify one person for me in Obama’s circle who is absolutely unimpeachable?

The GOP ought to stage a Dave-like Cabinet meeting in which the summarily yank out all the pork. Just think of having it run on C-SPAN. Embarrass the hell out of the Dems.

Minnick’s plan makes more sense than Obama/Pelosi/Reid’s. By spending $240 billion, federal tax revenues would only have to rise by $4.7 billion more than it would otherwise for the stimulus to be declared a success. By contrast, the O/P/R bill would have to increase federal tax collections by $15.9 billion over what they would be otherwise.
Obviously, with so much more wasteful spending, the O/P/R bill will have a tougher time doing that.

well, this guy was supported by the RINO governor of Idaho. And, Minnick used to be Republican. I don’t trust Minnick as far as I can throw him. He just ran against the 1-Term representative from Idaho Bill Sali (who was 100% conservative on every issue and elected president of the 2006 freshman class), and Minnick won because the Governor and all the Idaho RINOs turned against Sali. It was the most shameful display of treachery. The Republican Party in Idaho is in trouble. This is a charade. Minnick raised over a Million in George Soros money, way outspending the normal levels of fundraising. Don’t think for a second that he’s getting away with anything. If the Dems wanted to reel him in they would.
Minnick is a token Blue Dog, but if you draw hope from this hopeless situation, you’re foolish.
We’re in big trouble. In case nobody here noticed we’re losing left right and center. Our filibuster in the Senate vanished. We are losing!

I know Ed has mentioned this before here at Hot Air, but everyone realizes that the amount of this stimulus is twice the entire budget of the Dept of Defense. How about, if we want a jobs program, we spend our money on buying all the ships, planes, tanks, trucks and rifles our troops need, hire the additional 300,000 we need to man the Army to fight without strain in Iraq AND Afghanistan (and maybe occupy Iran or Pakistan if need be), and then see whether we really need this stimulus. Buying two DoDs means we would employ at least 2 million extra workers and have all the troops we need to fight any adversary. Since Dhimmicrats feel the DoD is nothing but a jobs program for stupid people anyway, why shouldn’t they support it?
Because Dhimmicrats are liars, cheats, and thieves, and DoD wouldn’t have a contract with anybody like that. That’s why!

Actually, anti-boomer, Idaho is more conservative overall. Boise is trending lib as does any metro. Then there’s Sun Valley and Teton County (liberal vacation homes), but other than that, Idaho’s solidly Red.
