Open Thread: Porkulus bill going to votes today; Update: Voinovich out; Update: Collins wavering; Update: Can’t get to cloture?

The stimulus bill has begun its way through a series of votes on amendments, the first step towards what will almost certainly be a final vote on the Generational Theft Act later this afternoon or evening. Supposedly a Gang of 15 have retired to an anteroom to try building an amendment that will slice $100 billion off the top, which would mean that the remainder would still have as much pork as the House version — since the Senate added about $100 billion to HR1.
We’ll toss this out as an open thread for AP and I to update with thoughts on the amendment votes, the almost-certainly-doomed cloture vote, and the inevitable approval of the worst and largest spending bill in history.
Among my favorite amendments attached: a $2B codicil to encourage low-income housing. Isn’t that how we got into this mess in the first place?
Update (AP): Byron York says three Republicans are on board, maybe more.
Update (Ed): Mild surprise to see the Coburn Amendment pass 73-24 to block spending on casinos, aquariums, and other frivolities. Didn’t the Democrats have a starving dolphin or two for backup?
Update II (Ed): The other Coburn bill, requiring competitive bids for all of the projects in the bill, passed 97-0. Who was going to go on record opposing that idea? Now John Kerry’s up on his feet, saying that he’s supported “many tax cuts” during his long and droning tenure in the Senate. I’d like to see a list.
Update III (Ed): Voinovich says he’s out:
Sen. George Voinovich (R-Ohio) has pulled out of negotiations on a bipartisan compromise on the Senate’s economic stimulus bill.
Three Republicans — Sens. Susan Collins (Maine), Olympia Snowe (Maine) and Arlen Specter (Pa.) — continue to negotiate with Democrats, but Voinovich’s departure could make it more difficult for Democrats to reach the 60 votes they need to pass the bill.
Voinovich left a meeting in Senate Majority Leader Harry Reid’s (D-Nev.) office around 2:30 p.m., saying he did not believe there was a deal he could agree to on an amendment that would cut as much as $100 billion from the more than $920 billion measure.
“I’ve really tried to work on this, but the three things that it should be timely, that it should be temporary and it should be targeted, that was something that I looked at,” Voinovich said. “It just doesn’t meet my criteria, and I feel very sorry because I think the Majority Leader has his responsibility, and he’s got his Members that he has to take care of.”
Update (AP): Suddenly Collins sounds iffy, too:
In the morning, Senate Majority Leader Harry Reid , D-Nev., said he expected negotiations on a compromise to produce something that could be voted on by the end of the day.
“This is a critical day for our country and this Congress,” he said.
But by mid-afternoon, one of the leaders of the bipartisan group, Republican Susan Collins of Maine, emerged from a meeting with Reid and said she was just beginning to review an offer from the Democratic leader.
Asked how she felt, Collins said, “not as good as I felt earlier.”
Update (AP): Mark Hemingway also hears that Collins is wavering, leaving just Snowe and Specter.
Update (Ed): Duane Patterson of the Hugh Hewitt Show tells me that the Democrats have to get 60 votes by rule for cloture, not just 3/5ths of the quorum. Ted Kennedy is too ill to attend, which means Reid needs three Republican votes — and it looks like he might not get them.

It’s Obama’s fault. This is his watch now. He gets all the credit. The Democrats are basking in the limelight of what they created over the past two years. The democrat chickens have come home to roost. All Obama can do is run around yelling “the sky is falling”. That’s real leadership.

Last summer I read some books on narcissism (not because of politics, but due to a personal interaction) so I’m aware of what you’re talking about. Stoking and letting your supporters get into that entire messianic meme was just totally strange–not the work of a mature adult.

You’re very confused if you think a case of blatant fraud (Enron)in any way shows that the free market doesn’t work. And, the government created the conditions that allowed Enron to do what they did anyway. If anything, Enron shows that you can’t trust the government because they have no understanding of basic economics.

Just called Collins # 202-224-2523 and they ask to enter
the number of the office you are calling & then tell you
it is an invalid number!! I redialed & reached an automated
answer informing me that I had reached Sen. Durbin’s office; redialed (Collins) and somehow reached Mary Landrieu
(sp?). Guess the phone system is having problems. Ha-Ha
Snowe & Specter just give a busy signal. Unreal. Snowe & Collins, from what I hear are attending the Kennedy Center

Thanks for the quick Government 101 lesson.
I was having trouble figuring out why Dems were so concerned about 60 votes when Republicans (to my knowledge) weren’t threatening a filibuster.
Now I know….and, if G.I. Joe is to be believed, that’s half the battle.

OK, we are going in circles here. So, you are saying the government allowed Enron to happen. How? By allowing power supply to its citizens be a private action instead of a government controlled one. So, to prevent this, government should *not* allow certain actions to be undertaken by private entities, which equals more government, which is exactly what you don’t want. Circularity of logic, if there ever was one.
Also, let us not delude ourselves – the Enron CEO spent a decade lobbying the Bush’es so that they could relax power distribution related relugations, which eventually allowed Enron to be a viable business.
Look, I am not bashing free market here – I am only saying a proper control of the market is needed to ensure that people do not lose faith in it. No extreme has ever helped.

McCain (of all people) just left the floor claiming this was nothing but a backroom deal to suck the liberals Collins and Spector into agreeing to this Bullshit Porkfest.
Mac said this bill is absoulutly NO DIFFERENCE than the size and scope of the House bill.
Bottom line…..three Republicans out of the House and Senate will vote for this fiasco. Congrats to Obama for his bipartisan porkfest.

Best case scenario, each job created by this bill will cost the American taxpayer $212,000 dollars and yet not one Senate representative managed to write into this bill how it will be paid for. Now I really feel stimulated.

Baloney. Enron didn’t begin their shady accounting until the mid-to-late ’90s. Check your watch – Clinton was President then. W busted and prosecuted the Enron gang.

Enron had been a “viable” and very profitable company for years, selling actual energy. Their online trading activity came later in the ’90s, and was also very successful. It was only under CFO Andrew Fastow and COO Jeff Skilling, who convinced the audit firm that they didn’t need to actually hold an asset to count its value on their balance sheet under “mark to market” accounting, that the fraudulent scheme bloomed.

Enron and their audit firm, Arthur Anderson, broke the existing laws. You can’t blame “deregulation” for that.

While on the subject, compare the total losses suffered by all parties in the Enron collapse to those suffered due to CRA and the Dodd/Frank-imposed policies of Freddie and Fannie. It’s like spare change.

This is the only message the politicians understand. First you can try to get the party to run a new conservative candidate. If they don’t then you have to work to defeat the republican during an election. It may come down to electing a 1 term democrat until the republicans learn we want conservative candidates not liberal ones. We can find liberals under another pary on the ballot. That is what happened to John McCain this past year. Did you notice how old and tired John is looking lately? I saw him on CSPAN.

I’ve read all 789 pages of the bill and want to know where the bill authorized the legislature to; first, falsify their mission statement and second, spend one thin dime for to produce a poster of it to hang on the podium.
Oh, that’s right it was a hold over from the Reagan Administration and they thought it would be like magic (misdirect your attention) when making any statement about how great this “stumble&miss” bill is.
