Two points. Using the phone for this purpose fulfills the federal mail fraud statute for federal jurisdiction. And receiving fed funds and violating state laws equals a false claims act violation (qui tam).

It does not matter that everything happened inside the state borders.

No. IIRC, it is generally not against the law for a 16yo to have consensual sexual contact with another 16yo. For example while Arizona defines all sexual contact with a minor as a crime, it provides the following defense:

“It is a defense to a prosecution pursuant to §§ 13-1405 [sexual conduct with a minor] … if the victim is fifteen, sixteen or seventeen years of age, the defendant is under nineteen years of age or attending high school and is no more than twenty-four months older than the victim and the conduct is consensual.”

Note that this does not apply to children under 15.

*I am assuming real minors have been advised to do the same as these “imposters”. Given the how well versed the people caught on these stings on how to tap dance around the issue, I don’t think its a stretch.

Actually, this is kind of ironic, because while there’s no doubt that she was a birth-control crusader and even a proponent of eugenics, Mrs. Sanger did not approve of abortion.

The girls in the video aren’t actually minors. The ’15-year-old’ is actually a student at UCLA. They’re part of a group that goes under cover claiming to be minors to help expose the legal violations that are happening at abortion clinics across the country.

They don’t ask because they really don’t think a minor should have to get their parent’s consent to have an abortion.

A friend of mine (that is actually one of the most pro-life people I know) is a reformed liberal. In the early days of her marriage, she had an unplanned pregnancy. She and her husband talked it over and decided that an abortion was the best option. At the time, they both bought into the whole, “It’s just a parasite” garbage that libs were big on in the 70s.

My friend was in the office filling out all the paperwork. One of the papers was a form that the husband of a married woman had to sign acknowledging that he was o.k. with his child being aborted. When they got to that form, the PP woman looked at my friend and said, “I’m gonna go get some water. That form needs a signature on it by the time I get back. We don’t need to see who signs it.”

There is no rule that can be made to limit abortions or to help protect minors from being railroaded into major decisions by adults that the people at PP won’t happily subvert and work around.
