Democratic rebellion in the House, in more ways than one
posted at 10:44 am on February 3, 2009 by Ed Morrissey
Congress just started the 111th Session just four weeks ago, and already some Democrats have had enough of Nancy Pelosi’s ham-handed tactics. A rebellion has begun to brew among moderates in Pelosi’s caucus that wants a return to “regular order”, in which the committees return to their normal process of crafting and modifying legislation instead of a select group of elites ramming it down their throats. They may draft Steny Hoyer, the Majority Leader, as their savior:
A group of more than 50 House Democrats has penned a letter to Majority Leader Steny Hoyer (D-Md.) imploring him to “restore this institution” and see that the House returns to a “regular order” process of legislating.
The letter, signed by a large number of the conservative Blue Dog Coalition and the centrist New Democratic Coalition, has not yet been sent. Members are still gathering signatures in an effort to send the strongest signal possible to all top House Democrats that the caucus is up in arms over the top-down method of legislating employed by Democrats since late last year. …
Since last year, many senior House Democrats — many of them subcommittee chairmen — have grown overly frustrated with how only small and select bands of legislators have been responsible for writing bills, such as the $700 billion Wall Street bailout as well as much of the $819 billion economic stimulus bill.
Democratic leaders have acknowledged that the “regular order” process of methodically developing and writing bills in subcommittees and committees has been abandoned recently. But they have defended the handling of such sensitive and important legislation by only an exclusive group of leadership and senior lawmakers as a necessary tactic during exceptional times.
Pelosi campaigned for a Democratic majority in 2006 in part on the argument that Republican leadership had locked Democrats out of the legislative process. Pelosi promised a more cooperative, collegial approach that allowed for dissent and debate. Unfortunately, as the Democrats remind her in this letter, she not only adopted the very same tactics against which she campaigned, she’s begun locking fellow Democrats out of the process now, too.
Consider this a lower-case D democratic rebellion. Having a small group of party elites (of either party) writing and forcing legislation through Congress and bypassing the committee process rejects the very democracy that sustains Congress itself. The House exists to give the people a voice in all legislation, not just the people of a district in San Francisco and another in Maryland. The entire notion of representative democracy and the buy-in of the people it governs rests on the ability of everyone to have some power in shaping the laws that we must obey. While few bills of any consequence will get unanimous approval, the ability to amend bills and to negotiate their final form is an important function of ensuring respect for the results.
The rebellion is still rather small, if The Hill’s numbers are correct. So far, it’s only a quarter of her caucus. Still, Pelosi’s dictatorial rule insults more people than it benefits, and this could snowball into a real rebellion against her leadership if it continues.

It will be fun to see which side the big media outlets come down on this one.
Since Rahm Emanuel was the one who recruited many of the more-moderate Democrats to run in 2006 and 2008, this may actually be a de facto battle between the Speaker and the White House on who controls the legislative agenda (from a partisan angle, Republicans should be hoping Nancy wins this battle, because she’s well on her way to screwing things up for the Democrats in 2010. From a ‘What’s better for the country?” side, at least short-term, it’s better that the moderates win, even if that makes it more likely the Dems will hold Congress 19 months from now).

Pelosi–from now on known as IL Douche
tomswid on February 3, 2009 at 10:57 AM
The democrats are in a tailspin…this stimulus bill is probably much worse then we know. The internal polls must be horrendous.
Pelosi may be safe, but there are 49 (or 56) other states that have to answer to their voters.
Pelosi and Obama have to re-write this, and I bet Pelosi behind closed doors is saying “shove it”…I ain’t budging. And Obama would have to cut our a lot of “pay back” to the unions and others in a re-write.
This is now a battle between the far left and the moderates of the dems.
Not unlike the far left and the moderates of the Republicans.
To have a “small” band of dems, so early after an election taking up arms is pretty amazing. They are in essence, leaving the honeymoon suite, and sleeping on the couch.
right2bright on February 3, 2009 at 10:57 AM
Pelosi and Hoyer can’t stand each other. Both are from Maryland, Pelosi has ties to Maryland’s corrupt political system from way back. Hoyer is not a lot better. It’s good that they are fighting as this has been going on for a long time. I know I have been writing to my Congressmen a lot for the past 6 months. Of the three one is new and just got an address and e-mail. There has to be a lot of complaining going on in both houses. They just haven’t admitted it yet. Maybe all of this “communication” is bugging them and they are tired of hearing from the peons.

On topic-Pelosi seems to think that being the first woman speaker of the House is her legacy-how well or how horribly she does isn’t important to her. Her side is holding all of the cards-even if she does a poor job, the Dem Senate and the Dem President can do all the hard work.

Coupla’ things:
(1.) These Democrats should be encouraged; because…
(2.) Pelosi is wretched and vile;
(3.) But labelling any Democrat (Blue Dog or otherwise) “Conservative” is a misnomer of massive proportions because whatever their politics, they are still DEMOCRATS, members of a political party that has no “Conservative” tenets about it;
and,
(4.) More Americans need to question the entire “we must create more legislation” intents of the latest House (AND Senate, for that matter); perhaps our nation needs far LESS legislation and far more efficiency.

Something is happening behind, either in the polls, or in committees that hasn’t come to light yet.

Again, the tiresome comparisons to the shoe being on the other foot. As the Republican Party takes over in 2000 it is learned that President Bush’s first two big cabinet nominees combined haven’t paid more than 200,000 dollars in back taxes. Dan Rather says, “How long can Democracy last with this level of corruption?” It’s learned within week of the Republican Revolution of 94 that moderate Republicans are voicing opposition to the tactics of Newt Gingrich and the Deal With America. Peter Jennings says, “No mandate, the American People have spoken, the country is as left as ever.”

Could it be that they see that Obama is really much weaker, and that they need to take control or their will be real problems in the future.
Don’t ever lose site that there are many elected democrats that truly want the U.S. to succeed. They know they won’t be elected if it stumbles…Pelosi is safe no matter what, but many are not in D.C., Atlanta, Detroit, Chicago, most are in areas that will switch if Obama is as weak as some of us think.
right2bright on February 3, 2009 at 11:16 AM
So far, it seems Nan believes she can walk all over Barry, especially with his horrendous missteps in his first two weeks. Unfortunately for her, the ideas she espouses are poison to the blue dogs or any member with a competitive seat. She can’t seriously believe that her idea of America sells in any place but SF, can she?
Add to that the fact that people are quickly waking up to the reality that a completely inexperienced rube is now in the oval office. If he responds to polls like Clinton, he can be pulled in any direction. If he ignores polls, based on past history, he will be radically left, and anethema to most politicians of both parties. Therefore, it quickly becomes every man for himself time.

De-facto battle to control the House? Interesting take on this. It is true that Pelosi has/will go a long way towards defaming the Dem Party in the House. It’s not a direct threat to Pelosi, but a fourth of the Democrats is a PLENTY big enough block to work with from our side of the aisle.
The problem is that the so-called “moderates” of the Republican Party have spent the past 8 years conceding to the ultra-left wing of the Democrat Party instead of trying to co-opt the Democrat moderates to our side.
Any sign of a rift in the opposition is good. But if Republicans don’t re-organize to take advantage of this, it won’t mean squat.
