Democratic rebellion in the House, in more ways than one

Congress just started the 111th Session just four weeks ago, and already some Democrats have had enough of Nancy Pelosi’s ham-handed tactics. A rebellion has begun to brew among moderates in Pelosi’s caucus that wants a return to “regular order”, in which the committees return to their normal process of crafting and modifying legislation instead of a select group of elites ramming it down their throats. They may draft Steny Hoyer, the Majority Leader, as their savior:
A group of more than 50 House Democrats has penned a letter to Majority Leader Steny Hoyer (D-Md.) imploring him to “restore this institution” and see that the House returns to a “regular order” process of legislating.
The letter, signed by a large number of the conservative Blue Dog Coalition and the centrist New Democratic Coalition, has not yet been sent. Members are still gathering signatures in an effort to send the strongest signal possible to all top House Democrats that the caucus is up in arms over the top-down method of legislating employed by Democrats since late last year. …
Since last year, many senior House Democrats — many of them subcommittee chairmen — have grown overly frustrated with how only small and select bands of legislators have been responsible for writing bills, such as the $700 billion Wall Street bailout as well as much of the $819 billion economic stimulus bill.
Democratic leaders have acknowledged that the “regular order” process of methodically developing and writing bills in subcommittees and committees has been abandoned recently. But they have defended the handling of such sensitive and important legislation by only an exclusive group of leadership and senior lawmakers as a necessary tactic during exceptional times.
Pelosi campaigned for a Democratic majority in 2006 in part on the argument that Republican leadership had locked Democrats out of the legislative process. Pelosi promised a more cooperative, collegial approach that allowed for dissent and debate. Unfortunately, as the Democrats remind her in this letter, she not only adopted the very same tactics against which she campaigned, she’s begun locking fellow Democrats out of the process now, too.
Consider this a lower-case D democratic rebellion. Having a small group of party elites (of either party) writing and forcing legislation through Congress and bypassing the committee process rejects the very democracy that sustains Congress itself. The House exists to give the people a voice in all legislation, not just the people of a district in San Francisco and another in Maryland. The entire notion of representative democracy and the buy-in of the people it governs rests on the ability of everyone to have some power in shaping the laws that we must obey. While few bills of any consequence will get unanimous approval, the ability to amend bills and to negotiate their final form is an important function of ensuring respect for the results.
The rebellion is still rather small, if The Hill’s numbers are correct. So far, it’s only a quarter of her caucus. Still, Pelosi’s dictatorial rule insults more people than it benefits, and this could snowball into a real rebellion against her leadership if it continues.

I can hear Pelosi’s pep talk now: “Listen, if we all just stick together, we can get everything I want!”
This all worked perfectly well while the Democrats were out of power. The media (believe it or not) are far to the left of the Democrat Caucus. And as long as Pelosi kept reciting the Manifesto, the favorable press kept coming, and the Blue Dogs could cast enough conservative votes to keep their constituents mollified.
But now they’re being told they have to vote in lockstep with all the polcies that will make the voters of north-eastern San Francisco happy.
And some of them are balking at that? Well, knock me over with a feather!

The one thing about all of this that does concern me is that this revolt could very easily be the result of close door discussions about going rapid and decisive on gun control before we would be able to know what hit us. That bitch in NY has three HRs that are serious bills against gun owners. There are Blue Dogs that really are pro-gun and would not be on board for that.

It hit me a few days ago that the Democrat coalition will inevitably fracture.
The Dems have a very wide range of political philosophys within the overall Dem umbrella. Everything from Blue Dogs, to Socialists. They were United by their opposition to Bush… but Bush is now gone.
Now they have to rule… and the uniting Bush is da devil factor is gone.
Just as, IMO, the Republican coalition of Fiscal Conservatives, and Social Conservatives, fractured when they were given power, and drove them OUT of power… the Anti Bush coalition will now fracture…
We are already seeing it as more moderate Democrats see the blatant Socialism inherent in some of the actions coming out of Pelosi… and the White House.

I hear ya Badger- I’m old enough to love going to SF when it was still a great place to walk around.
It all went to hell in the late 70′s when the leftists got voted into office by the student who settled here- much like the entire Bay Area.
Now I’ll only go up there for the occasional Giants game with friends and then leave-sad really.

I predict the Blue Dogs will become stronger and leaders of that faction will emerge to challenge Nancy’s thuggish ways, ultimately leading to her forced resignation as Speaker. Or, if they can’t force her out, they will make her life miserable and make it nearly impossible to pass legislation. Either way, America wins.

The one think I consider that would be a down side to this story and a scary thought is if this revolt were the result of closed door discussion of rapid and decisive gun control legislation on the horizon. A Rep from NY has 3 HRs from last session she wants to reintroduce that would be the end of big magazine firearms and private resale. There are Blue Dogs who actually are Pro-Gun and would not be on board for this.

I believe there is a ‘soft racism’ that manifests itself in many people not wanting to say that Barry is failing. The blue dogs are using the excuse of Pelosi’s arrogance to get out from under the legislative dogpile that they were supposed to blindly sign off on. Ultimately, they are beholden to the people that elected them, and may align with moderates and conservatives to kill the most egregious elements of planned legislation. At least, I hope so.

The House makes its own rules by majority vote. If enough Dems decide to team up with the Republicans to pick a new Speaker or to change the rules they can do it.

I always believed that the Republicans should have offered a deal with the Blue Dogs and DLC types to support their candidate for Speaker and overthrow Pelosi. It’s clear the votes were there.
