Report: “Overwhelming” House GOP opposition to stimulus

Remember that poll we took yesterday about how many Republicans would vote for the bill? It’s a sign of how low the base’s expectations are for Congress at this point (and a rare case of the HA readership being as cynical as I am) that fully 52 percent of you thought it’d be 12 or more in the Senate and 25 or more in the House. I can’t believe I’m asking this, but … were we too pessimistic?

Just talked to a very clued-in Republican on the Hill. This person wouldn’t predict a unanimous Republican vote against the Democratic stimulus package, but said there would be “minimal” GOP support of the bill. “I don’t know if it will be unanimous, but Democrats are not going to have the kind of bipartisan support the president was trying to get,” he told me. An “overwhelming” number of Republicans will vote no, he predicted…

It’s also clear that Republicans, battered after big losses in 2006 and even bigger losses in 2008, are finding their feet on this issue. The House leadership is running hard on this, trying to make sure every Republican knows what is in the 647-page bill, and handing out individual analyses to each GOP member of what the bill, if passed, would cost his or her particular congressional district.

It’s going to pass, but the greater the media din about the porkiness of it, the more cover the GOP has to vote a party-line no, obviously. Even Democrats are unhappy:

The bill to be voted on today includes $30 billion for roads and bridges, $9 billion for public transit and $1 billion for inter-city rail — less than 5 percent of the package’s total spending. Administration officials have said they did not push for more infrastructure spending because of concerns about how many projects are “shovel ready” — a view that House members say is held most strongly by Lawrence H. Summers, Obama’s chief economic adviser.

Even though most House Democrats say they will back the plan, many reject the administration’s argument, saying that infrastructure projects could easily be expedited, that the economy will need additional infusions for years to come and that the real reason for shunning infrastructure was to make room for tax cuts. Obama, with a public mandate to do something big, is missing a rare opportunity to rebuild the country, they say.

“Every penny of the $825 billion is borrowed against the future of our kids and grandkids, and so the question is: What benefit are we providing them? What are we doing for the country? It’s the difference between real investment that will serve the nation for 30, 50 years and tax cuts, and that’s a very poor tradeoff,” said Rep. Peter A. DeFazio (D-Ore.).

The White House counters that they can pick up the slack later with regular appropriations bills but Obama’s got the same problem there as he does with TARP II: Once voters gag on this trillion-dollar pill, good luck asking them to swallow much more. Exit question: If the GOP’s defecting en masse, why doesn’t he reinsert the dopey pork about contraception and re-sodding the Mall into the bill and make his base happy? He’ll still pick up a few votes from vulnerable Republicans, for reasons Marc Ambinder (evidently parroting Democratic talking points) explains.

Extra question: Because he doesn’t believe there will be lock-step GOP vote against the bill. Perhaps he truly believes some GOP have accepted the cuts (the sod, the contraception) and will vote for the bill. Our pessimistic poll supports this.

OTOH, I was in the 48%. I think less than 10 Senators and fewer than 25 House will vote for it. Oddly enough, that means I agree with Markos: there’s absolutely no reason for the GOP to vote for this. If this helps the economy, the GOP will get no credit. If the economy tanks, they should want to be standing there, saying “Told you so”.

When the State disburses money to private entities, and then dictates to said entities concerning production, investment, etc., the State controls said entities.

Of course they will. The House has the majority to pass anything that Obama proposes but the filthy bastard needs the GOP to provide top cover so that he can make the claim that this was bipartisan instead of Pelosi and Reid working without any GOP input.

It’s like the Digital Transformation date. The House just killed it but the AP/Washington Post story makes it sound like the only reason it was defeated was the GOP wanted to hand Obama a loss.

I repeat. The House “Rats” can pass anything they want if they want to be partisan. This last election had consequences that can’t be ignored. If Obama really wants to be bipartisan, the filthy bastard is going to have to include the GOP in his discussions on these issues instead of showing up and telling them their ideas don’t matter because he won.

And you won’t, even a final product out of committee.

What’s required is a bill that has enough stuff that both the right and left are concerned about that politicians in iffy districts can tearfully declare that they “don’t like the bill but that they had to vote for it because it contains funding for….. [insert issue here] and that is just too important an opportunity to pass up because of some of the other provisions.”

The bill in its present form has zero input from the GOP. This was completely a Pelosi-run document. The birth control thing was inserted just so they could take it out and declare themselves bipartisan. The fact of the matter is that not all Democrats are mouth-breathing Obama loyalists who will happily sign on to the culture of death or for re-sodding the Mall.

If the GOP significantly votes against, the filthy bastard will have two choices. He can actually seek bipartisan support or he can once again go in front of the cameras and say I won to STFU and do what I tell you.

House rules don’t have a filibuster similar to the senate, where it takes 60 votes to end debate. Can’t vote until debate ends there, so no senate vote.

And I believe Nan changed a lot of the rules this year so the GOP is effectively shut out.

Why are Republicans balking about opposition?

Everyone’s agreed that only a fraction of the money will be spent in the first two years. So, if the economy begins to turn around, by the mid-terms, how can the Dems claim a victory. The GOP merely needs to point to the minuscule spending, and then give credit to the perseverance of the American people.

Seriously, are the Dems really going to be able to claim that funding ACORN and the NEA immediately turned things around.

And by the way, I’ve had it with hearing about “shovel-ready projects.” The only shovels I see in this bill are those that Obama’s supporters will be leaning on while they’re waiting for their increase unemployment benefits, refundable tax credits, or both.

This bill will not get any shovels moving anytime soon. All its going to do in the next two years is grease the wheels of the Democratic Party’s GOTV mechanism in time for the 2010 mid-terms.

Take a stand and vote no, GOP.

I wouldn’t be so quick to assume the stimulus bill will pass without Republican votes.

The reason for the Democrat congressional majorities is that Rahm Emanuel found Democrats that were more conservative than the Republican candidates in blue states.

Passage without Republican votes puts congressional majorities at risk, Dems would rather have failure of passage with the ability to blame Republicans.

I’d guess Obama would tell Nan to trim some of the fat off the pork and try again. But he does want a lot of GOP votes for cover. he’d hoping for a total of 80 in the Senate.

When the first version of TARP came up, Nan wanted 100 GOP votes in the House for cover. Boehner said no.

Given how she’s changed the rules to shut out real committee hearings and won’t let the GOP have real opportunities to offer amendments, I doubt she’s going to be able to ask Boehner for favors.

OT: I saw a bit of Morning Joe this morning. Don’t laugh because the money guy they’ve had on recently, Dylan Ratigan, has been quite good in forcefully arguing for accountability in the stimulus bill.

That said, no one else on the set can seem to find an ounce of pork in the entire bill. They always seem to veer off to criticizing the Merrill Lynch exec for his redecorating and Citigroup for its plane. Talk about denial. That group couldn’t find pork if they were trapped in a Virginia smokehouse.

One other interesting point. Ratigan suggested that Obama take the opportunity to be bold in this bill by doing something with health care–specifically, eliminating health care as an employer-provided benefit and shifting choices to consumers. He cited something that’s been done in Singapore. What made me laugh is that everyone on the set generally agreed, but nobody bothered to point out that that was exactly what numbnuts McCain proposed. I could hear Homer Simpson somewhere screaming, “D’oh!”

Just talked to Republican pollster David Winston about the public’s view of the stimulus bill. His results suggest that Republicans can do a lot more questioning of what is in the Democratic bill, perhaps for a long time after it passes.

“Here’s the dynamic in the public view,” Winston told me. “The economy is clearly the number one issue, and what is driving that is fear of unemployment. The unemployment numbers are so huge even in terms of what they were last month. So what the public is looking for in this whole stimulus package is, Will this create jobs? When they look at things like road projects, they can visualize somebody working. On the other hand, family planning may be a good idea, but what does it have to do with jobs? So the threshold is whether any particular measure creates jobs or not, and if it does create jobs, how quickly it will work.”

“There are going to be a lot of things in this bill, given the hurried nature of the passing of it, that Democrats, in light of the way that have handled it, are going to own. If it doesn’t match the criteria of creating jobs, they’re going to have a lot of explaining to do. There are a lot of policy questions that can be up for debate as we move forward, but for the stimulus package, the public has just one criteria. There may be other reasons for passing other measures in the future, but that’s another bill and another debate.”

Henry Waxman to remove $200 million in the bill set aside for family-planning services; he asked White House Press Secretary Robert Gibbs why the president can’t do it for other porky items, like the funds set aside for “smoking cessation” efforts. (Some portion of $500 million, by my reading.)

“Let’s focus on the larger picture,” is Gibbs’ mantra. “If we get focused on this number and that number, and two-one-hundreths of one percent of the spending… while we’re discussing this, in the past forty-eight 70,000 people have gotten a pink slip.”

Tapper: “Why not take the money marked for ‘smoking cessation’ and give it to people who are out of work?”

Gibbs: “The vast majority of this bill does that… We can’t afford to wait. We have to act.”

Maybe because it hasn’t gotten to the Senate yet.

Republicans don’t have enough House members to defeat this, but if they can make enough noise against the wasteful spending, they may be able to convince a few Democrat Senators to join a filibuster. There is still no second Senator from Minnesota, and the new Senator Gillibrand from New York could be convinced to join a filibuster. Quite possibly, a few other Democrats in “purple” states could be convinced to join a filibuster if this looks wasteful enough.
