Breaking: Murtha pork beneficiary raided

A defense contractor connected to pork king John Murtha got raided today by federal agents.  Kuchera Industries, which has donated heavily to Murtha and the Democrats over the last four cycles, had investigators checking workers and removing files, led by the Department of Defense’s Inspector General and Criminal Investigations Divisions:

Federal agents raided Kuchera Industries, an area defense contractor located in Windber.

The entrance of the building was blocked by state and federal authorities. One by one, Kuchera employees drove off the property.

People who were working inside the building Thursday morning said about two dozen cars pulled into the parking lot around 9 a.m. Authorities form the FBI, IRS Criminal Division and others ordered employees to get their personal belongings and go to the front of the building.

Once there, each person was asked to provide their driver’s license, Social Security number and phone numbers. Each employee was also asked which department they worked in and what they get paid to do at Kuchera before they were escorted out of the building.

Some employees were given a business card of a contact person from the Office of Inspector General, the Department of Defense and the Criminal Division. Other personnel said boxes were taken from the building and loaded into a box truck.

The questions about job duties seem provocative.  Could the DoD believe that Kuchera is some sort of front organization?  The company employs 300 people, so it would have to involve a heavy amount of money.

Kuchera Industries has plenty of money, though, much of it ours.  Over the last eight years, Kuchera has won almost $40 million in federal contracts, most of it within the last three years, and most of it with limited or no competition.  Not coincidentally, Kuchera has spent a lot of money on politicians.  Donations from Kuchera amount to over $108,000 in the last four election cycles, and most of those donations have gone to Murtha himself or the DCCC.

We’ll try to keep a close eye on Murtha and Kuchera.  Obviously, the DoD wants to do the same thing, and they must have a reason for it.

Well, from just a quick looking around the net, the company appears to be an electronics manufacturer so it should be pretty easy to determine if the work was actually done that got paid for. It isn’t like they are paid to “research” stuff which basically means getting paid a huge amount of money to do a lot of reading and produce an opinion.

I can see where a company might get sole-source contracts if they are building specialty electronics for defense and intelligence. You probably don’t want to turn over the production of, for example, a modified circuit board for a Predator drone to a company based in Pakistan. And in those kinds of areas (defense/intelligence) you tend to want to use the same manufacturer a lot to reduce the number of people with exposure to certain technology.

I am sure it is very “porky” given Murtha’s background but they might have actually delivered what they were contracted to do. Any misconduct might really lie with Murtha and not the company, though.

It is doubtful that Murtha will ever be brought to question about it. The company will likely be charged before the politician will. Note that Murtha’s office wasn’t raided.

“When several defense contractors paid a visit to Johnstown in the late 1980s, they found garage-bound electronics operations that couldn’t meet basic product standards. A frustrated Murtha brought in a Pentagon procurement expert (at government expense) and set up training programs. “I told our guys, ‘You gotta do quality work,’” says Murtha. “‘If you don’t, we’re going to lose.’”

One potential loser was Kuchera Industries. A family business run out of a 1,000-square-foot space by William Kuchera and his brother, Ronald, it was barely squeezing out $100,000 a year in sales by assembling circuit boards for PC monitors. Murtha hooked them up with a program run by Hughes Electronics with instructions on how to bid on military contracts; it also helped refocus the company on building missile guidance system parts and leasing robotic soldering machinery for assembly. Hughes even donated used equipment, like workbenches.

Most helpful of all: a suggestion to hire the disabled from a nearby rehab center–soldering is, after all, sedentary labor–who now make up 30% of Kuchera’s work force. That decision put Hughes in a favorable spot when it came to winning Pentagon work, and it persuaded the government to pick up Kuchera’s $7 million training bill. The brothers have nabbed work from Raytheon, Northrop Grumman and L-3 Communications. Last year they earned $4.5 million pretax on revenue of $45 million. Half the business comes from assembling missile electronics, bomb-spotting robots and navigation circuits for the Bradley Fighting Vehicle and unmanned helicopter drones.”

Trivia fact of the day: FFATA in the Senate was known as the Coburn-Obama bill. It’s of limited practical use thus far (e.g. subcontract revenue doesn’t show up here), but good for ballpark stuff like this.
