And the federal response is so much more than FEMA.  FEMA has 2,000 employees for the entire country and they have to be ready to respond to other emergencies, should they happen.  

There are dozens of federal agencies involved in a disaster like Katrina.  

And you know why you never heard any problems occurring in Mississippi or Florida, areas that were hit harder than Louisiana?  

Because they had competent state and local officials.  The feds can&#039;t do anything without them, they must have authorization from the state AND the locals know the area, stuff that can&#039;t be learned in an instant when helicoptering in from Washington.

Katrina only struck New Orleans with CAT 1 to 2 conditions, but structural flaws led to the levees failing.  It wasn&#039;t a &quot;hurricane&quot; that caused that mess, it was construction issues.  Period.  I don&#039;t even need to get in to Nagin&#039;s fun with buses, and Blanco blocking the Red Cross from going to the Superdome (while demanding Bush send the very supplies that the Red Cross had there, ready to hand out).  Oh, and my favorite cherry on top was that despite all the race card nonsense that came out of that situation, white&#039;s died at a disproportionately high rate in New Orleans, and blacks at a disproportionately low rate.</description>
