California goes bust: Tax refunds to be delayed

Not just refunds, either. Welfare checks and student grants will be held back, too. Let it be a lesson to those of us who pay estimated tax, me most of all: In these trying times, don’t overpay.

Instead, ask yourself, “What would Tim Geithner do?”

The controller said the suspended payments could be rolled into IOUs if California still lacked sufficient cash to pay its bills come March or April.

“I take this action with great reluctance,” Chiang said at a news conference in his office. But he said that without action to close the deficit, “there is no way to make it through February unscathed.”

There’s a hitch with the IOUs, though:

In 1992, banks honored the state’s IOUs, cashing them on demand, and then receiving an additional 5% from the state when it made good on the obligations. In effect, the IOUs served the state as unsecured bridge loans from banks. But this time around, with credit tight and banks still feeling the impact of the fall meltdown in the financial services industry, it is not yet clear how banks will respond.

“Nobody’s making any decision whether ‘Bank X’ will take the IOUs as money or not,” said Brian Tobin, a Culver City based tax preparer.

I called this 5 years ago when I moved from Cal to NC…it doesn’t take a math genius to figure out that Ca was spending way more then it was taking in, and ad to that the exodus of businesses from the state.
It’s a shame, some parts are so beautiful…but that is what SF and Sacramento politics will get you…way to go Boxer, Feinstein, and Arnold…you took down the most productive state in the union.

Where was it recently that I saw someone advocating for Californians getting a refund to apply it to their 2009 taxes and then severely reduce their withholding? ‘Cos I’m about to tell the mom-in-law to take that approach.

Here is the thing, they force you to pay estimated income tax if you are a certain income and independent…will they be able to force you now?
Essentially they are forcing you to pay into a system that can’t repay if you overpay…seems this would be a legal issue.

Why does this matter? As a percentage of the population, few people there even pay taxes- certainly not to the level of the entitlements they get in a generous socialist state like California. Filthy bastard will win the state in four years without a doubt and Pelosi’s good for two. The hard working Californians who actually pay taxes for all those illegals just need to understand that it would be unpatriotic to demand the money they overpaid to the government at a time like this.

I watched it happen to the Redmond,Bothell,Mill Creek WA area in the ’80s.
Very sad. I left & never looked back.
As a child living in Carmichael,CA, I thought it was pretty screwy then.
I still have family in Vallejo, Rancho Cordova & LA & I feel real sorry for them.
I love the sites & the natural features of CA & I would visit them again if I could, but I will never live there again!

My blog had a poll that recently closed and 75% of the respondents said that ARNOLD SHOULD BE recalled.

The deficit is deeper than Gray Davis’s and also, Arnold tried to keep Californians from VOTING on Propositions 94-97 this year. Not to mention, he made a deal with one Indian tribe that hadn’t even been voted on by the General Council..

California has so many unnecessary programs that are simply a waste of money that it shouldn’t be too difficult to find programs and employees that could be eliminated.

First of all, there is the California Coastal Commission that prevents smart use of coastal lands while allowing such things as a Ritz Carlton to be built at Half Moon Bay. The entire commission and all of its employees can be safely eliminated and each county allowed to set their own coastal development standards.

As an example of CC stupidity … the coastal area contains a lot of agricultural land. The CC prevents that land from being developed as residential. Instead, land farther inland that would be better for agricultural use is developed residential. The result is salt-water intrusion into coastal aquifers as they are drawn for irrigation.

The CC prevents intelligent, efficient use of land resources by making arbitrary decisions on what can and can not be built. In areas that still have significant residential areas, jurisdictions are denied the ability to improve roads and bridges leading into those areas because they might “promote development”. In the meantime the roads fall apart and bridges wash out.

Why the state believes that counties are too stupid or too irresponsible to manage their own coastal development is beyond me. These jurisdictions can manage their resources and do care about maintaining them through the generations. This is just one example of an entire state agency that is nothing more than an “inefficiency generator” and costs the taxpayers of the entire state bundles of money.

California could also make additional money by reopening drilling off the coast to relieve the ocean from being polluted by natural seeps in such areas as Coal Oil Point near Santa Barbara. Drilling here could improve the environment and make the state a lot of money.

Now, let’s keep the history straight here even though so much of California is not. Gray Davis wasn’t recalled over the deficit or even the fact that those on the inside were playing the energy market and making huge profits. Davis was recalled because the state was unable to reliably provide electricity. I lived next to a hospital so I didn’t have rolling brown outs (I had whatever the exempt catagory was on my bill) but many of my co-workers did not and they were steamed that in America in one of the most populous American cities, they had the same assurances for power as a third-world nation. This failure is what resulted in enough votes to trigger a recall.

Bill Handel said this morning on KFI 640AM that CA is ungovernable, regardless who is Governor/Governator.

Yesterday John and Ken, same station, played audio of state-employed union freaks shouting all kinds of threats because they’d been asked to not work so much overtime and to not add double-time, when they purposely called in sick during the week, or the morning, only to work extra, for extra pay. They are miling us incessantly and then the media play the violins for those freaks.

Arnold, in his brief state-of-disaster-of-the-state speech, yesterday, suggested that the legislators don’t get payed, until they resolved the unconstitutional 47 billion over budget situation, and he’s laughed out of town.

I sent him to hell already, for myriad of reasons, having helped him in the recall and to be re-elected. However, nothing will change so long as those liberal fluzies run Sacramento. This beautiful and rich state deserves to be auctioned off so it can start anew.

It all started with the dotcom boom and the libs spent like crazy and promised the unions the sun and moon then the bust and all that revenue went away and now they are holding the bill going oh f**k. Arnold tried his damnedest to get the California budget balanced and whip the state into fiscal shape, but he’s stopped at every turn.

To be honest, I think we deserve what we get. Californians have voted all these measures onto the ballots, sowing all that wind, and now they’re reaping the whirlwind.

Doesn’t effect me, I usually break even on taxes, because I don’t underclaim. I’ve never understood the concept myself.

I miss KFI and Handel in particular. He does such a good job at breaking down big stories. For years he has been saying and I agree that California is ungovernable. Too big with too many interests to efficiently operate as a single state. The sticking point IMO is that to divide California would result in yet more corrupt liberal Democrats making it to the Senate and House. We need leaders not more partisans like Pelosi, Boxer, and Feinstein.

As to John and Ken, their coverage of the Dem convention in LA was hillarious. They would actually interview people with “end poverty” in the crowd of protesters and ask them how that should happen!

If there is bailouts for anything(including those already done) the first thing they need to do is clean out all (and I mean all) of the top management. In a state this should include all state reps/state congresspeople and governors mansion. That should be a prerequisite for any bailout. You do not give more money to those that caused the problem in the first place. California’s problem(a lot of states) is they keep spending money they don’t have for things they don’t need or should be taken care of by private enterprises. Until they change their business plan they will just need more money.
I think it will take until march for the bailout.
The recall won’t happen(how much longer is his term?)

These two are the best. They are the equal opportunity slayers of pork, stupidity, idiocy and other culprits. They helped Davis be gone, Arnold be reelected and they’ll gladly help to recall him. If he’d have signed that unconstitutional liberal budget bill, raisins taxes by a simple majority by calling them ‘fees’, he’d already be on a recall fast track by them. I don’t always agree with them but they are neither Bush, McCain, nor Obama types. They call it how it is, no matter who’s in their path. Right now they have the Sacramento liberal in their claws.

Don’t forget the tripling of the car tax under Davis and there were a couple other reasons besides the brownouts.

True, but my point was that if Arnold gets recalled it isn’t going to be over something as vague as the state budget deficit. He will be recalled because enough residents are ticked off that the state isn’t giving them their tax refund. It will need to hit voters personally the way taxes or brownouts do.

Don’t you remember that when the Davis recall effort started all the punditry laughed it off as virtually impossible of ever happening? It was that personal connection and the ability to speak out that made a difference.

1. Brown again – you know the story
2. Villaraigosa, the prima donna, who works 11% for his constituents and views himself in the mirror, when he’s not chasing skirts, the rest of the time…
3. Whoever, who will not solve anything either.

If the lefties don’t see that their spending doubled in 10 years, and they don’t want to cut a penny, not a penny…the state is not governable. Taxes are high and businesses flee, or don’t wish to come in. More and more immigrants, legal and illegal, will add more to the deficit…it’s a clusterfark of grand proportions. This Hindenburg deserves to pop. Tough lessons must be learned. Same for our country.

Their interview of a state congresswoman who wanted to tax soda sales in public schools still brings tears to my eyes. She wanted to tax the sodas because they were bad for the kids but she didn’t want to get rid of the soda machines because they provide revenue to the school system. She never got beyond the hypocrisy of her own position.

I’m glad they’ve landed on Sacramento as an issue. When I was living out there it was all about pointing out pedophile priests and the way the Catholic church continued to give them a pass.
