Obama names Clinton crony who’s never worked in intelligence to head CIA; Update: Feinstein, Rockefeller oppose

Why not? He named a Clinton crony with no foreign-policy experience to be Secretary of State, didn’t he?
Ace wonders if this is about having a dependable yes man at the top. Not really. It’s about having a guy at the top who’s untainted by “torture.” So untainted, in fact, that he’s also untainted by any intel experience whatsoever.
Given his background, Mr. Panetta is a somewhat unusual choice to lead the C.I.A., an agency that has been unwelcoming to previous directors perceived as outsiders, such as Stansfield M. Turner and John M. Deutch. But his selection points up the difficulty Mr. Obama had in finding a C.I.A. director with no connection to controversial counterterrorism programs of the Bush era…
Aides have said Mr. Obama had originally hoped to select a C.I.A. head with extensive field experience, especially in combating terrorist networks. But his first choice for the job, John O. Brennan, had to withdraw his name amidst criticism over his role in the formation of the C.I.A’s detention and interrogation program after the Sept. 11 attacks.
Members of Mr. Obama’s transition also raised concerns about other candidates, even some Democratic lawmakers with intelligence experience. Representative Jane Harman of California, formerly the senior Democrat on the House Intelligence Committee, had hoped to get the job, but she was ruled out as a candidate in part because of her early support for some Bush administration programs like the domestic eavesdropping program.
Here’s his chief qualification for the job, as near as I can tell. Whether this means Obama’s ready to junk the whole Bush interrogation apparatus or whether he merely wants Panetta as cover to quietly retain certain parts of it — or certain personnel, like Brennan, in lower-profile deputy roles — I guess we’ll see. Meanwhile, Brian Faughnan at Red State forwards an interesting passage from the CIA Library on Panetta’s spending priorities while head of Clinton’s budget office. Read it now, because the GOP’s bound to reference it at the confirmation hearing. Exit quotation: “Was Panetta wrong about the threats the U.S. faces in the 1990s, or was he simply too drive by green eyeshades over national security? Either way, the picture isn’t pretty.”
Update: The confirmation hearing should be fun: Dianne Feinstein and Jay Rockefeller, Democrats both, want to know why The One’s search for a torture-free nominee couldn’t uncover anyone with actual experience. Both of them evidently wanted Steve Kappes, whose recommendation reportedly led the agency to ban waterboarding.

like 4 more years of Jimmy Carter and his crony Stansfield
Turner. I was a deputy division chief at the time.

I take offense to that. The directorate where I worked (DD/S&T) was in charge of highly technical operations. Most of us worked 10-11 hour days including Saturdays when needed. Our contractor counterparts were paid twice what we received, but we chose served our country.

Now didn’t I start out telling you that no offense was intended? The careerists I was talking about are the Valerie Plames of the world; Individuals who clearly were working against the Exuctive Branch administration. I thought it was clear I was not referring to the rank-and-file career employees- particularly in the timeframe you were working there. It was a far different organization then.
During that period (late 70s), my dad was working at the Defense Mapping Agency and went to Langley regularly to discuss programs I only have a vague sense of knowing about. I remember a parking pass I saw one time. There wasn’t one indication what the pass was for. Likewise there wasn’t a single sign indicating the entrance from 123 though everybody knew what was at the end of that turn lane.
Again, no offense was intended but you didn’t make a distinction between careerists. The behind-the-scenes careerists are far different from the Valarie Plame careerists who are nothing more than frustrated politicians who think they know better than their bosses.

Personally, I think the Senate Republicans should save their rounds for an all out attack on the appointment of Hillary Clinton as SECSTATE. It’s a critical job. She’s far more unqualified for that job than Davis is for the CIA job (which takes some doing). There’s no way she will ever be outside ethical scrutiny after eight years of Bill Clinton whoring for money around the globe with no clear process to make this ethical conflict transparent.

When you are only a Senator for 150 days before you started to run for President you don’t have the years of service to meet, get to know, and evaluate people.
You don’t meet cabinet level people that much as a State Senator. Especially when you treated it like a part time position will you taught law.

He was a station chief for the OSS, the precurser to the CIA. Developed plenty of contacts within Germany. Was CIA Director from 1953-1961.

Since Panetta’s expertise at budgetary .. uh…um.. legerdemain, it sounds like his assignment is to gut the CIA budget.
Comments here about people leaving the intelligence community might well explain why the CIA is running recruitment ads on DirectTv as they did in newspapers in the early 1980′s. The one I saw was a quarter page ad in the Detroit Free Press.

There are good reasons why Turner and Deutch were unwelcome. Admiral Turner, a Rhodes scholar, had such a small mind that one of his first acts as director was to send a gofer around headquarters to collect all purple high lighters. Only he could have them. I guess it had something to do with a king complex.
Deutch, a physics professor, was so contemptuous of security that he kept some of the CIA’s most secret information on his home PC which his daughter used on the Internet. This should have resulted in a life sentence in a hard time prison.

(for those asking WTF? regarding the last appointment, let me just remind you what Sandy Berger was stealing – classified records in the National Archives.)
Things do not look good. Only bright note – if Duke loses its case, Gorelick may go under the bus.

I dunno, isn’t that kind of like appointing someone jury foreman who is untainted by never having read anything about the case, who’s also untainted by any ability to read whatsoever.
