Obama names Clinton crony who’s never worked in intelligence to head CIA; Update: Feinstein, Rockefeller oppose

Why not? He named a Clinton crony with no foreign-policy experience to be Secretary of State, didn’t he?

Ace wonders if this is about having a dependable yes man at the top. Not really. It’s about having a guy at the top who’s untainted by “torture.” So untainted, in fact, that he’s also untainted by any intel experience whatsoever.

Given his background, Mr. Panetta is a somewhat unusual choice to lead the C.I.A., an agency that has been unwelcoming to previous directors perceived as outsiders, such as Stansfield M. Turner and John M. Deutch. But his selection points up the difficulty Mr. Obama had in finding a C.I.A. director with no connection to controversial counterterrorism programs of the Bush era…

Aides have said Mr. Obama had originally hoped to select a C.I.A. head with extensive field experience, especially in combating terrorist networks. But his first choice for the job, John O. Brennan, had to withdraw his name amidst criticism over his role in the formation of the C.I.A’s detention and interrogation program after the Sept. 11 attacks.

Members of Mr. Obama’s transition also raised concerns about other candidates, even some Democratic lawmakers with intelligence experience. Representative Jane Harman of California, formerly the senior Democrat on the House Intelligence Committee, had hoped to get the job, but she was ruled out as a candidate in part because of her early support for some Bush administration programs like the domestic eavesdropping program.

Here’s his chief qualification for the job, as near as I can tell. Whether this means Obama’s ready to junk the whole Bush interrogation apparatus or whether he merely wants Panetta as cover to quietly retain certain parts of it — or certain personnel, like Brennan, in lower-profile deputy roles — I guess we’ll see. Meanwhile, Brian Faughnan at Red State forwards an interesting passage from the CIA Library on Panetta’s spending priorities while head of Clinton’s budget office. Read it now, because the GOP’s bound to reference it at the confirmation hearing. Exit quotation: “Was Panetta wrong about the threats the U.S. faces in the 1990s, or was he simply too drive by green eyeshades over national security? Either way, the picture isn’t pretty.”

Update: The confirmation hearing should be fun: Dianne Feinstein and Jay Rockefeller, Democrats both, want to know why The One’s search for a torture-free nominee couldn’t uncover anyone with actual experience. Both of them evidently wanted Steve Kappes, whose recommendation reportedly led the agency to ban waterboarding.

I guess you can’t afford to fund defense when you’re so busy increasing entitlements and government welfare.

I was being entertained by the Obama scandals and picturing Hillary Clinton as Sec of State. But this appointment brings back the reality that Obama is actually going to be president and he gets to put people in charge of protecting the United States.

Almost all cabinet level and high government agency positions in the Obama administration are being filled with poorly qualified and / or completely unqualified appointees. The Bush administration put much more qualified people in those jobs.

Experience and skill are looked on as handicaps or negatives–not as positives. Probably the least qualified president in my memory likes people thinking “out of the box” all the time–like he does! If you don’t know much you will be out of the box and in left field most of the time.

Compare Condi Rice’s measurable achievements, skills, and good heart against Hillary Clinton’s background–there is a tremendous difference. The State Department gets a political hack instead of a skilled person.

We went through this several times over the years. When an Administration has a beef with the Agency, or just tends to believe the hype and myth, the Agency gets saddled with a Turner, or a Deutsch, now a Panetta…Webster wasn’t so bad, just wasn’t so good, either.

This choice? Look for the next several years spent (literally, in funds and lives) re-inventing the wheel since the “new guy” on top doesn’t know from Shinola, and thus believes nobody else in the food chain has any idea either.

The thing everyone needs to keep in mind is that the power of the DCI was gutted by the intelligence reforms in 1994. The DCI used to be the principle intelligence adviser to the President, the titular “head” of the intelligence community with significant budgetary power, and a THE gatekeeper to the President for intelligence.

All that is gone and those functions now rest with with the DNI (Director of National Intelligence). The CIA director is now just a functional manager for the human intelligence collection arm of the intelligence community (like the NSA director and NGA director) with the added responsibility for covert action.

In short, the CIA director isn’t all that important anymore. What’s a bit annoying to those of us in the intelligence community is that most of the press doesn’t seem to realize how much things changed with the 1994 reforms. So Panetta gets all the press, while Panetta’s boss, Dennis Blair (nominated as DNI) gets very little.

Senior White House officials were informed that China might have stolen American nuclear secrets nearly a year earlier than the Clinton Administration originally disclosed, according to current and former United States officials.

The White House was told about China’s apparent theft of American nuclear weapons technology in July 1995, soon after it was detected by the Energy Department and the Central Intelligence Agency, several officials said.

Until now, the Administration has left the impression that the White House first learned about the matter in April 1996, when Samuel R. Berger, then President Clinton’s deputy national security adviser, was briefed on the case by Energy Department officials.

But interviews with current and former officials show that warnings about possible Chinese nuclear espionage received high-level attention within the Clinton Administration early in the Government’s investigation of the matter.

Perhaps that should be an indicator that the professionals agreed with those counterterrorism programs. Mark my words- this is just the first sign that there will be a massive terrorist attack on American soil within the next year. It’s inevitable when an inexperienced filthy politician puts cronies into place instead of the qualified ones. I’m no fan of Jane Harman but she was right on the security issues all along. She would have been the right choice not Panetta who helped Clinton ignore the GWOT until the atrocities of 9/11/01 proved just how bad the Clinton administration was.

Mr. Panetta has worked for, not only Slick Willie, but also Tricky Dick.

Shortly after, he agreed to serve under Nixon’s HEW secretary, Robert Finch, as special assistant for civil rights. Several months after that appointment Finch promoted Panetta to director of the Office of Civil Rights.

Living in the area I’ve caught Leons act for years-especially when they broadcast his Panetta institute forums on local TV.
He’s your classic “I’m a moderate due to my superior brain power in seeing thing objectively.”

This could be the single most stupid appointment since Harriet Meyers. Leon Panetta? Why not have the Marx Brothers run CIA and destroy our intelligence gathering slower?

Remember Jayme Gorelick? She was the idiot Clintonista who made it so FBI & CIA couldn’t talk to eachother, which brought us the inability to stop the Hijackers of 9/11.
