		<description>I feel bad for these folks but having spent a good portion of my military service in 3rd world cesspools of Africa and Central America it&#039;s my opinion that most of these conditions are brought upon by the accepted culture of corruption, combined with a lack of general education and even laziness.

Come to think of it even in the industrialized nations I served in corruption was rampent but just not as overt.  We (the US) really are an exception when it comes to the level at which corruption seeps thru our society.</description>

Ah yes, isn&#039;t it great that we send millions of dollas in aid only to have the government call America EVIL!  Talk about adding insult to injury!
