Emanuel, Blago had “conversations” on Senate succession

The categorical denials coming from Barack Obama on the Rod Blagojevich pay-to-play scandal took another hit today from the Chicago Tribune. Two sources confirm that Rahm Emanuel, Obama’s new chief of staff, had a number of conversations with Blagojevich chief of staff John Harris to discuss acceptable candidates to fill the rest of Obama’s Senate term. These conversations got captured by federal wiretaps and will likely be reviewed by a grand jury looking to indict people on corruption charges:
Rahm Emanuel, President-elect Barack Obama’s pick to be White House chief of staff, had conversations with Gov. Rod Blagojevich’s administration about who would replace Obama in the U.S. Senate, the Tribune has learned.
The revelation does not suggest Obama’s new gatekeeper was involved in any talk of dealmaking involving the seat. But it does help fill in the gaps surrounding a question that Obama was unable or unwilling to answer this week: Did anyone on his staff have contact with Blagojevich about his choice for the Senate seat? …
One source confirmed that communications between Emanuel and the Blagojevich administration were captured on court-approved wiretaps.
Another source said that contact between the Obama camp and the governor’s administration regarding the Senate seat began the Saturday before the Nov. 4 election, when Emanuel made a call to the cell phone of Harris. The conversation took place around the same time press reports surfaced about Emanuel being approached about taking the high-level White House post should Obama win.
Emanuel delivered a list of candidates who would be “acceptable” to Obama, the source said. On the list were Obama adviser Valerie Jarrett, Illinois Veterans Affairs director Tammy Duckworth, state Comptroller Dan Hynes and U.S. Rep. Jan Schakowsky of Chicago, the source said. All are Democrats.
Sometime after the election, Emanuel called Harris back to add the name of Democratic Atty. Gen. Lisa Madigan to the approved list, the source said.
As I wrote this week, no one would be surprised to hear that Emanuel and Obama had enough interest in the latter’s replacement to get in contact with the man who would normally make that appointment, Governor Blagojevich. After all, the composition of the Senate matters a great deal to Obama, who needs to ensure that his agenda gets the most support possible in the next two years. Given the corruption in Illinois politics, it might make it even more important to get involved in the process early to avoid getting someone who would embarrass the administration at a later point in time, especially with Patrick Fitzgerald’s years-long probe into Illinois politics still ongoing.
However, Barack Obama and his team chose not to give that honest and common-sense explanation. Instead, they issued categorical denials that Obama and his staff had contacted Blagojevich or his staff about the succession. It’s a mystifying claim, and one that will apparently get proven false fairly easily. Now, instead of just saying that contact existed but that no one had tried making deals, they have thrown away their credibility on a very foolish point — which will lead to the conclusion that Team Obama has something very significant to hide.
Now it comes down to the Watergate question for both Emanuel and Obama: What did they know, and when did they know it? Did Emanuel’s conversations with Harris or anyone else involve discussions of quid pro quo? Team Obama will deny it, but they spent all of this week denying any conversations took place, and only the most gullible will believe denials from this point forward. The wiretaps will go to the grand jury, and we will see whether Emanuel got himself caught in Fitzgerald’s nets.
If he did discuss quid pro quo and didn’t report it to the feds, Emanuel may or may not have committed a crime, but Obama will have no choice but to fire him. And axing a Chief of Staff before even taking the oath of office does not lend much confidence in either the competence nor the honesty of the new President.
Update: Here’s what Obama said in his December 11th statement:
I had no contact with the governor’s office. I did not speak to the governor about these issues, that I know for certain. What I want to do is to gather all the facts about any staff contacts that may have taken place between the transition office and the governor’s office, and we’ll have those in the next few days and we’ll present them. But what I’m absolutely certain about is that our office had no involvement in any deal-making around my Senate seat. That, I’m absolutely certain of, and that would be a violation of everything this campaign has been about. That’s not how we do business.
So Obama said in one part that he himself hat no contact with the governor’s office or the governor regarding the appointment, which makes sense, because he’s got other issues to handle. He then claims that his office “had no involvement in any deal-making around my Senate seat.” If that’s true, then what was Emanuel discussing with Harris — and how did Blagojevich know that they wouldn’t give him anything but their appreciation? From the complaint, it doesn’t sound like an assumption Blagojevich made. (Hat tip: HA reader David M)

I was thinking the same thing too. Why deny ever having conversations about your replacement when you can just say “Yes, we had conversations, but nothing was ever said about individuals paying money for the senate seat.” Doesn’t that make more sense?
I’m starting to think that even Hillary would have waited until after the inauguration before the scandal juggernaut began, but then again, Hillary isn’t a part of the Chicago machine political system, and therefore by definition she is a scandal amateur.

Besides…Lets look back at clinton. The right got blamed for muckracking, but voted out the dems rather than give another term to them. They knew the truth. Same will happen here. Obama is D.O.A.

I would have expected that Dear Leader would have had conversations, directly or indirectly, with his state’s governor on who gets appointed to his vacant seat. I’m sure Biden has had similar conversations. Nothing wrong with that at all. So why deny it?
The One ran a highly disciplined campaign, and now suddenly His new Chief of Staff is going rogue on Him? Unlikely.

Before getting to the question of price, isn’t there a question of ownership? This article suggests that the Obama camp, at a minimum, was none too reticent about its proprietary view of the vacated seat. Or am I reading too much into the idea that Emanuel apparently began the whole process when he delivered a list of acceptable candidates? What was to happen if an unacceptable candidate were chosen?
Criminal acts aside, was Obama’s involvement in the selection process odious enough from the beginning to warrant his camp’s Febreze treatment, even before in reeked so badly Fizgerald could smell it?

Here’s a question that is starting to bother me..
Doesn’t the senate seat belong to the PEOPLE of illinois with the gov having the right to appoint a succcessor (Actually more accurately the senate is supposed to represent the states therefore is belongs to the state)
So, Blago is putting his personal gain ahead of the interestes of the state and it’s people.. For that abuse, if and when found guilty, throw the key away.
BUT– Why should obama have such a controlling interest in picking the successor?. THE ONE does not ‘own’ that seat. The seat belongs to the people and the state. Where in the Illinois constitution does it allow obama to have that much influence on the selection. ?? Just one of the first overreaches of power that I fear we will see

But Emanuel could not have made such a list w/out consultation with Obama and Obama would therefore know that Emanuel was consulting Blogo about the appointment. Which confirms what we all pretty much knew: Obama lied to the press.
Now the next question is, why tell such an unnecessary lie? There are two possiblities: one is that Obama et al are completely innocent and he was seeking to distance the administration from the taint of the scandal; the other possibility is that they were actually involved in the scandal and were haggling over the price.
No way to say at this point which is true, but one thing we do know is that Obama knowingly and unashamedly lied to the press. How the press treats this will be fascinating to watch. I think the press will stonewall the public on it, hoping it will go away with the onset of Christmas and then the inauguration.

The fact that multiple discussions took place belies that assertion. One does not continue discussions of a sale when one side is unwilling to buy.
Further, in the criminal world, “appreciation” is a euphenism for “a small amount”.

Don’t forget that the notable sleazeball George Ryan (R), former Governor now in the joint for his sins, has as the prime mover to spring him the sainted Dick Durbin (D). The machine doesn’t “reach across the aisle” in Chi. There has never been an aisle.

A 4th is that he was just following the pattern that has worked for him before. Immediate denial or overstatement, followed by however many “clarifications” necessary to cleanse the original foot in mouth moment to the media’s satisfaction. He did it several times with Rev Wright and Ayers. All was forgiven after a half dozen “clarificaions.” There will also be a series of them in this clusterf****k, after they all get their stories straight.

Well, he could have discussed who the governor was going to appoint along with who Obama wanted him to appoint without making any deal — which seems to be the case by Blago’s taped rant. If Blago offered them a deal, and they declined, that is not “deal making.”

It’s perfectly understandable that the Illinois governor might employ the services of his wife, a qualified real estate professional, to perform a comparative market analysis leading to the listing price of an open U.S.Senate seat. What’s curious is his failure to grasp the President-elect’s handicap in properly evaluating that price (which was apparently expressed in value-range form).
Not that someone as bright as the President-elect wouldn’t have gained some expertise connected with his personal real estate transactions, but a U.S. Senate seat is no vacant adjoining residential lot, and Rahm Emanuel, for all his political acumen, is no Tony Rezko.
So when the President-elect sent the inexperienced buyer’s agent Emanuel looking to buy this vacant

They are meeting, as you can imagine, to make sure Obama is insulated from this mess.
What they don’t know is what the fed’s have…that is key, if Rahm says the wrong thing about the wrong day, and the feds have a tape, that is where other parties get sucked in.
Rahm may just concede, take the fifth, and make sure nothing happens till after Jan. 20th.
They just need enough insulation, where Obama the rat has an escape “statement”.

We don’t know what Rahm said to Blagojevich, but given Blago’s reaction:
ROD BLAGOJEVICH said that the consultants (Advisor B and another
consultant are believed to be on the call at that time) are telling him that he has to “suck it up” for two years and do nothing and give this “motherfucker [the President-elect] his senator. Fuck him. For nothing? Fuck him.”
…
Later in the conversation, ROD BLAGOJEVICH said he knows
that the President-elect wants Senate Candidate 1 for the Senate seat but “they’re not willing to give me anything except appreciation. Fuck them.”
Doesn’t this suggest Rahm DID tell him we won’t make any deal? Hence, no “deal making”?

The Patty Balojevich/Rezko is something else. It’s unbelievable the way all of these major players in Chicago just send the money and power around to each other.
For Obama to have lived and worked with these people–well, it strains credulity to think that he is clean. Even if he is, he’s certainly no Sarah Palin who saw the corruption within her own party and state and took it on and spoke out against it.

And this claim is basically the crux of his criticism of Obama in this point. The whole point of his argument is wrong.
2) Evidence shows that whoever spoke with Blagojevich about the open Senate seat was not willing to make a deal with him. See my last post.
3) There is no evidence of wrong-doing on Obama or Team Obama’s part.
Those are the facts. I’m just looking at the situation as it is.

I know this is your last, best hope of any “wrong doing” but… Lots wrong? Give me a break. First of all, I don’t think it’s illegal. Second, if that were true and not illegal, I don’t see it causing Obama to drop Emmanuel. I don’t think people will really care.

I think our friend Tom Shipley is beginning to suffer some serious cognitive dissonance and hopefully will soon be on the road to full recovery. At least he is trying to make a serious attempt at defending Obama. I wonder where the other trolls went.
Wethal has quoted the applicable statute and if indeed Rahm Emmanual believed the Blogoyevic was soliciting a bribe and failed to report that fact to the FBI he committed a felony. We will see if Fitz decides to prosecute. My guess is that he won’t which will support my long standing argument that he went after Libby as revenge for the Marc Rich Pardon and not Valeria Plame.
To the a Chicagoan “appreciation” means future considerations. All that means is that Obama is smart enough to know that with Governor under investigation he wasn’t about to talk about specifics on the phone. Look Obama would never deal in an overt manner and he also would know that dealing with Blogoyevic at this time is risky. Obama is like any wiseguy. When he sees a deal that would put him at risk he won’t play but he isn’t going to rat anybody out either. Obama isn’t the cipher many believe he is. He is quite transparent actually. He is just another smooth talking corrupt Chicago politician in an age of an uniformed/misinformed electorate.

It is a pretty hard stretch to believe that someone as high up Obama’s food chain as he was did not consult Obama on what was going on with his senate seat.
But we have seen liberals apply all kinds of double standards during the last two years in relation to Obama.
Expect to see the term “deal making” go through the same liberal pretzel logic that turned the word “terrorism” into just “vandalism” in connection with Ayers.

The point is, even in the absence of a pre-presidential felony, Obama’s involvement in (interference with? intrusion into?) the constitutional prerogative of a governor may turn out to resemble more mess than messiah.

I am glad you got a laugh out of it. I should have omitted the “the.” It is funny and not so funny at the same time. I grew up in the late 60’s in Chicago political world and I was good friends with the Podesta brothers. My translations of the exchange from the language of Chicago politics is this:

To those who wonder why Obama told such a transparent lie about such an unimportant matter:
It was clear from the campaign trail that Obama has a well-developed lie reflex. He lies automatically as soon as anybody comes near something he does not want revealed; his immediate response is “I don’t know. I had nothing to do with it.” This is not a thought-out response, it’s a reflex; he’s obviously done this so many times that it’s automatic. He did it, what, 9 times? 10 times? on the campaign trail.
Obama is, frankly, not competent enough to have planned a response to an unrehearsed question.

My wife and I worked with the group to throw 2 supreme court justices and a whole bunch of legislators out. While it’s apparent from the transcripts that Blago was interested in enriching himself, why is it assumed that what he wanted from either Obama or Emanuel was a direct monetary reward. Wasn’t he indicating that he wanted a change of position that would offer him a more lucrative lifestyle? Blago runs the gamut of ambtion from an ambassadorship through a placement somewhere in the DC corridors of power to a union boss position.
Blago was angry because the “appreciation” was not going to come quickly enough. Someone in the food chain wanted to avoid having “fingerprints” on the payoff, which was going to come eventually.
The Trib article by John Kass, cited earlier, connects some dots about the relationships in the wheeling and dealing between the Chicago machine and the Washington crew.
The national media are trying to spin this story as a limited-to-Chicago/Illinois issue when it, indeed, raises questions about Obama, Emanuel, and their connections as they assume the reins of power in Washington.
Of the sorry number of citizens who took the time to vote in this election, 52% made a decision that affects us all. I am concerned that we were dealt a bad hand in this game of 52 pickup. The deck was dirty.

From what I recall of the details, Obama bought his house next to Rezko for better than market value and something about him getting a nice rate on a bank loan. I wrote about in on this site, but don’t remember the details (and really don’t have to go back and get into it). But, as I recall, he got a good deal. there’s was nothing illegal about and I don’t think he gave any favors for the deal, so I don’t believe it to be unethical.

I’ve lived in Chicago for the past 10 years and am certainly aware of the state’s corruption. that being said, Obama’s never been accused of being corrupt (at least not with any solid evidence to back it up.) Local political friends of his have said he knows how to avoid that stuff.
Again, show me some evidence of wrong doing, then we can talk.

You don’t get it. This is too public and too corrupt for Obama to ignore it- as he did any of the hard questions during what you call his “highly disciplined” campaign. Obama actually ran a very poor campaign and was pushed over the top by the assistance of the MSM. He’s utterly inarticulate when not in front of a teleprompter. You are correct that his staffers won’t rat him out since they are all hand-picked thugs from Chicago.
Nevertheless, that’s all beside the point that Obama isn’t even in office yet and there is a huge cloud of corruption hanging directly over his administration. Emanuel will never officially be Chief of Staff because of this scandal and Rezko will rat out Obama over that land deal in exchange for leniency in sentencing. Obama may well still be standing when it’s all over but he will forever be tarnished by the scandal and corruption of his past. By 2012, he will make Nixon look honorable. He will opt not to seek a second term leaving the door open for Hillary Clinton.

What’s disturbing about those two Trib stories that you cite, entelechy, is the degree that these political activists in Chicago politics are connected to businesses that are awarded state contracts. Some of them, too, appear to be connected to health-related fields; eg., drug-testing laboratories, Medicare, etc. The potential for further graft, skimming, and extortion– if our country heads towards a more nationalized health care system– is most alarming.
We have only to look at Michelle Obama’s hospital position and its exhorbitant raise to see how this scratch-my-back; I’ll scratch yours works. Nobody ever became healthier or recovered from treatment/surgery through her employment, did they? Yet all of this bureaucratic nonsense drives up the cost of health delivery.

Valerie Jarrett buggered out because it would look too much like a payoff. She and BO are joined at the hip. It still behooves Obama to have a player take his Senate seat. Believe it or not, that player could be Blago himself. He will likely resign from the Governorship on Monday and take his Senate seat in DC in the next breath. It’s the Chicago brass balls way. By the way, Rahm will withdraw his name from the Chief of Staff position on Monday, too.

Good to see you working overtime, Tom, to run interference for your guy but you should work a little harder because your recollection of the details of the Obama/Rezko land deal is way off. Obama didn’t buy “next to” Rezko in any normal sense. It’s not as if Rezko already had a house across the street or something. Rezko bought simultaneously with Obama’s purchase a plot of undevelopable land in the same fenced-in lot as Obama’s house. The seller didn’t want to split the lot, but agreed to it if the the lot were split and the transactions were done at the same time. Rezko basically bought Obama’s side yard, a fenced in piece of land that is inaccessible without passing through Obama’s front gate and walking along his driveway. Obama had use of that side yard for his kids, and Rezko never developed the land. Rezko, a land developer, put the title for this particular piece of land in his wife’s name. Why would he do that? As far as the Blagojevich thing goes, Tom, yeah, you may be right; maybe Obama did nothing wrong. But look at the quote you selected to defend him:

It was a $1M sweetheart-kick back-quid pro quo deal. BO paid $350K less than the asking price of $2M for the Hyde Park mansion whose sale was predicated on the purchase of the next door lot for which the Rezko’s paid full asking price of $650K. You do the math. Then Rezko sells BO back a strip of the lot making that empty lot unbuildable…nice big pad, huh? The sweet justice is that BO’s property has probably lost value and at least for the next few years won’t be saleable.It’s soon to be tied up in litigation, anyway.
