Louisiana boots William “Cold Cash” Jefferson

In a shocker only because it involves New Orleans, incumbent Democrat William Jefferson lost his Congressional seat to a Republican upstart in a raced delayed by Hurricane Gustav.  Anh “Joseph” Cao handily defeated the man who hid $90,000 in his freezer and diverted Hurricane Katrina responders to service his needs.  Most people figured that his re-election in 2006 had meant that “Cold Cash” had been forgiven by his constituents:

Republicans made an aggressive push to take the 2nd District seat from the 61-year-old Jefferson, who has pleaded not guilty to charges of bribery, laundering money and misusing his congressional office.

“The people of the 2nd District have spoken,” Cao, 41, told supporters at a restaurant near the French Quarter. “We want new direction. We want action. We want accountability.”

In a speech that was gracious but stopped short of concession, Jefferson blamed low voter turnout for his showing and said supporters may have thought he was a shoo-in after he won a Nov. 4 primary in the predominantly black and heavily Democratic district. …

New Orleans voters had long been loyal to Jefferson, re-electing him in 2006 even after news of the bribery scandal broke. Late-night TV comics made him the butt of jokes after federal agents said they found $90,000 in alleged bribe money hidden in his freezer.

“People are innocent until proven guilty,” said Faye Leggins, 54, an educator and Democrat who moved back to the city six months ago and still has fresh memories of Hurricane Katrina. She voted for Jefferson on Saturday. “He has enough seniority, so he can do a lot to redevelop this city.”

People are innocent until proven guilty?  That’s the standard for imprisoning someone, not for electing them to Congress.  LA-02 voters used that standard in 2006, though, and Jefferson had no reason to doubt that they’d apply it again until his loss became obvious.

Cao becomes the first Vietnamese-American member of Congress.  That’s remarkable, considering the short history of the Vietnamese in this country.  The first significant wave of immigration occurred just 30 years ago, and they have worked hard to establish themselves in America.  Cao had to fight long odds to win this seat, and is to be congratulated for working hard when many Republicans wrote this seat off as impossible during this campaign.

What does this mean for the Democrats?  It’s an embarrassment, since they could have saved this seat by finding and backing a credible candidate in the primary.  The turnout model reinforces the lesson from Georgia’s Senate run-off as well.  Without Barack Obama on the ballot, the Democrats have little draw — which is no surprise given the approval rating of Congress at the moment.

Update: Chris Cillizza provides the context:

In 2007, Jefferson was indicted on 16 counts relating to allegations that he had accepted bribes from companies hoping to secure contracts in Africa. Jefferson insisted he had done nothing wrong.

The primary election in Louisiana — held on Nov. 4 — gave Jefferson a 57 percent to 43 percent margin, a sign, many believed, that his ongoing legal problems would not impact his electoral success.

Tonight’s results affirm that conventional wisdom regarding Jefferson was dead wrong.

Actually, I think it affirms that Jefferson’s primary victory came through opportunism.   LA-02 had heavy turnout for Obama’s election, and many of the voters added Jefferson onto Obama’s coattails.  Without Obama, a lot fewer people appeared motivated to cast a ballot at all — and that should concern Democrats, and not just in Louisiana.

Jazz Shaw congratulates New Orleans:

Perhaps we truly are living in a post-racial, post partisan age. Jefferson’s district is heavily African-American and leans Democratic by a significant margin. Still, they chose to oust the embarrassing Dollar Bill and bring in a Vietnamese-American Republican and give that a try. Well done, Louisiana. You have closed the book on a nasty chapter of your history and chosen to move forward with a hopefully increased amount of integrity and pride.

I’d have been more impressed if they’d done it in 2006, but better late than never.

I’m confused.

I am told repeatedly by the MSM that LA is a backwater state full of racist hicks who hate non-whites with a passion. Yet the state elected an Indian-American governor and now the 1st ever Vietnamese member of Congress.

And both of those men are Republicans, the party that according to the MSM is only for rich, white old racist men.

Makes no sense.

Wow. Cold cash finally got thrown out. That’s a nice little bit of light on a cloudy day..and the first Vetnamese American in Congress to boot. Congrats to Anh “Joseph” Cao. You know the press isn’t going to say jacksquat about his background. Now if we can just throw old Cold Cash into a cell, then we’ll have a nice little ending to his story.

austinnelly on December 7, 2008 at 11:24 AM

Yeah! The voters in LA. did the job that Nancy Pelosi claimed she was going to do when she promised the “most ethical congress ever”. Once again, she is proven to be nothing but a dissembling hack.

Attorney Joseph Cao sounds like a bright guy, we may be able to reason with him on the amnesty issue. Progress in baby steps is still progress.

Anyway, congratulations to both Attorney Cao, John Fleming and the good people of Louisiana. Well done.

Oh, I’m sure “Dollar Bill” will have the opportunity to make new friends very soon.

Louisiana is considered the most socially conservative electorate, has one of the most conservative delegations and yet is freely electing “diverse” individuals. hmmm…

BTW -and I posted this on the other thread- The dynamics behind this where as follows:

There is HUGH Vietnamese community on the est side of NOLA and more on the Westbank. (of the Mississippi)

Add motivated whites and the few Republicans in town and you magic.

Turnout in white parts of town was 24% and in black parts of town it was 12%. His own base abandoned him.

promising trend in that part of the country.

If McCain wants to show some goodwill towards the base and party, he needs to be the one who brings Cao front and center, repeatedly. The press will find it near impossible to not cover that story, as they’ll take as part of the Obama “post-whatever” reality they want to craft. But for those on the right, it can be the stereotype breaker we’ve been looking for. Now all we need is a Repub of Persian ancestry to come out of Cali.

This is not an Obama loss. This is constituents rightly kicking out a corrupt official. Something that needs to happen alot more in politics. Corruption, it seems, is no longer being rewarded in terms of Congress. That’s awesome. I hope the Dems can come with a candidate who speaks to these constituents rather than their own pocketbooks. Congrats to Cao, don’t see many east Asians in Congress.

The big question is IF the GOP has learned anything.

Great news… no matter the reason Jefferson’s out and a good man is in.

During the aftermath of Katrina while many were yelling and screaming for help the Vietnamese immigrants quietly went about their business of rebuilding their community. watching the ONE on tv this morning all I could think of was how the Dems as the leaders of both houses of congress for the past 2 years, caused the crisis we are in, thats how they won.
Mara liason on FNS said that the dems were always waiting for a depression to fix everything they want healthcare etc. Now I belive that they orchestrated this crisis to achieve all that Chris Dodd, Barney Frank. Nancy Pelosi Harry Reid. if we had a “Justice system” instead of a “Legal system ” (there is a HUGE difference) then all these folks would be in Jail for what they have allowed to happen or participated in doing to the country.

One teensy worry — Joseph Cao was previously an independent. He joined the Republican Party specifically to run against Jefferson in this election.

The cronyism and graft may have been cleaned out, but we’ll have to wait to see whether Mr. Cao understands the party he so recently joined. I’m hopeful — he’s Catholic, and, like myself at one point in our respective lives, seriously considered becoming a priest.

I note that on his website, he astutely addressed only unifying local issues and not divisive national ones. So, again, we will have to wait.

Innocent until proven guilty-in my book the Feds “finding” 90K “bribe money” in this guys “freezer” makes him look pretty darn guilty. Most honest citizens who work for their money legally put that money into banks….
Im impressed on Lousiana’s leadership in the direction toward integrity, and pride. The Lousiana constituency is tired of seeing their state laughed at on national television for electing these criminals to office. I applaud this excellent example of forward thinking–choosing not to elect a candidate on their color or partisianship but rather on their abilities, and moral ethics.

Hispanics do overwhelmingly share our values. Hence, we lose little by “hispandering”. The wedge issue between them and the Republican Party is how one deals with immigration from Mexico and Central America. The average modern Republican seems to be more in line with the Know Nothings than Lincoln on the subject of immigration, and that position has forced many Hispanics into a Party which is the antithesis of their own values. I recognize that pattern, because I use it myself, whereby the number one ranked issue drives my vote.

First Obama put a call out via email to everyone signed up to go to NW Louisiana to take the seat held by the GOP. The Dem was a Good Ole Boy DA. It was a close call for the GOP. The area around Barksdale AFB where nukes, B-52’s and Cyber Command is located as well as the area around Ft. Polk “Home of the Infantry Soldier” brought home the bacon for the Cao also won big in the predominantly homosexual neighborhood next to as well as in the French Quarter.

It was clearly a racial divided vote for the blacks of New Orleans who voted overwelmingly for Jefferson if they went to the polls just by looking at the precinct returns.

Don’t get too excited about Cao hanging on to the seat in 2010 though. Now 2012 will depend upon how the Congressional Districts are redrawn with the anticpated loss of one congressional seat due population loss. Unless of course Louisiana’s booming economy attracts additional people from out of state we will lose a seat in Congress. This could make the seats of Fleming, Alexander and Boustany more conservative with a larger geographical area by expanding into the more conservative rural areas.

I am still awed about how much money is being spent around Baton Rouge this fall.

I am a long time reader and this is my first time posting. I grew up in New Orleans and was at first surprised by a Vietnamese person being elected out of my old district. However, it makes a lot of sense. There is a large Vietnamese popular in New Orleans East (just outside of the city) that I always forgot about. So while the black turnout rate was probably 10-15%, the Vietnamese turnout was surely >95%. Add that to a high turnout by the republicans and it shows that this district was not a lost cause all along.

I honestly thought the GOP would never, ever win this district.

I am very happy he won, but it is not obvious to me. Most Vietnamens Americans I’ve met seem conservative, but beyond that, I don’t know enough to assume they’d vote Republican.

And what I remember most about this, was how the Republicans reached across the aisle to help Democrats cover their crimes by sanctifying politicians offices as holy ground. High temples that not even the FBI could enter to retrieve evidence of possible felonies committed.
Interesting how, as time passes and government grows, the people’s homes, properties and lands become less secure from government intrusions, while politicians offices rise to the level of temples where gods dwell.

The liberals should have thrown him out a while ago, but the dual standards persist.

The righties threw out Cunningham, and should have thrown out Stevens immediately – it cost them the Sen. seat in Alaska.

Corruption is corruption on both sides, if the populace and especially the media use their upper head.

Alas, the not-so-subtle report insinuates that Karl Rove Bush 43 caused the black population in NO do decline, never mind the (only) 12% showing up to vote. If this would have been on Nov. 04, they would have been out 90+%.

The low turnout altogether is abysmal. The populace is out shopping.

Yes, on all the positives about Mr. Cao.

Entelechy on December 7, 2008 at 2:19 PM

What does this mean for the Democrats? It’s an embarrassment, since they could have saved this seat by finding and backing a credible candidate in the primary. The turnout model reinforces the lesson from Georgia’s Senate run-off as well.

I think it is also an indictment on the RNC for not helping out our fellow republicans, especially in winnable races. The problem with the RNC is that there is no structure nor message.
I keep hearing about Duncan and how much of a fundraiser he is. BS is what I call it. We still lost in a landslide. We had a RINO and a liberal, one in the same, running for the presidency.

The righties threw out Cunningham, and should have thrown out Stevens immediately – it cost them the Sen. seat in Alaska.

Corruption is corruption on both sides

Hear, hear. Throw the bums out, be they Democrat, Republican, Independent, or anything else.

In that spirit: The door is right over there ‘Cold Cash,’ and you can follow right behind him Uncle Ted.

It’s funny how my “racist” home state is the state in which the Conservatives have elected 2 Asians. WHY on earth do the Repubs continue to ignore the conservative leanings of the various Asian communities and the Hispanic communities?

The Dems have made inroads and will continue to make inroads IF Conservatives don’t change the message of the Republican Party and then take that message to minority communities. The “If you build it, they will come” doesn’t work as a long term political strategy.

Small government, low business and personal taxes, States’ Rights, and self-reliance (both individually and as a Nation).

This is good news. Time and again I heard this could not and would not happen…but it did.

It just shows that when the issues are clear and the election is not full of other “noise,” the electorate will make the right decision.

Congrats to Mr. Cao and family, and to the Republicans, who have a big tent after all.

just after katrina a vietnamese family sought refuge in poplar bluff missouri. his wife was near term on her pregnancy and his brother who owned a jewelry store had been killed in the violence. the whole town turned out to give them money food clothing and find them a place to stay. they were overwelmed. unfotunately when word came that some african-americans might be set up in refuge camps the welcome mat got pulled. i drew a conclusion from that perhaps not the right one. but anyway i wonder if he voted for MR. CAO.

“People are innocent until proven guilty,” said Faye Leggins, 54

OK, so let’s go ahead and prove him guilty, then.

Dollar Bill couldn’t pull the cash together for a win? I’m shocked. I was sure he had piles of cash chillin’ somewhere.
