Minnesota Recount: Another 171 ballots suddenly appear

You know what the Minnesota recount really needs? A bunch of uncounted ballots appearing out of thin air. A Maplewood precinct discovered 171 ballots that didn’t get counted on Election Night:
Recount officials in Ramsey County found 171 ballots today that weren’t counted on election night.
The county’s Elections Manager Joe Mansky says an optical scan vote counting machine broke down in Maplewood during the initial count.
It was replaced, but local election judges didn’t run some of the ballots through the new machine.
There’s a good news/bad news aspect to this. The bad news is obvious — the precincts may still “discover” uncounted ballots, which means that more uncertainty gets thrown into the race. It could also bolster Franken’s chances to get the US Senate to intervene in the election, although that still seems like a long shot.
The good news is that the Maplewood precinct isn’t a big Franken area. Franken did win the precinct, but only by 6 points over Coleman. If the 171 ballots split in the same manner as the rest of the precinct did, Franken would get 78 votes, Coleman 67, and Independent Party candidate Dean Barkley the rest. That’s only an 11-vote pickup for Franken.
MPR has more bad news for Franken. The Minnesota Secretary of State has released about a sixth of the ballots contested by both sides, and MPR notes that Coleman has a significant lead in valid contests — although they also report that most of the challenges are “frivolous”:
The Minnesota Secretary of State’s office has released copies of 1,000 of the contested ballots so far, and in the vast majority of cases it’s easy to tell whether the voter intended to vote for Coleman or Franken.
Minnesota state law lays out rules for determining a voter’s intent, and it says if the ballot is valid and the intent is clear, then the vote counts. Minnesota Public Radio reporters used those guidelines, and examined all 1,000 ballots.
About 350 were clearly votes for Coleman. 330 were clear Franken votes. Another 100 or so wouldn’t go to either candidate under state law. That left only 206 ballots where the law didn’t provide clear guidance about what to do with the vote.
MPR provides a sample of ten ballots from yesterday’s effort and the ability to vote on each one. In my opinion, almost all of them should be rejected. Voters have the ability to get a fresh ballot if they make a mistake, so any ballot with multiple selections and cross-outs should get the heave-ho. The same can be said for people who put an X or a circle around either candidate but filled in the bubbles properly on other races. Without clear intent, the ballot should get tossed in regards to this race. I’d only accept a couple of these ballots, and they split evenly for Franken and Coleman.
If MPR sees a Coleman advantage in the challenges based on a 1/6th sample, it portends a disappointing finish for Team Franken. It looks like Coleman won this race.

Of course Coleman won this race, and I’m sorry but if you can’t follow the clear directions on the ballot about how to fill in the oval for your vote to count, then you don’t deserve your vote to count. Especially on most of them they seemed to fill in the ovals for other candidates.

BREAKING NEWS:
Demolition workers taking down an 1870’s farm house 25 miles outside of Minneapolis found 246 ballots from this year’s senatorial election stuffed inside a plaster wall and wrapped in newsprint dated June 28, 1878. The ballots were taken to a local recount center where it was discovered that all 246 votes were for Al Franken. Local Democratic officials announced that this is further proof that the Coleman campaign is out to steal the election from Franken.

Welcome, Minnesotans, to the world of politics as already experienced by Washingtonians (that’s the Evergreen State) in the 2004 gubernatorial. Just remember, rules are just… guidelines… when it comes to officiating elections. We need serious and sweeping election reform in this country or the system risks loses its legitimacy.

Franken should check with King County Elections (Washington). In the 2004 election, around a dozen times, KCE “found” ballots resulting in hundreds of ballots being added to the ballot pool for counting.
If Franken asks, maybe KCE can “find” extra ballots for him too.

BTW, Minnesota doesn’t have the market on loony voters. Gregoire was reelected despite having run the state 3+ billion dollars into debt. Once the election was over, it was announced that, oops, we really meant to say that the deficit is more like 6+ billion dollars. Just like 2004. Gregoire ran on a pledge to reduce the state tax on gas. As soon as she was elected, she raised the tax. Some voters around here never learn.

I checked out some of the disputed ballots on the MPR site, specifically those from Hennepin County (the most populous county, which Franken won by 91,649 votes in the initial count).
They had 187 disputed ballots, which I tried to assign based on “intent of the voter”–if one candidate had a full oval and the other had a dot, the full oval got the vote; if two candidates had an oval but one was crossed out, the non-crossed-out candidate got the vote; if a voter mismarked the entire ballot in the same way, the marked candidate got the vote, etc.
Based on this small sample and my own judgment, Franken got 92 votes, Coleman 70 votes, Barkley 6 votes and there were 19 non-votes (either under- or over-vote). This in a county where Coleman challenged 830 ballots and Franken challenged 696 ballots. At this rate (net gain of 22 votes in 187 challenges), Franken would net 180 votes in challenges, IF this were a representative sample of challenged ballots. In this sample, it was not clear which candidate challenged the ballots, except for a few which were challenged because an election judge did not initial the ballot, although the “intent of the voter” was clear.
This is a county were Franken won by a large margin, but Coleman gained 105 votes in the recount by making more challenges, but resolving the challenges tends to favor Franken.
This could be counter-balanced by counties where Coleman won the original count, but Franken netted votes in the recount by making more challenges. In most cases, the county winner made FEWER challenges than the loser, and lost votes during the recount, and this trend could reverse itself when the challenges are resolved.
If either none of the challenges or all of the challenges are upheld, Coleman wins. The key to the election is which candidate has a greater fraction of valid challenges.

A week or so ago there was a photo of a double-marked Franken / Coleman ballot used as an illustration. Very noticeable was that the sloppy mark-in for Franken not only was fairly obvious attempt to spoil the ballot with an added entry the alignment of the Franken pencil mark was at an angle noticeably different from the other markings made by the original (Coleman) voter. It is easy to tell when markings have been added by vote counters because those are fanned out across the writing surface in front of the political hack (so they can mark or spoil several ballots at one time) versus the solitary voter whose ballot is directly in front of them with the only variance being the angle favoring right or left-handedness which remains consistent across the ballot. Easy to tell the difference unless those officials counting the votes would make Mussolini blush with shame.

Just for grins, I checked out the MPR ballots for Meeker County, a relatively small county won by Coleman 5,649 to 3,865 in the original count, where Franken netted 43 votes in the recount, a surprisingly large shift for a small county. There were 51 challenges by Franken and only 7 by Coleman.
The MPR site showed 52 of the 58 challenged ballots, and using the same criteria as for Hennepin County above, I got
Coleman 45 votes, Franken 4 votes, Barkley 2 votes, and 1 undervote. This would wipe out all but 2 votes of the Franken shift in this county.
Surprisingly, a lot of these voters were mismarking the ballot, most of whom marked their choices with X, not only for the Senate race, but for all races. These votes might not be picked up by the machine count, but ALL of these voters ONLY marked one candidate in each race.
Are these frivolous challenges by Franken? A lot of these voters did NOT “follow instructions” to fill in the oval, but only marked their choices by an X or check mark. But if the Canvassing Board wants to judge the “intent of the voter”, Coleman will regain most of the votes he lost here.
I wonder how many other challenged ballots in other counties have clearly-marked X’s or check marks by the chosen candidate…

Some more interesting challenged ballots, from Washington County, initially won by Coleman 63,756 to 50,504, challenges about even (Coleman 59, Franken 51), and Coleman picked up 12 net votes in the recount.
Review of 106 challenged ballots posted on MPR: Franken 55, Coleman 44, Barkley 2, no-votes 5. Franken nets 11 votes from challenged ballots, just about erasing Coleman’s net gains in this large county. I don’t know if there’s a trend here, but three counties seem to show that reviewing the challenges will just about undo the adjustments of the recount, bringing us back to about the margin of the original count (Coleman +215).

Not to worry, folks, but I just had a coughing spell, and wouldn’t you know, I coughed up 37 ballots, all for Coleman. I knew I had something down there!

OMG!!! You are not going to believe this, but I was outside and thought I stepped on some gum, but when I went to check the bottom of my shoe, there were 76 ballots stuck there. All of them for Coleman!!!!!! Can you believe it? Plus, my kid told me that when he ordered lunch today, he found 18 ballots ( all for Coleman) in his sloppy joe. The lunch lady told him that “that sometimes happens”.

Gee, somehow, SHOCKINGLY, instead of the appropriate 11 vote gain Franken gets from this, he got a net gain of 31. Republicans had better wake the hell up to what the democrats are doing all across this country, and have been for years. It’s pathetic that some keep denying the reality– look into what happened in the Washington govs race in 2004. They don’t just say “hey, we’re going to find the 900 votes to steal the election”. The do it incrementally– the same way they steal the culture. And no, they don’t pay for it in future elections. Those doomed to ignore history…
