Here comes the WPA

Yesterday, Barack Obama’s surrogates fanned out across the talking-head shows to promote Barack Obama’s new jobs program. Obama promises to create 2.5 million jobs in the next two years through government stimulus packages and heavy reliance on public-works programs. Many, like the Washington Post, compare his vision to that of FDR — without pointing out that FDR’s programs failed:
The campaign did not release an estimate of the number of jobs that his latest proposal would create. But congressional aides who have been involved in developing stimulus proposals said that any plan to create 2.5 million jobs is likely to be significantly larger — probably well over $200 billion, or between 1 and 2 percent of the gross domestic product.
Such a plan would be bold by historic standards. President Bill Clinton, facing a weak economy when he took office in 1993, proposed a $16 billion stimulus package, which was blocked in the Senate. Obama’s proposal would be an order of magnitude larger, even when adjusted for the larger size of today’s economy.
Some economists have compared Obama’s proposals to the spending spree President Franklin D. Roosevelt launched during his early months in office in 1933. Roosevelt offered jobs programs, such as the Civilian Conservation Corps, and cash for public-works projects, such as the Tennessee Valley Authority, in hopes of easing the pain of the Great Depression.
Lori Mongtomery apparently took pains to use the phrase “in hopes of”. FDR certainly hoped to alleviate the pain of the Great Depression with his experiment in federal mobilization of the civilian workforce, but he failed to do so. FDR spent years pulling capital out of the private sector and creating civil-service jobs that underproduced and inefficiently utilized the capital. The end result was a prolonged depression that only ended when FDR was forced to partner with private enterprise on the war effort in the 1940s.
The best stimulus package that Congress could offer would be a sharp reduction in government spending, accompanied by a decrease in tax rates on investment income — the capital-gains rate. While few will realize any capital gains in 2008, the commitment to low rates will signal investors to start putting their resources to work again. Best of all, it will also signal that the government won’t compete for projects that could be accomplished by private enterprise — projects that will get completed more quickly and with better quality than with heavily-bureaucratized government labor.
With Democratic majorities in both chambers of Congress, though, Obama won’t likely see that kind of long-term stimulus to the nation’s economy. Instead, Congress will confiscate more capital to fund its own projects, making recovery more and more difficult. They’ll expand government spending while either hiking tax rates, expanding deficit spending, or both. In the end, that will be as effective as the CCC and the WPA was from 1933-1941. Hopefully, this time it won’t take American voters that long to reach that conclusion.

The first one wasn’t hamstrung with unions, affirmative action etc. That being said, some of those projects provided utility for decades. My hometown is still using the brick streets (yes, streets made of brick) 80 years later and they will probably last another 80. That was money well spent. Missouri recently tore down the overpass over Highway 40 that was built by WPA. It was so well constructed, it took four times longer to tear down than they had expected. If its between giving money to companies and building infrastructure, I will take infrastructure, however there is no way it will be done in an effective way. This is the first Thanksgiving where pork will replace turkey.

“Preserving jobs” is the equivalent of “bailing out” an industry.
A healthy economy destroys jobs as it creates others (Dr. Walter E. Williams asks the question of what happened to the 600-700,000 long distance operators from the 60’s-70’s? Instead of $1.00 or even $.25/minute, we pay pennies per minute but no long distance operators anymore).
And all job creation by government is political, not economic in nature.

I actually don’t mind Obama spending a few hundred billion building roads and bridges. It’ll be stupid, just like FDR’s… But everyone knows that Obama is goign to raise taxes (the question is whether he’s doing it in 2009 or 2010) substantially… But the more money he spends on short term infrastructure projects, the less money is available to nationalize health care, 401(k) retirement programs, banking, the automotive industry, and other sectors of the economy… At least not without Obama having to raise taxes even higher, which will choke the economy and let us get elected (hopefully before socialist health care takes effect, so we can undo it before it takes hold and removes the Republican party from power forever).

You know, public works projects. Where accountants and computer people are taught to run heavy equipment, and secretaries learn the ins and outs of concrete placement.
You could take all the unemployed construction workers and put them on public works, and there still wouldn’t be enough jobs for all of them. Let alone getting people who’ve never worked construction before doing it. Meaning, we’ll simply be employing trades people who are out of a job now, not creating new jobs, period.
The “green jobs” he’s promising/subsidizing will take years to come to fruition, at a heavy taxpayer subsidy I might add.
Take that money, and slash corporate taxes if you want to stimulate growth.

$1 spent by the govt is a $1 not spent by private industry. It’s a zero sum game.
And where are all these roads going to be built to? We already have an interstate system that allows one to drive coast to coast without ever hitting a stop light. Every major city has an existing network of highways and avenues.
Are there hundreds of rivers that need to be bridged somewhere that I don’t know about? Pretty much every bridge that is needed has been built already.
It’s not like we need another Hoover Dam or another Golden Gate bridge or another Interstate system. So these 2.5M workers will do what exactly?. My guess is fix potholes with 7 workers watching the 8th dig a hole.

That’s exactly what went through my mind yesterday when one of Barry’s talking heads said they were going to put unemployed people to work building bridges. Building forms and pouring concrete may not seem technical to most people, but in fact is is a real science. I was employed as a construction inspector for a short time, and I know I don’t want to drive across a bridge built by someone that doesn’t know what they are doing.

I don’t think they see FDR’s programs as a failure – in spite of the fact that the Depression lasted longer in the US than it did in many other countries. Leftist intellectuals believe he succeeded and spin the history to try to support their view.
This is one more example of how dangerous revisionist, politically motivated history can be. We’re going to make the same painful mistakes again because some people honestly believe the ideas worked the first time around. I mean, Obama learned this in the finest schools, so it must be true, right?

Don’t forget about the manuals that must be written on pothole repair, the mechanics of which will be cross checked against several other agencies, and then the Pothole Auditing Accounting Office will set up rigorous checks and balances on the number, size, and geographic area where they occur.
Then, we have the union rules to follow, with their mandatory breaks, and job banks, all of which will have to have background auditing of the government too…
Don’t forget the purchasing of equipment that will go into these projects, the scale of which will I’m sure be staggering. (anyone who’s ever bought equipment at a govt. auction, like govliquidation.com will know what I mean.
Equipment, all made by union labor, purchased at criminally high rates.

Though my grandparents (and their parents) had nothing, they had milkcows, chickens & a garden. and then men hunted & fished. so they could eat. they heated the house with wood which they cut themselves. fewer of our population live in areas where this is possible now.

Its not a zero sum game–its worse. Each dollar spent by the US government is a dollar not invested (and so we loose more than that dollar in production), spent inefficiently (so less than that dollar is produced), and must be payed back eventually (putting us deeper in debt). It tilts the economy away from making useful things, and toward making whatever the politician that is in control wants, and getting things back on track later will be like re-breaking a badly set fracture so that it can be set correctly.

We are out of control. The shear lunacy that has gripped us such that when the tide goes out we imagine that we can pull on a few strings and all will be made safe.
The damage we are currently doing with these idiotic bailouts, not trusting the market to right itself, will have draconian long term effects. We have created a moral hazard going forward that is unknown in financial history.
Barring extreme good fortune, we are engineering a depression akin to the 1930’s also brought on by such tinkering. Prior to now I had thought that we were in a market similar to 1973-74. A market that called for a 50% decline in one year. We now have had that. However with all these interventions that prevent the market from cleansing itself I have my doubts. Today’s action in Citigroup (C) has to be watched very closely. Should it resume its decline after this early rally it may indicate that the market is finally washing its hand with these bailouts. That they are in fact counter productive.
We are on thin ice.

Government make-work programs are almost always doomed to fail. What, is he going to sponsor the making of wind turbines and solar panels? Is that sensible, is it feasible, is it market-smart? Will the technology be current in 10 years? Can you say “pissing away a trillion dollars”? The govt seems to be able to build roads and erect walls without messing it up. That’s about it. And I wouldn’t look too closely at those roads and walls either.

P.S. For more public works programs see Pol Pot’s return to an agrarian society starting at the “Year Zero”. See Stalin’s “Five Year plan”. See Mao’s “Great leap forward”. They were all very well meaning. They were! What they had in common, they entirely avoided any connection to the free market. Obama’s going to still the waters, heal the earth, cure the sick, and don’t forget, provide good jobs for everyone. The free market would crimp his style. He don’t need no stinkin’ free market.

In Houston, I think that some federal money is being used to relocate rail out of downtown to relieve surface traffic congestion – I hope this is first step to federal funds for additional rail now in areas where takings could reasonably be accomplished. The only reason I support the federal funding is the need for takings to route rail effectively.

FRDs WPA workers were put to work building one and two room shanty barracks first, then went out with their shovels, and stood in the bread lines.
Barry’s WPA workers will get put up in DaysInn and Marriot Suites, have their gov’t ATM card, meal allowances, mandated fifteen minute breaks, and direct deposit. When they are shown their shovels they’ll go on sick call and hire John Edwards to get them what they ‘deserve’ at their Worksmans Comp hearings.

Common sense approach, one that should always be available to you for any eventuality. Where would you go, who would you go with, what would you do if basic services were diminished or cut-off.
The depression era had its own lawlessness, but in today’s America, a depression would drive people insane and make them desperate; be prepared for that insanity.

This is even more frustrating due to the sickening media coverage glorifying the first black president. When will it end? (rhetorical) Which one will rise above the masses and become legitimate? If this continues, I shudder to think of the control they will have during the 2012 elections, let alone 2010.

Yeah, I’m with you on that. Without clear private property rights (among others such as those in the Bill of Rights), democracy is threatened. With the government takeover of the American financial industry, and the pending takeover of the health care industry, I’d say that’s probably 30-40% of the private economy alone. Very scary stuff.

Nice to see the Republican base is still too proud to teach children. So out of touch. So wanting a fight, so in need of direct opposition, something visceral.
No long vision, no concept of Judo, no strategy for the street other than saying stuff.
I’m a friendly cynic. Every good political party needs one, so don’t pile on. Face the truth: we were outgunned by the Chicago Educational Base of Ops, since 40+ years ago.
Let’s create an outlier base for Energy Policy and begin the education process, away from D.C. I say we base our new strategy for owning Energy Policy and awareness building operations in Alaska.
