Missile defense likely to continue in Obama administration

In keeping with the Geraghty Axiom of Barack Obama, the expiration date of the President-Elect’s opposition to missile defense appears to be January 20, 2009, at least according to Time.  Mark Thompson reports that missile defense has come too far for any President to shut it down, and the Russian challenge will force Obama to show toughness by continuing it:

Missile-defense skeptics yearning for a fresh look at the wisdom of pumping $10 billion annually into missile defense aren’t going to get it from Barack Obama when he moves into the Oval Office. The Russians — along with the two men most likely to end up running the Pentagon for the President-elect — have already made sure of that. It’s a bracing reminder of just how difficult it is to counter momentum once a big-league defense program achieves what aerodynamicists call “escape velocity” — that synergy of speed and gravity that lets a vehicle soar smoothly into the skies. …

If Obama keeps Defense Secretary Robert Gates on, as some advisers are arguing he should, that would come as no surprise. “Russia has nothing to fear from a defensive missile shield,” Gates said Thursday as he argued for extending the system to Europe. The current plan is to place 10 missile interceptors in Poland and a missile-tracking radar in the Czech Republic by 2014. It’s strongly opposed by Russia, which views it as an unwelcome military threat in a region where it has always been pre-eminent. The other leading contender for the Pentagon post is Richard Danzig, a Clinton Navy secretary, who recently told reporters that the Obama team has “a strong view that national missile defense is a rewarding area and should be invested in.”

In fact, during the campaign, Obama said “I actually believe that we need missile defense because of Iran and North Korea and the potential for them to obtain or to launch nuclear weapons.” While expressing concern that such a program might not work, he also has said that it makes sense to “explore the possibility of deploying missile defense systems in Europe,” in light of Tehran’s efforts, his aides have recently suggested he won’t move ahead with the European deployment if the system’s not “workable.”

The challenge from Dmitry Medvedev has made continuing the program all but certain, Thompson says.  Medvedev’s attempts to intimidate eastern Europe, NATO, and the US put Obama in a very difficult position.  He cannot just acquiesce to Medvedev’s demands now and withdraw the missile defense without looking frightened, which would create more problems as Russia continues to assert itself in Europe and Asia.

Obama might decide to simply declare the system “not workable”, as Thompson suggests as an option, but that would touch off a torrent of criticism from the program’s backers.  General Henry Obering, who has run the missile-defense program for the Pentagon for four years, has already launched a volley against naysayers, accusing them of a “2000 mentality” and ignoring advances made since the end of the Clinton administration.  Any attempt to dispute the usefulness of the current system and its likely advancements will almost certainly result in an avalanche of leaks regarding its success and its promise.

This is one Obama expiration date that conservatives will cheer.  Missile defense provides long-tern security against rogue nations with too much cash on their hands.  It may not completely defang them — nuclear weapons could also get smuggled into the country for terrorist attacks rather than delivered by ballistic missiles, and sub launches could get under the umbrella — but a successful missile defense system takes one big potential risk off the table.  In this case, we’ll welcome the Geraghty Axiom.

Barry is exactly like a son who inherits a business from his father. He has no clue as to how to run it, so his Dad’s Senior Executives have to run it for him. Hence all the retreads in Barry’s administration.
Regarding the missles, that must have been one doozy of a security briefing with and Dubya the other day.

Obama has changed his tune on what so far? Gitmo? Interrogation techniques? Missile Defense? Israel? Iran? Iraq? NASA moon and Mars missions? And by the end of the week, probably quite a few more…

This is not the “change” I thought I knew. /s

So far all we have are words from a known deceiver and a man who flip-flopped on just about every stance he took on the campaign trail. Now that he may be criticized for the flop he goes back to the flip.

Actions will speak louder than words and it will take time before we know the truth.

The Germans and Israel have been working on a joint missile defense project for a few years now….may not need a US system. If France gets on board, a US system along Russia’s western boundaries will be a non-issue. Frankly, Europe taking care of its own defense, and expense, is a good thing.

Last week’s NATO Summit made it clear that both Georgia and Ukraine are well on their way to NATO membership.

Big prob with the Israeli system is that they don’t have the X band Radar tech yet that they need to build a good operational system. We just deployed an X band to Israel, but its manned by Americans, and does NOT directly hand the date off toe the IDF.

Could change with a technology transfer, but I don’t see Bambi allowing that to happen.

Its only 18 minutes flight time for a missle from Iran to hit Israel… not much room for error, or political consultation.

Osama Obama will say nothing, at least until his first meeting with Medvedev/the Poot, at which point he’ll scrap the system as a way to show them he’s peaceful and cooperative. Nukes come next.

Pretty soon, they’ll care as much about what Obama says/does as they do about, say, Georgia.

Romeo13 on November 17, 2008 at 2:31 PM –

Quite true. And hopefully the US tech teams who operate and maintian the X-band radar system won’t become a Casus belli.

As for Israel, on her own, Israel has a knack for innovation (and a bit of piracy, too, when necessary) when it comes to essentials.

One of the lesser know things about Israeli technology that hasn’t gotten much attention (nor thought, it seems) is Russian interest in purchasing Israeli UAV technology. What little has been portrayed thus far is that this will be an “historic” watershed in Russo-Israeli relations. And this is from the IDF. But, once provided to Russia…then what? Syria gets some? Talk about selling the rope.

Have seen a few defense industry articles over the past year about the Israeli-German cooperation. Multi-level. Not limited, apparently, to any one set of systems or programs. Germany can gain a bit and so can Israel…on their own dime. Frankly, if Israel can develop a close-in system deployed on an APC or tank that can hit incoming RPG rounds before they explode, they can develop a system to hit multiple incoming missiles. Same basic technology, just a matter of scale.

Meanwhile, the US is encouraging regional development and a number of joint-cooperative efforts in missile defense, among other programs. Japan-Germany programs are not all that far-fetched. Israel-Japan cooperation? Probable. And so on across NATO.

All that verbiage…but suffice it to say, Israel entering cooperative programs or sales to/with Russia [as in the UAV program] is just plain stupid….no matter how much money is involved.

I don’t believe that we should attack Obama when he’s doing the right thing. It makes more sense to attack him when he’s doing the wrong thing. We should just count our blessings that Obama is smarter than the idiots who voted for him.

thuja on November 17, 2008 at 2:50 PM

Obama might decide to simply declare the system “not workable”, as Thompson suggests as an option, but that would touch off a torrent of criticism from the program’s backers. General Henry Obering, who has run the missile-defense program for the Pentagon for four years, has already launched a volley against naysayers, accusing them of a “2000 mentality” and ignoring advances made since the end of the Clinton administration. Any attempt to dispute the usefulness of the current system and its likely advancements will almost certainly result in an avalanche of leaks regarding its success and its promise.

There was one well-publicized success, that Obama can’t hide. Remember that “rogue” satellite that was losing altitude last year, not responding to commands, that everyone was afraid might land on an inhabited area, and set a huge fire with tons of hydrazine fuel? Our defensive anti-ballistic missiles hit a bulls-eye on its fuel tank, blew it up and the pieces fell harmlessly into the Pacific.

That satellite was travelling FASTER than a ballistic missile, and did not give off heat, which made it much HARDER to hit than a ballistic missile. The system has ALREADY been proven, and a ballistic missile from Iran would be an easier target.

We don’t have nearly enough defensive missiles in Eastern Europe (or anywhere else) to resist an all-out Russian attack, but that’s what our offensive missiles are for–a deterrent against aggressive but non-suicidal enemies–Putin doesn’t want his country blown off the map any more than we do. It’s all blackmail and intimidation.

But against a suicidal enemy like Iran or North Korea, which might only have a few nukes, the system could defend us (or Israel or Europe) without an all-out war.

Does Obama understand all this? It’s doubtful that he learned any of this from Bill Ayers on the Chicago Indoctrination Challenge or from the pews of Jeremiah Wright’s church, but his jug-ears are probably getting a crash-course from the adults in the White House. Judgment to lead? Fuhgeddaboudit, but hopefully enough judgment to FOLLOW those who know better.

HopenChange, meet RealPolitik.

Medvedev, who recently threatened to deploy short-range missiles near Poland if the United States moved ahead with the missile defenses, also took a more conciliatory tone Saturday, Reuters reported.

We will not do anything until America does the first step,” the Russian president said.

If Putin’s puppet had just kept his yap shut, he could have privately muscled Obama into scrapping the Polish missile base. But combine a very public throwing down of the gauntlet with the Kaliningrad missile announcement just hours after Obama’s election victory and Biden’s “six month guarantee” and there is no way Obama could be seen as backing down.

Way to go, comrade!

Thanks for the mental image. I see the disparity between the two, as well, but have tried hard to keep from thinking about it too much. Now, with Obama’s inauguration only a few months away, it’s about all I can think about when I think about this stuff. Putin was protege to Yuri Andropov, one of the coldest and deadliest of the Soviet old guard. Putin viewed Andropov as a father-figure, I think, and I only bring it up because it offers a key into how Putin sees the world. For one thing, it’s a mistake to think Putin sees himself as a villain, btw. Bad guys never think of themselves as bad guys. For another, Putin is a patriot, by his own lights. You really think he cares about amassing wealth? The money is incidental. He IS Russia, as much as Peter or Catherine or Lenin or Stalin. And yes, after he’s taken Obama’s measure, Putin will make a play for the Ukraine. Georgia was a way to gauge reaction. With oil prices tumbling, the Russian oligarchy will need to do something soon to draw the attention of its people away from its fragile pie-crust economy. Obama’s advisors will tell him to play it tough with Putin, but that’s just it: Obama can’t play tough. He must be tough. Putin’s the real deal, as hard as any of them. I worry.

troyriser_gopftw on November 17, 2008 at 5:12 PM

Here’s something I’ve been noodling with,in regards to Russia’s concerns over creeping NATO expansion.

What are the down sides to inviting Russia into NATO?

In a post 9/11/2001 world, why not?

I have 30 years in the Engineering side of the Defense Industry, so don’t zero in on the obvious – Defense Technology Handoff. US Government has advocated helping the Russians since the implosion of the Soviet Union.

What are the other downsides? If Russia chooses to attack a NATO member, we would still come to their aid, but would probably need to talk to both parties, just like we do now. It probably wouldn’t be any different from the Georgia invasion this year.

Jimmy Doolittle on November 17, 2008 at 5:13 PM

Interesting, especially in light on Joe Bidens lack of support for missile defense systems in the past, claiming that they were ineffective and too costly. But what would one expect from Biden, since he has been wrong on virtually every foreign policy stance he has taken over his many years in the Senate.

ICBM on November 17, 2008 at 5:17 PM

ICBM on November 17, 2008 at 5:17 PM –

On the Biden vein…way way back, a long time ago, Nixon choose Agnew as his VP. Agnew was an attack dog with baggage who often needed a leash, quite often actually, but he was effective in a strange sort of way. But, to this day, I believe Nixon choose Agnew as insurance. If Nixon were to be removed for any reason, Agnew would become President. Not a lot of people around at the time who relished the idea of Agnew as President, myself included. I have to believe that Obama choose Biden as insurance. Heaven forbid anything happens to Obama. Having Biden as President, with his “wealth” of foreign policy expertise and economic experience, well, it’d be something that many liberals and Conservatives would equally shudder at the prospect. Thus, Obama is safe.

By the way, has anyone seen Biden lately?

It’s somewhat refreshing to note that if the turd does nothing for fear of losing popularity, he becomes Bush’s third term, and if he does what he really wants to do, he becomes Carter’s second.

Given the personnel, probably more like Clinton’s third, without having quite the Clinton political wiles and without what I admit is Clinton’s basic, impressive intelligence. And hopefully without the interns.

BO needs to grow a pair and actually make a decision to reverse something that GWB did, or else he needs to apologize and quit bitching and moaning about the terrible state of the nation. All he did on the campaign trail and in the debates was say what a shambles the nation is in because of the “failed Bush policies” and that McCain would be Bush III. Well look in the mirror BO.

You are Bush III.

Grow a pair and make a freakin’ decision on your own, ya whinny cheese-weeny. We all know that when you stick to the GWB plan and for some reason it fails, you will again bitch and moan that you were “boxed into a corner” and couldn’t do it your way.

You are such a freakin’ looser.
