Why would Hillary want to be Secretary of State? Update: It’s “hers to turn down”

posted at 4:35 pm on November 14, 2008 by Allahpundit
Share on Facebook | regular view

The NYT read my post yesterday and somehow concluded that I’d rather see Kerry or Richardson in the position. On the contrary: My strange new respect for Hillary is a matter of public record, and my point there was that she’s much stronger on Iran — and therefore preferable — to either Waffles or Busy Hands, the former of whom is weak and the latter of whom was far too eager to quit Iraq even by the standards of his colleagues. Realistically, she’s probably the best we could do.

But I don’t see why either her or The One would want to do it. Yeah, she brings name recognition to the position, but you’d end up with the same headaches having her in the cabinet as you would having her as VP (although of course you’d also remove her from being a stumbling block in the Senate). For all the bluster the media’s heaping on Obama about wanting a “team of rivals,” if he was as serious about that as he pretends to be, he could have put her on the ticket. Meanwhile, she loses her Senate seat and spends the next four (or eight) years carrying water for a guy whose foreign policy credentials she disparaged — and who disparaged her credentials in return. As Ambinder puts it:

The CW in Washington is that Obama wants Clinton in his cabinet more than Clinton wants to be in the cabinet, the theory being that the moment she steps into the administration, she loses her power base, she loses her Senate seat forever, and she loses her voice on domestic policy. She concedes her political identity. Actually, on policy: uncuriously silent in all this is Sen. Joe Biden, who has strong foreign policy ideas of his own and a bigger platform to share them with Obama. Would Clinton become a glorified PR tool for Obama if she accepted the job? A Powell, rather than a Rice?

They’ve got a near-filibuster-proof majority in the Senate and she, thanks to her political celebrity, stands to play a major role in managing the agenda. If she goes to State, she’s a mouthpiece relegated to foreign policy work whose stature will have been reduced from day one thanks to Obama’s nonsense during the primaries about direct presidential diplomacy. If she meets with Iran to talk nukes, they’ll want to know why they’re being forced to talk to her instead of getting an audience with the Pope himself.

One possibility is that The One will be so busy with the economy that he’ll essentially have to outsource foreign policy to his SoS. That makes more sense in terms of why Hillary might consider it, but it only makes the idea nuttier from Obama’s perspective. He’s going to appoint a de facto president of international relations — and for the task, he’ll choose his chief rival? Really?

All that said, I think she must be the frontrunner because to float her name now and then pick someone else would amount to a reprise of the same middle finger he extended when he politely neglected to vet her for VP. How many times do you want to publicly snub someone with her cachet?

Update: My suspicions that she’s the frontrunner are confirmed.

Hillary would want the job to undercut Dear Leader from the inside; some sly maneuvering on her part could damage him.

Bishop on November 14, 2008 at 4:38 PM

I think she might be looking to run for Governor of New York. But I agree that she is the probably the best we could get from Obama Nation.

What if B.O. picks… Billy?

Damn talk about a snub!

upinak on November 14, 2008 at 4:39 PM

She ain’t tak’in the bait…she has so much more power in the Senate. And the Senate will be filibuster proof, so she will have enormous power…in fact she will be able to finally get her “health care” plan passed, the stone that she has carried around her neck for a decade.

right2bright on November 14, 2008 at 4:39 PM

If Obama truly wanted “change”, he would appoint John McCain as Secretary of State. Or maybe Secretary of Defense. Wouldn’t that be something…

manwithblackhat on November 14, 2008 at 4:40 PM

Is that the first time they have quoted you in the Times? I want to be impressed but I would have to take back all those really nasty things I have said about them. I think it is mandatory that we not have a SoS who would put fellow negotiators into a coma. Speaking of Sen. Kerry obviously.

Cindy Munford on November 14, 2008 at 4:42 PM

wow, another Clinton retread. And this time, an actual Clinton.

keep the change on November 14, 2008 at 4:42 PM

Why would Obama want her as Sec. of State unless he feels dependent on her good-will? Why would Michelle agree?
Lot of actual power in Foggy Bottom. I could see how Hillary would be tempted.
But, oh, the negotiations…. How I’d love to be a fly.

I have complete faith in President-Elect Barack Obama’s judgment. If he chooses Senator Clinton for the position, then I am behind him all the way. I think we should not presume we have more political knowledge and foresight than he does. I also think we are getting ahead of ourselves.

Oh man. These comments are funny.

Still hopin’ that all of Barry’s cabinet selections are liberal, long-serving (hard to vote out) Senators. So far, so good…

innominatus on November 14, 2008 at 4:50 PM

She won’t take the job. This is her chance to thumb her nose at him publicly once it’s offered.
Why on Earth would she want to work under him anyway? If he ends up doing poorly it would reflect directly on her as part of the mess.

FireBlogger on November 14, 2008 at 4:50 PM

And damn you AP. First NYT link I’ve clicked on in weeks.

BadgerHawk on November 14, 2008 at 4:50 PM

It’s an extremely prestigious position and will look good on her resume in 2012. Yep, I said it. 2012.

I don’t think it’s terrible that she might get that position. I trust to make better decisions than some little push-over that Obama might put in that position. I’m talking a push-over from Obama and from foreign leaders.

Oink on November 14, 2008 at 4:50 PM

I think HRC wants to be Sec of State because she craves the excitement of going to distant countries and moving under sniper fire.

mindhacker on November 14, 2008 at 4:51 PM

The real question is why do the people of NY vote for a politician who is clearly using her Senate seat as mere stepping stone to something else?

I don’t think Hillary would be that stupid as to serve for a guy that continuously insults her and her husband.
Why would she want to be attached to what I predict would be a failed administration?
She should make the democRATS grovel and suffer for what they have done to her.
I can’t stand either Hillary or Obama, but she would have been a better choice if I had to pick.

Hillary will be 69.

Schadenfreude on November 14, 2008 at 4:54 PM

How many times do you want to publicly snub someone with her cachet?

One more time.

I don’t recall who is was, but one of the Obama camp the other day commented on the ‘tightness’ of the Obama camp. I.e. floating ideas was frowned out. That leads me to conclude that the floating is the objective itself.

Spirit of 1776 on November 14, 2008 at 4:59 PM

Look at what SoS did to Condi. Why wouldn’t Obama want that to happen to Hillary?

Shouldn’t a candidate for Secretary of State have some experience and expertise in diplomacy? Oh wait, I forgot that only Republicans can be questioned about their credentials, right?

Oh please. Think of the damage she could do with a little power- she and Bill are masters at the “set-up”. Obama’d never see what hit him until it was too late. Plus it would put a perma-scowl on Michelle’s mug.

anniekc on November 14, 2008 at 5:05 PM

Come on folks. Hill only wanted the senate job to establish her cred’s to be President. Now that that is gone, Sec of State allows her to travel the world, do pretty much nothing and give her a great opportunity to write a book in the future.

I don’t think there is an “institution” in DC that isn’t so full of liberals that a conservative is just spinning their wheels. I remember writing a nasty-gram to the State Dept. after a “leak” to the NYT. It’s too bad you can’t clear the place out but I am sure the unions would have a thing or two to say about that.

Cindy Munford on November 14, 2008 at 5:06 PM

Why?
How ’bout “You can have my and my husband’s media attention and lust for power when you pry them from our cold, dead fingers” for why.

Bruno Strozek on November 14, 2008 at 5:06 PM

No mystery at all. This is “half the money” for Hillary’s support in the general election. The other half will be putting her on the ticket as VP in ‘12 as Biden steps aside due to age, health, etc.

I really thought she’s have to settle for something a little less visible than State (You just know she’s going to linger on that handshake line walking in for every SOTU) but the lady obviously drives a hard bargain.

Say goodnight, Sarah.

There is the argument that the Clintons inside the administration would be better than the Clintons sulking on the outside. But then, look at Powell.

littleguy on November 14, 2008 at 5:11 PM

The Obama’s and the Clinton’s will be at war with each other by 2012.

Firebird on November 14, 2008 at 5:12 PM

I think she would be better than John Kerry. Maybe Obama thinks so too. I wonder if maybe he knows he is not up to dealing with those people without someone like her.

Terrye on November 14, 2008 at 5:12 PM

Bishop,

I actually think the opposite. She can do more damage in the senate. All she has to do is get a 20 person coalition of the unwilling that she can effectively kill everything Obama proposes. Fact she would gain more power by caucusing with the Reps from time to time for that reason.

In a 60 seat Dim Senate, those that would be against a proposal will have more power than those that want it.

But the real reason Obama want her at SoS is so he can bury her and eliminate any challenge in ‘12 from within the party.

Dr. Dog on November 14, 2008 at 5:12 PM

Why pick Hillary? Because, unlike some of the other names, she is a pragmatist with a leftist bent, not a leftist who can play pragmatist when necessary. She is a shark with “teeth like razors”, who could probably do some good with foreign policy, if she were ever given a workable policy to stand on (and if she liked it enough to not torpedo it).

Why shouldn’t she take it? That senate seat is practically a lifetime tenure; SecState is eight years at most, by which time there will be another well-established name in the seat. After SecState, you play policy advisor or you retire.

njcommuter on November 14, 2008 at 5:15 PM

I can’t see why Hillary would take Secretary of State. Short of President, the only job I can see her leaving her Senate seat for is a lifetime gig on the Supreme Court.

Richardson is by far the most likely prominent dem for SoS. And HE wants the job so bad he can taste it.

LegendHasIt on November 14, 2008 at 5:19 PM

I don’t buy it, yet. Her power base is the 18 million who voted for her and the name Clinton, but it might be easier for socialism and health care if the legislation does not have the name clinton. I am not sure.

rob verdi on November 14, 2008 at 5:21 PM

I’m thinking back to that secret meeting they had in NY after the primaries, and wondering if this was the bastard child of that meeting….

hippie_chucker on November 14, 2008 at 5:22 PM

She can park at State until that Supreme Court spot opens up. That’s the big prize.

Why would she want to go back to being the Junior Senator from New York now? What sort of domestic policy initiative would Obama actually let her carry in the Senate? She already blew her chance with health care. She doesn’t have much of a track record on anything else. And Nancy Pelosi hates her.

The folks on CNN last night said this was VERY srious, and they could not imagine the leak being made and then the offer not coming. She may turn it down, but she is almost certainly going to be offered it.

The thinking, according to CNN, is that Obama is going to be very bogged down with the economy for most of his term, and he needs someone of real stature at State who can hit the ground running, because he is not going to do much heavy lifting on foreign policy stuff for a while. Hillary is known and respected in most foreign capitals. The diplomatic corps would welcome her.

I can also see some more Machiavellian motovation here by Obama. Get Hillary out of the Senate because she is sort of a 500 lb. gorilla there with her own power base. Don’t give her the chance to claim credit for any of your policy initatives.

rockmom on November 14, 2008 at 5:36 PM

No way.
I think it is all a smoke screen for the press and bloggers…it is kind of deja-vu all over again, but instead of the VP pick it is the Sec. of State.

In the Senate Hillary probably has a job for life.
As Secretary of State she loses her Senate job plus a chance to run for President in 2012 (assuming Obama will run for a 2nd term) and most likely she is out of a job after the first term – if she lasts that long.

Only other scenerio is Biden plans to resign early (health problems) and Hillary at Sec. of State is bumped up to VP. (But that is a long-shot scenerio.)

And the other downside for Obama is that it puts Bill in the White House via Hillary. Not good for the history books regarding the Obama Presidency.

albill on November 14, 2008 at 5:37 PM

If he is offering it to her, why would she turn it down? Secretary of State sounds like an exciting and eventful job compared to being 1 out of a 100 in the Senate.

NeighborhoodCatLady on November 14, 2008 at 5:50 PM

I don’t think Hillary! is going to go anywhere near an Obama administration. Too much to lose, little or nothing to gain.

GarandFan on November 14, 2008 at 5:52 PM

Locomotivebreath1901 has it in a broad brush way.

Specifically though, there is also the fact that the foreign policy briefing probably scared th S**t out of him. If you agree that he is mostly an empty suit and that Hillary had his experience read correctly with her insulting remarks…who would you turn to if you were President-elect Obama and scared and confused?

Aside from that if Iraq blows up or needs more troops or the body bags start in volume from Afganistan or the Soviets become rotten…why it is Hillary’s problem!

BTW, I just heard Bill O’Reilly praise Dear Leader on FOX when they played a clip from ‘The Daily Show’. This honor came as a result of the “great campaign” Dear Leader ran. And was met with waves of applause.

If you believe Dear Leader ran that campaign, you probably also believe that Barney Frank looks out for the taxpayer.

IlikedAUH2O on November 14, 2008 at 5:53 PM

terryannonline on November 14, 2008 at 5:54 PM

Hillary shouldn’t touch the Secretary of State position. She would be compared to Madeline Albright and thats a No win there.

Also, anyone who wants to run for higher office later should treat an Obama administration like a Leper colony. If he does what I think he will do things will turn out badly.

portlandon on November 14, 2008 at 6:04 PM

It is very telling that Obama, with as little experience as he has, is facing the reality that there are really only a handful of people he can choose from among the Dhimmies. The rest can’t even figure out how to roll on deodorant.

He also thinks he can run a “hybrid” Carter/Clinton admin and somehow manage to trick us all into turning this nation into Baja Canada.

When you mention Powell and Rice, I’m reminded of how little Hillary would bring to this job. Her credentials are (1) lawyer, (2) First Lady, and (3) junior senator. Where in any of that do you find the kind of background and education Powell and Rice brought to the job? She may be the best we can hope for, but she’s a far cry from what we need.

What the heck does Shrillary know about diplomacy and negotiating? I like how all these people are acting as if she’s the perfect person for the job, but aren’t there any actual skills required to be a decent SecState? I don’t know how being a first lady or a junior senator prepares anyone for much of anything, let alone international diplomacy. What does Shrillary know about any other culture?

It’s all moot, since a BHO admin will be twisted and stupid right from the top on down, but I just can’t get over how people seem to think that just anyone can stroll in and be a SecState. That’s why we’ve had such pathetic turds as SecState for so long. I guess one more turd, in a turd-filled admin won’t hurt. But it would be nice if someone could be honest about it.

I dunno why all of you Conservatives are still harping on Hillary. I was a Hillary supporter in the primaries (I was shocked I donated so much to her I can find myself on the HuffPo donor tracker!) and then donated to Palin-McCain and voted for their ticket.

Hillary would make a fine Sec. of State, but that is a death knell for her political career. Instead I urge you to use this moment to lambast Obama on his hypocricy.

In the Primaries, he said her FP experience was little more than First Lady tea parties and formal pleasantries. And now she’s suddenly on his short list? Attack Obama’s “superior judgement” — not Hillary’s credentials.

Trust. We — America — WANT Hillary in the Senate. She’s a Dem, but she is not an Obama-worshipping one. You don’t want her sitting under Obama’s thumb “at his pleasure” while the Obama-DNC can fill her NY vacancy with a partisan hack.

The outright fraud that is BHO is a given in all such discussions. To mention one more time that he lied/concealed/deceived/flipped … adds nothing. The American people don’t seem to care, unfortunately.

Repeat it often enough, it sticks.

To wit: HOW many people — again — believe that Palin thinks Africa is a country?

Obama said Hillary had zero FP experience, because she was just doing social tea parties abroad. And now he’s short listed her for Secretary of State.

Solid judgement, that.

Repeat.

Does anyone really believe that Obummer is considering Hillary? This is the same song & dance we saw when it was a “done deal” that she would be his VP.

I couldn’t support Hillary for president because I felt Obama was as correct about her lack of experience as she was about his. However, I was impressed by her performance during the campaign, especially the last few months. And I admired her tenaciousness. But I still question her experience for the SOS role. She obviously doesn’t bring military experience (or even understanding), which was Powell’s strength, and her education falls way short of Rice’s.

If all she has to do is carry water for Obama and be a tough negotiator, she can probably do that. But if she would be required to advise Obama and help formulate policy, I just don’t see it.

And no one has answered the question of whether Rudi could win her seat if she abandoned it to work for Michelle, oops, Obummer.

kelley in virginia on November 14, 2008 at 8:42 PM

If Senator Hillary Clinton wants to be Obominated she’s an idiot.

Rahm know how difficult the job will be, that whoever takes it will be thrown under the bus apologising to the world for every idiot word The O says when he goes off teleprompter.

Furthermore…Party aside, and if I were still a NY’er, I would be pissed that she laid face down for this AND gave up her Senate seat so that Patterson (Columbia ‘77) could stick some Obot sycophant in the Senate.

Obama’s already being overshadowed, and he hasn’t even been inaugurated.

if she accepts, keep an eye out for the line of succession..

DaveC on November 14, 2008 at 11:44 PM

The line of succession is:

1 Vice President and President of the Senate
2 Speaker of the House of Representatives
3 President pro tempore of the Senate
4 Secretary of State
