Get ready for mandated health insurance

Even before Barack Obama takes the reins in January, his party plans to start issuing health-insurance mandates to the American people — and pay for it with expanded entitlements.  Max Baucus (D-MT) will introduce legislation that goes beyond Obama’s pledge to mandate coverage for all children, instead mandating that all adults also get insured.  And if they can’t afford it?  Well, Medicare is solvent, isn’t it?

Without waiting for President-elect Barack Obama, Senator Max Baucus, the chairman of the Finance Committee, will unveil a detailed blueprint on Wednesday to guarantee health insurance for all Americans by facilitating sales of private insurance, expanding Medicaid and Medicare, and requiring most employers to provide or pay for health benefits.

Aides to Mr. Obama said they welcomed the Congressional efforts, had encouraged Congress to take the lead and still considered health care a top priority, despite the urgent need to address huge problems afflicting the economy. …

Mr. Baucus would create a nationwide marketplace, a “health insurance exchange,” where people could compare and buy insurance policies. The options would include private insurance policies and a new public plan similar to Medicare. Insurers could no longer deny coverage to people who had been sick. Congress would also limit insurers’ ability to charge higher premiums because of a person’s age or prior illness.

People would have a duty to obtain coverage when affordable options were available to all through employers or through the insurance exchange. This obligation “would be enforced, possibly through the tax system,” the plan says.

What could possibly go wrong with this scenario?  For one thing, Medicare could collapse — and it’s about to do just that.  In three years, Medicare will spend more than it gets in Part A (hospital coverage) premiums from Social Security, and this is just the beginning of the long twilight of the Baby Boomers.  That will create a deficit in Medicare that will either have to be absorbed from the general fund or alleviated by cost reductions.

Instead of looking to restore some sort of stability to the already-failing Medicare structure, Baucus wants to hang more cost onto it.  He doesn’t stop at Medicare, either.  His program will put the same burden on states through Medicaid.  That will create even more instability in benefit plans and force more public funds on that level to get spent on coverage.

The result?  Taxes will go up at both the state and federal level across the nation, and it won’t just be the “rich” that feels the pinch. Tax rates will necessarily rise as deficit spending explodes.  The dollar will weaken once again, thanks to the enormous debts that this will generate, and the capital needed to restore the economy will get lost in the monumental expansion of government control this will require. Baucus thinks that magically insuring people will eliminate costs, but it just transfers it instead to the least-efficient model: government bureaucracies.

Instead of reforming entitlements, the Democrats plan an expansion of them.  The collapse will come quicker than anyone predicted.  I guess that qualifies as “change”, and you’d better believe it’s coming.

Think universal healthcare will work and work cheaply? Consider that TennCare, our Tennessee Medicaid replacement that added in several “populations” to the mixture, eats well more than half of our state budget. And it doesn’t come close to covering the same percentage of the state’s citizens.

progressoverpeace on November 12, 2008 at 11:39 AM

Another point to ponder. The big insurance companies will simply cut rates to get members and once the smaller companies are gone raise the rates again.
So to all you people who work for a small health insurance company such as Aetna, Cigna and probably Humana are you ready to be unemployed?
That is the dirty little secret that is not addressed about nationlised health care. Only those companies with the infrastructure to implement the Dems plans will survive. And soon there will only be one of them.

Just A Grunt on November 12, 2008 at 11:40 AM

Then the health care industry will collapse and it will be because of the Greedy health insurance companies and medical providers which were left unregulated by 8 years of a Republican administration. Therefore, we need more government intervention. And the snowball continues…

Why don’t the Dems just mandate that no one get sick anymore? That would be cheaper, though we’d have to put all the doctors and nurses on the dole … but then they can mandate that doctors and nurses no longer need to eat to live. This governing thing is really easy.

carbon_footprint on November 12, 2008 at 11:42 AM

…and we wonder why health care costs are so high? The profusion of statutes, regulations, unfunded mandates force providers and insurance companies to make up costs elsewhere which renders market-based solutions nugatory. Government intervention of this nature is anti-market and Republicans have done a horrible job of explaining this to the average voter. When howls of outrage come from people who lost their health insurance, they should direct the cacaphony to the government officials who imposed this unwanted regime. Government officials who decry greedy insurers and skyrocketing health care costs are the arsonists complaining about the fire.

That is true. There is an interesting, lingering question however as to why Lehman Bros. was left to fail in September despite warnings from many including the French Fin. Min, Christine LaGarde. Markets crumbled around the world during October.

The sudden interest in moral hazard on the part of Paulson and the Fed left many shaking their heads in disbelief, certainly Dick Fuld’s.

Intentional or not the decision to let Lehman go bankrupt with the subsequent market meltdown had the effect of creating the perfect “October Surprise.”

With all the secret deals going on in this financial crisis between the government and big business you have not seen anything yet.
It is the perfect storm for a socialist like Obama and the liberal Democrats to be thrust in the middle of and directing dictating it all.
They will end up making Europe look capitalist compared to the U.S. as it becomes the mother of all 21st century, socialist nanny states – with the main underlying goal to keep Democrats in power…forever (and the United Nations dictating our foreign policy).

Please – More attention in this blog to the financial mess being thrust upon us all! It is monumental social and economic upheaval that will change what the U.S. and the world will be.

Does anyone else see this as a precursor to a sort of “natural selection”? When the gov’t takes over the health care business we all know that it will become scarce. With all the demands on the system,( i.e. creating a real crisis), we may see elderly and chronically ill people not have care available to them at all. A sort of Eugenics mentality.. thinking how angry many were at Palin for “not aborting” her baby, is this really not to far of a stretch?

As someone who has had a sudden strange illness and was frantic to get a diagnosis, I can see how completely terrifying it will be when Americans die waiting for MRI’s, CAT scans and the like.

beththebaker on November 12, 2008 at 12:10 PM

If health insurance can’t make money because they’re forced to take on people with pre-existing conditions and then they have to raise rates on the rest of us, forcing us to drop their coverage and sign on with some subsidized government scheme, the only insurer will soon be the government.

But I think Democrats already know that, they just didn’t want to tell the rest of us the truth, as usual.

It’s coming, but hey, the Messiah promised you a lousy 2% tax cut on your income tax if you make less than 250k (which will likely never happen). He also promised to “cut capital gains taxes” on small businesses, which would be great if small businesses had capital gains income, which most do not.

Progressivespeak decoder: “tax cut” means “tax hike” and “tax reform” means “tax hike” and “universal health care” means “tax hike” and “invest in” means “tax hike” and “support small business” means “tax hike with onerous mandates added”.

While not in favor of government-run healthcare, to be honest I must admit that Medicare has a much better-run system than most of the private insurance companies I deal with as a surgeon. Medicare has drastically cut my reimbursement, year after year, but they do pay what they’re going to pay, on time, and without the hassle of Blue Cross et al. denying claims for months at a time for no good reason. Plus, most insurance companies follow Medicare’s lead and cut their reimbursements to Medicare- like levels. In addition, Medicare’s overhead runs about 2%, compared to 30+ percent for many private companies, who spend inordinate amounts on CEO’s and advertising, rather than healthcare.

A few thousand AIDS patients will bankrupt the system if insurers are not allowed to reject or at least price for prior illness.

EyeSurgeon on November 12, 2008 at 12:31 PM

If you are an eye surgeon, you do not see the worst of Medicare. Did you know that Medicare pays for insulin for diabetics, but not syringes or glucose testers? My father is a retired physician who has been on Medicare for 23 years and he calls me at least once a week just to complain about all the crazy Medicare billing practices. He was an anesthesiologist, and Medicare no longer pays for an M.D. to deliver anesthesia for many procedures. He routinely spots fraud and overbilling by his doctors, which most patients don’t know how to spot.

By the way, you can’t just have medicare alone. You need a private insurance plan to pick up what medicare won’t pay for.

Combined with Secretary Gore’s carbon taxes, this should make for nice long soup lines.

These Dems just cannot wait to overreach. Obama isn’t even technically the president-elect until the Electoral College meets on Dec 15, more than a month from now. By then, I think we’ll all have had our full measure of him. By Inauguration day, there are going to be a lot of Obama supporters ready to chew off their own arm to get out of this hell-date.

Health care is the third rail that Democrats cannot resist touching. Our current system is like what Churchill said about democracy – it’s the worst system in the world, except for all the others.

rockmom on November 12, 2008 at 12:43 PM

No offense intended.

Cody1991 on November 12, 2008 at 12:20 PM

No offence taken – it was only a slight over-generalisation. To the credit of our healthcare workers, if you’re really screwed – ie you have a heart attack or you’re in a car crash – you will usually get very good treatment which is ‘free at the point of delivery’ (but of course we pay for it through high taxes).

But if you have a more general illness – cancer, heart disease etc, as well as illnesses that are not life-threatening but fairly serious – then you’re likely to have a pretty bad experience. It’s also quite common for people to go into hospital with a minor complaint and pick up an infection that kills them, because wards are over-crowded and not cleaned properly.

More of the money goes on bureaucrats and useless computer systems than goes towards actually treating people. You can pay extra to opt out of the system and ‘go private’, but you still have to pay your taxes.

I’m afraid that many Americans are going to have to learn the hard way that, while it sounds good in theory, if you socialise healthcare, just like if you socialise education, you get the worst of all worlds – but at least it’s equally lousy for everyone!

Mine’s not so good.

Working on it. Though marginal at best, mine detects a probable autotranslation (overly formal “您”). That won’t be allowed for the real test.

That Baucus, he is a sure is a smart one.
I believe Medicare pays physicians .29 on the dollar or less right now.
How many physicians no longer accept Medicare as their pay rates continue to fall while the malpractice premiums continue to rise?
Wow, I am seeing some major problems on the horizon.

So let’s see, this will take the healthcare field down the toilet.

Net Neutrality will finish ruining IT, which outsourcing started.

The only lucrative careers left these days are what? Politics and Executive accounting (AKA book cooking).

Making an honest living is no longer viable. We need to start cheating and stealing like everyone else does.

leetpriest on November 12, 2008 at 12:46 PM

It’s already too late to restore our freedom and the way of life we have all known.

Nothing short of a good old fashioned revolution of secession of some liberty loving state will save us.

We all know that neither of those things are going to happen.

Neck, meet rope.

Dorvillian on November 12, 2008 at 12:50 PM

Perhaps we should rename Medicare to Mediocre. Thoughts?
