Obama: On second thought, let’s make community service for students voluntary

If one day of carping in the blogosphere is enough to get The One to reverse himself, maybe we can work with this guy after all. The Change.gov plan as of yesterday:
Obama will call on citizens of all ages to serve America, by developing a plan to require 50 hours of community service in middle school and high school and 100 hours of community service in college every year.
And, via Sweetness & Light, the Change.gov plan as of this afternoon:
Obama will call on citizens of all ages to serve America, by setting a goal that all middle school and high school students do 50 hours of community service a year and by developing a plan so that all college students who conduct 100 hours of community service receive a universal and fully refundable tax credit ensuring that the first $4,000 of their college education is completely free.
Interesting that he suddenly decided to slap a number on the program, too. Read Tom Blumer for a back-of-the-envelope analysis of what it could cost and what kind of bureaucracy, potentially, we’re looking at here. The feds already oversee millions of student loans so there’s presumably plenty of institutional knowledge already available to phase this in. Exit question: Why the sudden turnaround? Had they really not thought this through before putting it online, or do they have no real intention of making it happen and are happy to play with the rhetorical particulars so long as it keeps people off their backs?

Rahm Emanuel, Commissar to the Revolutionary People’s Volunteer Army, has decided that the revolution must take place more judiciously.
I was talking to a very liberal partner in my law firm who said Emanuel and Obama got this idea from Israel (which has 2 years of mandatory military service for all citizens) and that its purpose is to ensure everyone gets a “shared experience.” The thought is “it brings everyone together and fosters a sense of community — so everyone can bitch about ho bad their drill sergeant is.” In other words, they want to use our military etc. for social engineering.
Yeah, new politics indeed.

Distinction without difference; if you ask me.
Pressure can be brought to bear without it being required. So, in reality, nothing changes.
The problems really are:
1 – government setting the rate of pay for “volunteerism” through a tax credit
2 – government …ahem… encouraging people to volunteer and who will approve what groups are acceptable to volunteer to?
3 – who pays for the $4000 tax credit? Those of us who pay taxes, of course
4 – volunteerism is possible without government intervention at all. Why is it involved in this exercise in free will at all.

My husband went to parochial school and had to do 100 hours of community service for high school. It is already in place in private schools. Will that count I wonder?
He also feels that it is a death of thousand cuts that Obama is attempting. Obama pushes out the most extreme view first, then rolls it back, “like wait, let me be clear, I want folks to get involved in the process,” so now things are not complusory, but in order to get the benefit, you HAVE to do it. Just as they are dialing down the expectations now. He will keep pushing his little ‘nuanced’ changes, until he weakens some institutions so much that they collapse. Saul Alinsky lives!

The idea that more than a small fraction of those who voted for him will actually go out and volunteer for anything is laughable on its face. Remember the “Obama Youth” video? Those were not children familiar with a great deal of activity. And, when I taught at a black university where many students were using loans or scholarships to attend, it was difficult to drum up students for paid projects for which they only had to sign their names, show up, and do very easy work. Volunteer? The silence will be deafening.

Why are people assuming that just because it’s not “required” per the website, it’s still not going to be pushed as a policy.
The second he gets the bully pulpit of the Presidency (he can’t wait, look at his blue signs and seals even now; the man doesn’t waste time) we’ll be treated to endless blather about how it heals our souls to help others and this is what makes America great and we just have to help our benighted brothers and sisters see that [by requirement].

Perhaps some conservative parents here at HA can help me out.
My guess is that the people who will be most dramatically affected by this are liberals. In my community which is very conservative community service is something that one simply does. It isn’t mandated, nor does any one expect monetary remuneration. People believe in devoting their time to worthy activities. They would never expect to be compensated by the gub’mint.
Perhaps I’m confused, but this seems to demonstrate another difference between conservatives and liberals.
Barfy is telling his followers that they will be paid to do what they should be doing anyway? Yeah, that’s the Chicago way…. bribes work, principles don’t matter.

The public university system in NY costs 4k a year. The Pell Grant (need based) is 5k. CUNY gets hammered every time they mention raising tuition, yet anyone who’s not in a position to pay ALREADY gets more from the government.
I wholeheartedly support a community service=tuition tax credit…IF the goddamn unions leave the systems alone when they adjust to reflect the added elbow room.
CUNY does amazing things with 4k a year…The government already provides up to 5k…theres ALOT of room to chance these equations for the betterment of the public system in this country…lets not be dogmatic about this.

Sorry if I sound bitter. My entire formerly conservative family, of whom it’d never occur to me they’d fall under the inexperienced, socialist, waffling Obama’s spell, is now openly gloating at Repubs’ having lost.
How did all this happen? This country is going to be sorry they chose someone beautiful and speaks well over an experienced, honorable, self sacrificing man. We conservatives won’t the only ones be missing Bush in four years, for many more reasons than one. “nuff said lest someone thinks I’m WISHING it to happen. I’d LOVE to be wrong about Obama. According to American Heritage Dictionary, volunteer means: To do charitable or helpful work without pay.
That sounds like a job. A pretty darn well paid job for a college student.

I’m glad my children are grown. My youngest graduated in 2005 and she had no time to do something like this, and even if she did, I wouldn’t let her. scholarships for service is a pretty standard liberal idea. as long as kids can choose from a wide variety of service opprtunities, this isn’t different from conventional work study programs. the radical idea is mandatory service with nothing in return. that is involuntary servitude whixh is unconstitutional.
It is important to understand that this is a key initiative for Obama. This is how he plans to keep all those Obama Youth involved. There will be an enormous campaign run to pressure young people into signing up. At least some of them will go on to become community organizers, ACORN shock troops, environmental activists, etc. They will come out of college ready to work for peanuts in nonprofit jobs. This will also decrease demand for real jobs in the business world.
this is also a mechanism for liberal kids to avoid military service while being equally “patriotic.”

Is this “change” really such a surprise? His record (now that he’s going to actually HAVE a record where he can’t simply be present) throughout his campaign was to speak first, then revise it later when the initial concept either tanked, was critisized or examined too closely.

No, conservatives (and conservative-leaning non-profits) lose on this plan.
I’m in CA where I’m being treated to clips of rioters harassing and intimidating people at Mormon churches because they are mad that Proposition 8 passed. These are the Obama supporters — have a popular vote in 2000 on gay marriage which you lose, 8 years later use the courts to create a “right” that does not exist, then riot when the electorate ups the ante by voting in a constitutional amendment banning gay marriage.
Do you think for a second that a Mormon student who volunteers through his church or another one who volunteers through the evil Boy Scouts or someone else who volunteers at a Right to Life counseling center would be allowed to use this as their “voluntary” community service? The purpose of this program is to give our community organizer POTUS-elect another way to dip his hands in the taxpayers’ pockets and channel that money to selected groups. You can bet your bippy that ACORN will be on the list of permitted groups.
As for the impact of Democrat control on colleges and universities, my liberal buddies in academe are in for an ugly surprise. Philanthropy is anticipated to go way down under the new administration and endowments are already underperforming… so who will pay for the new dorms, labs, classrooms, and scholarships?

Yes, I do. However, as an impending college graduate (in Decemeber), I also know how emphatically a majority of professors push a socialist agenda.
Of course I can’t know what goes on in every classroom, but based on required reading, discussions with students at different universities, etc., I’ve hardly had a unique experience.
I’m just saying: if they’re so in favor of spreading the wealth, and making everything fair and equal, then we can start with them. After all, it shouldn’t matter how much work someone puts in to their career or job, only that what the receive is equal to everyone else around them.

Meh I don’t see what the big deal is. Community service was mandatory for graduation at my highschool and the world didn’t end. Then again we only had to do something like 20 hours senior year.

Keep in mind that Obama’s method is to abandon the horse that got him there and jump on a new horse for the next leg of the journey.
There will be lots of change in the changes coming from Obama.

Either way I’m sure there will be an income limit that will phase out the credit for high earners, plus I would guess that volunteer work at the Right to Life office won’t count towards the hours requirement. I’m out.

With all due respect, you failed to see the big deal with Rezko, Wright, Phlager, Rashid Khalidi, the bankruptcy of the coal industries, meeting with our enemies with no preconditions, higher taxes during a recession and voting a man with zero experience and a questionable past into the highest office in the world.
So, yeah, we take your opinion with a grain of salt.

Further, according to the US Census Bureau, there were 20.5 million college students in 2006.
Here’s the math:
$4,000 x 20,500,000 = $82,000,000,000 (82 billion dollars)
