Obama website: Hey, let’s make community service compulsory for students

Intriguing. Will that be in lieu of or in addition to the three months of compulsory civil defense training Rahm Emanuel wants 18-to-25-year-olds to do?
The Obama Administration will call on Americans to serve in order to meet the nation’s challenges. President-Elect Obama will expand national service programs like AmeriCorps and Peace Corps and will create a new Classroom Corps to help teachers in underserved schools, as well as a new Health Corps, Clean Energy Corps, and Veterans Corps. Obama will call on citizens of all ages to serve America, by developing a plan to require 50 hours of community service in middle school and high school and 100 hours of community service in college every year. Obama will encourage retiring Americans to serve by improving programs available for individuals over age 55, while at the same time promoting youth programs such as Youth Build and Head Start.
Presumably, the penalty for being a 20-year-old who doesn’t want to spend two hours a week picking up trash would be not graduating. The penalty for dodging Emanuel’s program, only Rahm knows. I remember this subject coming up now and again in poli sci classes and my leftish professor arguing that a peacetime draft would violate the right of privacy sketched out in cases like Roe as an infringement of one’s physical autonomy. If The One pushes ahead with this, it’ll be fun watching conservatives suddenly trying to coopt that right and liberals just as suddenly trying to narrow it. (On which side, do you suppose, will the ACLU come down?) Alternatively, you could skip the right of privacy and try a First Amendment argument: If the state can’t compel students to say the pledge of allegiance, arguably it can’t make them go clean parks, either. That case would turn on the distinction between speech and conduct; given the current composition of the Court, refuseniks would stand at least a shot of winning.
It bears noting that Maverick’s also always been famously gung ho for kids doing some form of national service — “There should be more focus on meeting national goals and on making short-term service, both civilian and military, a rite of passage for young Americans,” he wrote in the Washington Monthly(!) in 2001 — but he’s been careful, at least lately, to say that it should be volunteer-only. Exit question: Won’t a lot of conservatives, especially older ones, dig this idea? Keeps kids busy and out of trouble, teaches spoiled teens responsibility, etc.
Update: Let’s not go nuts, please.

When I was in high school in California we had to do 20 hrs of community service. We all learned how to get around it though with the least work possible by doing something at church or with boy scouts. The teachers never cared how you got it as long as it was signed. Of course that was in my school district, not the federal government.
I find the college student quota absolutely retarded. I was so busy with school work that I really never had time. Of course I did aerospace engineering.

I actually agree with AP here. I think you’ll find a lot of social cons (older ones, at least) thinking this is a good idea.
They’ll see the higher crime rates, higher “slackerness”, etc and think that this is a good way to teach them responsibility.
And they’ll forget all about the implications of it. Forced servitude and all that.

My son is in 7th grade, in all accelerated classes. He already has so much homework that he frequently comes home from school, starts his homework, and works on it past bedtime, only stopping for dinner. He already can’t fit in tennis practice, Boy Scouts, and other after-school “fun” stuff. The family can’t plan anything during the week, and sometimes even on weekends, because of his homework. I’m dead serious when I say that many high-achieving middle and high school students honestly couldn’t fit mandatory community service into their schedules, and it would be horribly unfair to
ask them tomake them do so. Their childhoods are already being stolen by the need to be competitive in the world and beat out B-Visa immigrants from India and China for high-tech and engineering jobs. The only schools I’ve been to, one was a small tech school and the other I do online. I’m pretty sure if I enrolled at UofA or ASU I’d have to do something along this line, though.

I think that college students should be compelled to do 500 hours of unpaid community service – a waiver would be allowed only if you provided an affidavit stating that you didn’t vote for Obama. Thanks for electing our new President, kids!

You can throw me out of the HA boat (or maybe I’m one of the “older conservatives” mentioned above) but I’m not so sure this is a bad idea… unless, of course, it is coopted as an Obama Youth/Socialism Starts With the Kids/Rat-Out-Your-Parents thing.
Have you actually spoken with a high-schooler/ dropout in the past three years? Giving them a structured, community-serving activity to occupy their time (vs. video games, porn, etc.) might be a good thing. God knows many won’t contribute much to society anyway.

Now, as part of a community service project with the scouts, school, family, church, no problem at all. I’ll gladly be there 40 hours a week if I have the time to commit.

I hate to point out the obvious, but while most of the conservative movement thinks it’s a great thing to serve one’s country – we also know we can not trust liberals with our kids. They’re already brain washing k-12th graders and have over run our Universities.

My old law firm was very big on community service.
So, we had some of the best attorneys in America spending time picking up debris from vacant lots, while the residents in the area sat on their porches and marveled at the sight of obviously well-to-do people being bused in to pick up the residents’ garbage.

100 hours a year? I work FT 50 hrs per week, take 11 hours of course work at night, and study 22 hours per week. I sleep about 4 hours per night. When am I supposed to find 100 hours per year? If I had an extra 100 hours per year, I would give it to MY CHURCH and pick a ministry of MY CHOOSING.
Obama DOES NOT AND WILL NOT OWN MY TIME. My labor is NOT free. I pay thousands upon thousands in taxes EVERY YEAR…I freaking contribute, I will not be forced to work.

I am one of those who cannot stand someone forcing me to do something, especially if I find it is illogical and/or stupid. If this cr*p still exists when my children come of age, I will make sure to instruct them to do the cr*ppiest job possible, and go out of their way to make things more miserable for those in control.
I guess it is more and more obvious that this is not the America I grew up in. So disheartening and disgusting.

Ok I have a question, what happens to those that do not wish to serve?
Are they sent to re education camps?
What services are denied them?

I find it rather funny/ironic that the first black man elected to the office of President of the United States of America, is now talking about putting every young American, black and white, on the plantation for public slavery.

Wouldn’t Obama need a vote of Congress to set this up, and PAY the students minimum wage? I’ve seen things like this in some high schools already, but usually the teachers offer an A on a test in return for community service, and this is coordinated by municipal government, not the Feds.
As for college students, PRIVATE colleges who set their own graduation requirements could avoid this requirement.

And what exactly contitutes approved community service? Who’s going to keep track of such things? What happens if you fall short of your requirements in terms of hours?
I believe in community involvement. I believe in charity. The idea that it is not cohersed is what makes it what it is. I’ll be damned if the government is going to tell me what is right and what is wrong, what causes I should support.
Is it great because it takes kids off the streets and keeps them out of gangs and lesser mischief? Why don’t we just let the government raise them.

One of the main reasons we have all these issues is that parents have relinquished their responsibility to raise their children to the government (schools), so the solution is to have government increase their authority over the raising of the children? This is the typical liberal solution to government failures: increase government involvement in the things they are failing at.

Don’t forget that the parents will presumably have to deliver their minor kids to whatever community service projects are mandated for their children, and likely be required to supervise them while there. Unless Obama’s going to hire government monitors to babysit the young’uns while they pick up trash, and bus drivers to deliver them to their service assignments and back home again, and people to track their hours, and people to punish them if they don’t fulfill their hours, and people to process the excuses of the ones who can’t do it, and people and people and people. Hey! He’ll be creating jobs! Isn’t Dear Leader GREAT?

Legally, it can be done…but I doubt it can be enacted by Federal Decree. Here in NY, the Board of Regents either establishes or approves all HS level curricula. Either a school follows their lead on the subject choice and rigor or they must exceed those standards. They already require certain credit hours of physical education, and if a student cuts too many gym classes its no diploma for them. Given that, it seems pretty straight forward for a board like that to mandate a community service credit hour minimum.
Plenty of Catholic schools already do this…I had to do 20 hours as a teachers assistant for a sunday school just to graduate the 8th grade.
It didn’t do anyone any harm to serve their community, and no one was up in arms about the fact their precious kid couldn’t get their expensive diploma if they didnt work the food kitchen or what have you.

In fairness, a $4,000 refundable tax credit for those 100 hours (as Obama has proposed) is pretty valuable. And there is no indication that your church or ministry would not qualify under this plan.
People need to wait for specifics before freaking out.
