Russia has some change ready for Obama

posted at 10:30 am on November 6, 2008 by Ed Morrissey

“Change”, in this case, consists of missile deployments on the frontiers of NATO.  Russian president Dmitri Medvedev announced the move yesterday in a speech that never once mentioned the new American President-elect, but caustically criticized the Western approach to Moscow.  Medvedev also reversed course on missile disarmament in western Russia:

President Medvedev ordered missiles to be stationed up against Nato’s borders yesterday to counter American plans to build a missile defence shield.

Speaking within hours of Barack Obama’s election, Mr Medvedev announced that Russia would base Iskander missiles in its Baltic exclave of Kaliningrad – the former German city – next to the border with Poland.

He did not say whether the short-range missiles would carry nuclear warheads.

Taking advantage of the world’s attention on the US elections, Mr Medvedev also cancelled plans to withdraw three intercontinental ballistic missile regiments from western Russia by 2010.

This would appear to be the first major challenge to Obama, even though he has not yet taken office.  Russia carefully watched as Obama denigrated missile-defense research and deployment during the primaries, and then remained carefully silent about it in the general election.  They want to see whether they can intimidate Obama into retreat, even after eastern European nations like Poland and the Czech Republic have already signed onto a partnership with the US for these missile-defense stations.

Joe Biden warned that Obama would face just such a test early in his term.  He also warned that Obama’s reaction would not look like smart strategy, and told Obama supporters that they would have to stick by him while Obama received massive criticism for his actions.  One can interpret that in two different ways: either Obama’s response would anger his supporters, or it would anger everyone else.

I’m hoping that Obama sticks to American commitments in the region.  Given his comments about ending missile-defense research and deployment, I’m afraid that Obama will run away from Russia on this point, and that the first Medvedev/Putin-Obama confrontation will remind people even more of the disastrous Kennedy-Khrushchev summit in 1961 that precipitated the Berlin Wall and the Cuban Missile Crisis.

to counter American plans to build a missile defence shield.

Dude, this isn’t because of Obama, this is because of Bush/McCain and their grandiose defense of Georgia ‘we are all Georgians’ and whatnot.

When we decided to up the ante, Russia isn’t/doesn’t bluff. We hoped they were bluffing. But this isn’t about Obama. This is just like the Cuban missile crisis, but instead of Russia putting missiles on our hemisphere, we are putting missiles in Russia’s hemisphere.

I would hope that America would respond to Russia the same way that Russia is responding to America here.

Russia knows a useful idiot when they see one, the writing has been on the wall for awhile. They retake Eastern Europe and ally with Iran/Saudi/Syria, they will control all of Europe at that point.

Hard Power, hope and change doesn’t change reality

But yes, Russia is the main threat to our existence as they have been since the start of the Cold War. We should have worked to isolate/eliminate that threat during the 90′s, but didn’t and now we have a new cold war and a socialist ‘fighting’ it for us.

It’s the price a nation pays for failing to lead when an opportunity such as the fall of the USSR presents itself.

ThackerAgency on November 6, 2008 at 10:39 AM

They heard him say he will cut defense spending.
The problem is, other countries are confused about our election process. They feel it is more devisive then it really is, they always underestimate the U.S. and that always causes us problems.

Biden was sooooo wrong… He said within 6 months… should have stated within 6 HOURS of winning the election.

Not to worry, Obama will simply move our missiles out of Poland.

gatorboy on November 6, 2008 at 10:41 AM

One can interpret that in two different ways: either Obama’s response would anger his supporters, or it would anger everyone else.

There’s a third way: it’ll anger everyone, including his most loyal supporters, which is why they’ll be so desperately needed to help Obama shape public opinion in his favor.

That’s how I took it.

Here’s to hoping it’s the first one.

And don’t think for a nanosecond that the other cast of despots out there aren’t watching Russia’s move with great care. Obama is likely praying that W takes a stand on these things. That way, Obama can do what he does best. Sit on the fence, blame someone else if things go bad, and then claim his “will won out” if things go well.

Also, watch Obama’s temples begin turning white. He gets to start seeing the security briefings today.

the delusional, think that Russia is only doing this because they think America and these Eastern States want to take Russia and interpret the Missle Defense stuff as a threat to their survival. When in reality its the complete opposite, the KGB has always had Global ambtions and they currently need the land and resources of Eastern Europe for the Autocratic Despot nation to survive.

the reality is the strong Nation-State has not died, and the Enlightenment Fantasy thinking found on the Left and the Right that says if you simply trade with a nation this type of stuff will not happen is delusional.

jp on November 6, 2008 at 10:47 AM

Affront to Obama, perhaps. Personally I’d like to see the Europeans deal with this. Let them start pushing back.

Bush/Obama should tell the Russians they can put the missiles anywhere they like including up their ass.

Call them out and read them the riot act. Tell them the truth. That they are a pathetic criminal enterprise pretending to be a country with a dying population because collectively they are a bunch of degenerate tyrants since they clipped the czar.

Furthermore tell them that we play nice only because they have nuclear weapons because they may be stupid enough to use them otherwise the only thing they are good for is energy supplies and blondes on porn sites.

Finally tell Putin he should get some counseling on his runt complez.

Are you seriously drawing a moral equivalent between the US during the Cuban missile crisis and this?

The 1961 situation was vastly different from this.

a. Russia installed offensive missiles to target US cities that would have significantly decreased the time of warning and response.

b. The current situation is a defensive missile shield designed to mitigate the threat from potential Iranian, Indian and Pakistan missiles.

You are a little too rah-rah for the russkies.

This is Putin’s puppet saber rattling to set the tone for further Russian advancement of their return to power status that started 3-4 years ago with the renewing of Russian bomber encroachments of our airspace and climaxed with the invasion of Georgia.

IMHO, they may have had the same initiative regardless of who was elected, but I think it is indicative of their willingness to call out a potential weak leader (Obama) as a punk while in the transition phase. They’ve set the agenda for the Obama administration and dictated the tempo. Good strategy.

However, you have to ask yourself, would they really have done this if McCain was the President-elect?

2. Invasion of Czech and Slovak republics

Mr_Magoo on November 6, 2008 at 10:54 AM

Just a little reminder where our President-elect stands.

First, I’ll stop spending $9 billion a month in Iraq. I’m the only major candidate who opposed this war from the beginning. And as president I will end it.

Second, I will cut tens of billions of dollars in wasteful spending.

I will cut investments in unproven missile defense systems.

I will not weaponize space.

I will slow our development of future combat systems.

And I will institute an independent “Defense Priorities Board” to ensure that the Quadrennial Defense Review is not used to justify unnecessary spending.

Third, I will set a goal of a world without nuclear weapons. To seek that goal, I will not develop new nuclear weapons; I will seek a global ban on the production of fissile material; and I will negotiate with Russia to take our ICBMs off hair-trigger alert, and to achieve deep cuts in our nuclear arsenals.

Will this be the first broken promise with ensuing lefty heads exploding? Is Reagan’s vision of SDI (Star Wars) officially dead?

Dr.Cwac.Cwac on November 6, 2008 at 10:54 AM

ThackerAgency on November 6, 2008 at 10:34 AM

OMG, you cannot be serious with that thought. Russia moving into was about Georgian self-reliance and wanting to join NATO.

“The Georgian leadership, by contrast, had come to believe that the constant pressure of Russian aggression, coupled with the West’s failure to accept Georgia into NATO, compelled them to demonstrate “self-reliance.” Georgian President Mikhail Saakashvili has been buying weapons in preparation for this moment. ”

This is from Slate mind you.

“Those who know him say he believed a military conflict was inevitable but could be won if conducted cleverly. As of Friday night, with Russian soldiers fighting in South Ossetia—only a few dozen miles from Tblisi, the Georgian capital—it seems as if he might have miscalculated, badly. Russia has not sent 150 tanks across that border in order to lose.”

“In any case, the time to deal with this conflict was two years ago or four years ago. That there was a security vacuum in the Caucasus; that this vacuum was dangerous; that war was likely; that Georgia, an eager ally of the United States, would not come out of it well; that a successful invasion of Georgia, a country with U.S. troops on its soil, would reflect badly on the West—all of that has been obvious for a long time. Cowardice, weakness, lack of ideas, and above all the distraction of other events prevented any deeper engagement. And now it may be too late.”

So, zero to do with missile deployment and everything to do with Georgia wanting to be in control of their borders in dealing with separatists. BTW, Georgia has a big interest in the separatist regions because of their oil and pipeline structure.

The only good news that came out of the affair was that Medvedev didn’t completely invade and continue occupying. It left most analyst thinking he realized the position was tentative or still held a healthy fear of NATO.

Dude, I wouldn’t throw out generalities of your opinion where it came to trying to influence strategic decisions. The answer would be to show Russia we do support Georgia, we do want them in NATO and we will deploy whatever weapons systems that takes.

You didn’t happen to notice all that Soviet hardware Hugo Chavez was buying did you?

Dumbest comment of the day.

1. Our interceptors are defensive missiles; they contain zero explosives. They destroy threats with sheer kinetic energy (bullet with a bullet). They cannot be used for any other mission.

2. There will be a staggering 10 (ten!) interceptors based in Poland to counter a handful of rogue missile threats from the Middle East. Russia has 2,229 ICBMs.

With the Cuban Missile Crisis, Russia puts righteous NUKES in Cuba and aimed them directly at the U.S.A. … 35 miles from our coast.

We are not putting nukes in “Russia’s hemisphere”, we’re putting in a missile defense shield, missiles that would (hopefully) destroy any nuke ICBM’s or smaller that Russia would launch on Europe and possibly at America or any of our other allies.

Russia is a Thugocracy and they have to be put in check. The missile defense shield is in response to Russia’s mafia style leadership and defending our allies is not just the right thing to do, it is required, without hesitation.

It’s a big difference from 1962 to 2009 in technology and leadership.

In this case, I don’t think Obama will have the stones JFK had. Obama has already pledged not to ‘weaponize space’, so we can’t put up a missile defense shield there. It’s in bordering countries or the missile defense shield doesn’t exist.

I thought about making a website were we apologize to these countries for what they are about to have happen to them with Obama like the left did in 2004 apologizing to the entire world for not electing Kerry.

jp on November 6, 2008 at 11:02 AM

sad thing is Poland just got finished building their Reagan Monument. I’m sure Putin will tear it down

jp on November 6, 2008 at 11:03 AM

Don’t worry, Obama and his communist friends in the senate will cut 35% of defense spending and we will surrender the country without firing a shot. Yeah…..that’s the ticket

tocoloro on November 6, 2008 at 11:03 AM

Russia will have scooped up half the E.U. by 2012.

While we will be scaling down our military Russia and China will beef theirs up.

We are SKA-REWED!

TheSitRep on November 6, 2008 at 10:57 AM

That would make Sectretary of State Ayers happy.

No, no, no, ingore my comment. Makes me sound like a conspiracy theorist.

Over 70% of jewish people in the US voted for Obama.
Good for them, don’t complain when the arabs kick them out of Israel; every country get wht it deserves.

Why is the US putting missiles in Poland?

Phoenician on November 6, 2008 at 10:56 AM

Scroll down to the glittering intellect of Keith Olbermann for an explantion (and map) of our European missile defense strategy.

Cuffy Meigs on November 6, 2008 at 11:06 AM

May as well get that first bump out of the way early. The first one is always hardest to swallow. There will be others,..I’m speaking of an Iranian nuclear test, within a year or two, if Israel doesn’t take them out, and some suicide bombings here in the U.S. which will be handled as strictly law enforcement problems. China vs Taiwan, Hezbollah taking another run at Lebanon’s political system, Russia invading the Ukraine, and OPEC getting frisky again, are others. It won’t be a pretty sight.

robblefarian on November 6, 2008 at 11:01 AM

I apologize for mutiliating the quote, but “all that is required for evil to prevail is that good men do nothing”.

Obama’s supporters are essentially good people – albeit shallow, thoughtless, intellectually lazy people – and they have shaped a decision that is vapid and hollow in its nothingness. This hails the ‘virtuous’ democratic slide into the void.

LimeyGeek on November 6, 2008 at 11:06 AM

Obama and his teleprompter need to go to Russia and give a speech – - that should calm them down and make them realize who they are dealing with…The ONE.

The only group that really voted for McCain, the republicans and liberty were the cubans in Miami. Over 65% of cubans in Miami voted for McCain; we can smell a communit rat from far

Obama is already motioning frantically to Tom Brokaw to bail him out before the light turns red.

viking01 on November 6, 2008 at 11:09 AM

Obama will carry all the knowledge and understanding of Americas most dangerous enemy that Bush did. Zilch. And like Bush, Obama will be led by the enemy. The people that Western leadership say they can’t do without when dealing with these slippery radical ghosts. Your best friends and ally, your partners in peace, the Saudi’s.

It sure would be nice if commie Russia were still commie. Way easier to pretend to understand than the mystical Muhammedans.

BL@KBIRD on November 6, 2008 at 11:09 AM

the sickest thing I’ve seen recently have been some on the paleo right lying about the Georgia/Russia conflict, claiming it was Georgia’s fault. Russia had been preparing and positioning its military for a long time to make that move. They want the land and the Oil Pipeline that feeds Europe, same with Ukraine.

this is USSR all over again

jp on November 6, 2008 at 11:01 AM

I agree and please don’t take from my post above I thought that. Saakashvili’s prep for war was absolutely justified knowing Russias intent. The Slate article I CAPed from does infer he was a little Pollyannish about his chances. That just proves to me he’s a scrapper. We need Scappers in NATO.

hawkdriver on November 6, 2008 at 11:10 AM

It doesnt matter, we dont need no stinkin missile defence. Obama’s rainbow of hope and change will save and protect us all.

Obama, Obama, he’s our Man,
If he can’t deal with Russia.
Nobody can.

Welcome back to Jimmy Carter diplomacy.

la.rt.wngr on November 6, 2008 at 11:13 AM

How long before Obama appoints John McCain as Co-President – The one that deals with foreign affairs?

Rick on November 6, 2008 at 11:14 AM

I expect Obama to do a “I don’t do foreign policy, give it to Biden” hand off.

In Russia rumors are that Medvedev is trying to change the term of President from 4 to 6 years and then resign in 2009 and Putin will become President again.

albill on November 6, 2008 at 11:14 AM

Yeah, I was thinking something along those lines as I saw a car with an “Obama ’08″ sticker.
We will only have suffering here. Elsewhere, the suffering will come with death.

Count to 10 on November 6, 2008 at 11:19 AM

So, the day after the most well-liked president of all time was elected, the stock market dropped nearly 500 points (obviously the economic world is uber confident), Israel fires on Gaza, and Russia deploys some missiles in an obvious show of friendliness toward the US.

Hmm…
