		<description>I heard on the radio that the Secretary of State said that the recount will start early &lt;strong&gt;next month&lt;/strong&gt; with results by the end of December.

My question, why so long?  Why not start today?  How can we be assured that the ballots will remain secure in the interim?
What possible reason can there be for such a delay?</description>
