Video: Newt on incentives versus punitive fines

Newt Gingrich uses Barack Obama’s comments on coal and skyrocketing electricity costs to make the point that incentives work far better than punitive measures in pushing new technology. Calling cap-and-trade “tax-and-destroy”, Gingrich analogizes the current issue of energy production to the advent of the intercontinental railroad:
Ample energy at a reasonable price is essential to any modern economy. Perhaps this is so basic it has been forgotten, but without reliable energy at a reasonable price, businesses cannot plan for growth. They have to know that the lights will come on when they flip the switch, that the phones will work, and that the machines will produce. Otherwise, they run the risk of paying people to sit around in the dark, not producing anything. Any business running on tight margins already will simply choose to remain at their current level rather than risk losing the entire business over an expansion that either costs too much to power or may not have the power available at any price to maintain production.
No technology has ever sprang to life through the use of punitive fines. Most developments come through private-sector investment, but even those that came through government action didn’t result from heavier regulation. The came from incentives and subsidies to groups that invented and refined critical technology just ahead of the curve — which kept America at the forefront of technological development.
The best example of this comes from the global-warming movement. While Europe developed their Kyoto mandates on emissions through penalties (and trading systems to move penalties around), the US developed better technology through innovation and investment without the burden of penalties. The result? European emissions increased, and US emissions decreased. Kimberly Strassel noted:
Under the vaunted Kyoto, from 2000 to 2004, Europe managed to increase its emissions by 2.3 percentage points over 1995 to 2000. Only two countries are on track to meet targets. There’s rampant cheating, and endless stories of how select players are self-enriching off the government “market” in C02 credits. Meanwhile, in the U.S., under the president’s oh-so-unserious plan, U.S. emissions from 2000 to 2004 were eight percentage points lower than in the prior period.
And so which plan would Barack Obama adopt if elected President? The failed European model, rather than the Lincoln way.

He’s already endorsed China as a model for the U.S. to emulate. Liberals wallow in negativity (punishment, coercion rather than incentive and facilitation). This is why they aren’t the reason America is the world’s go-to guy for innovation and technological progress.

Nevada used to have a great standard of living, with some of the lowest utility costs in the nation. No state income and very low business taxes made it a state that people wanted to come to and for years we led the nation in population growth. When Yucca Mountain was first considered for a nuclear waste repository, most people feared it and fought against it. We could have had a similar deal to the Alaskan oil pipeline, but just the word nuclear frightens the citizens.
Scare tactics are used by the left to defeat any real advance toward a move from oil generated electricity to clean coal or nuclear power plants. IF we let them, they will drive us back to the dark ages.

the market is up 200pts. that would not be happening if Obama was winning. just saying. companies with large unions are also up again would not be happening with a Obama landslide.
those that want to hold out hope. watch the market. It is my firm believe that if Obama wins and/or the senate gets 60 dem votes the market will sell off massively. like 1,000-2,000 pts.

Newt’s ideas seem good but I don’t think I can trust him, what with his having a doctorate and talkin all elite-like and such. He looks like he could enjoy cocktails. If only he talked in folksy terms that an average Joe like myself could appreciate.

I would just add, “predictable” reasonable price. The specter of the government injecting heavy regulation or punishments at any time will have a chilling effect on businesses. This is one of the great disadvantages of a centrally planned economy–no one knows what is going to happen next.

Profit is not an obscene word. Profit drives production and innovation. Profit is incentive. Liberals are against “profit” unless it is their profit. [Are all the Hollywood elites and celebrity supporters of Obama willing to fork over their cash readily? Don't hold your breath on that one.]
Spread the wealth around? Not going to be a lot of wealth to spread around when all are equally poor. That is what socialism produces…equality in poverty.
Socialism and capitalism. Two distinct economic ideas. One works, and works well. The other does not work…never has worked.
At this late stage in the game anyone who cannot understand why socialism does not work, has never worked, will never work, will never understand anything at all…ever.
Either we have free markets and allow our economy to grow, or we allow the liberals to force us all into a socialist model of equality of poverty. Pretty clear choice…for anyone with a brain that is engaged.

Now creating a scenario to enforce the total bankruptcy of America via punitive fines, the neo-liberals are sadistic about it.
