A case study in redistributionism

The Raleigh News-Observer tells the tale of Zimbabwean refugees Wally and Helen Herbst, and how they lost everything to Robert Mugabe’s “land reforms” several years ago.  It is a tale of forced redistribution of wealth and the personal cost to those who find themselves designated by government as a loser in the transaction.  Ten years ago, they owned land and used it to produce both jobs and food for their nation, but all of that ended with a visit from the military (via Michelle):

By 1997, Mugabe announced his plan to seize white farms and redistribute the land. Five years later, Helen was home eating lunch when an employee rushed to tell her that police were parked at the gate and wanted to speak with her.

Sitting at the kitchen table in the couple’s apartment in Ayden, Helen remembers vividly what happened next. Two Mazda pickups, bristling with armed police, were waiting for her. Their leader snatched the gate’s keys from the employee and turned to Helen.

“This is no longer your property. You have 24 hours to get out,” he told her. If you don’t, “we’ll kill you or put you in jail, whichever you prefer.”

It was not an idle threat. In 2000, war veterans killed a neighbor after he refused to leave his farm.

The Herbsts prided themselves on the relationships they formed with their black employees, many of whom worked with the family for years. The couple had provided a pre-school on the property for workers’ children, and a free health clinic where mothers could take their babies. Wally had hoped that his family’s longstanding ties to the area would spare his farm from seizure.

In the end, it did not matter. With the help of neighbors and friends and their vehicles, the Herbsts were forced to pack up as much as they could. Police pilfered from the trucks as the woman who would be moving into their home gave demands.

A few points should be made clear.  White owners controlled a vastly disproportionate amount of land in the former colony of Rhodesia, and some land reforms were inevitable if the nation was to learn to live peacefully.  Families like the Herbsts were likely to lose some of their land no matter what kind of government followed Rhodesia in the post-colonial era.  A rational land-reform plan based on free-market principles and compensation for private-property owners could have provided a stable transition to a more prosperous and united future for Zimbabwe.

Instead, Robert Mugabe robbed landowners at gunpoint, and murdered more than a few to make evictions less troublesome for the rest.  In the name of redistribution and fairness, Mugabe stole land that had fed most of the continent from the farmers who had the expertise and resources for production and gave it to cronies and tribal allies who didn’t.

This produced depressingly predictable results.  The Soviet Union and communist China had conducted similar land purges earlier in the century, and they had resulted in massive famines, economic collapse, and even greater oppression to stop the people from revolting against the government.  In Zimbabwe, the scenario has unfolded in the same manner.  Instead of being a major agricultural exporter, Zimbabwe now relies on food aid to keep its people from starving while its land lies fallow.  Their economy now experience nine-figure inflation rates, making its currency suitable only for wallpaper.

And what has been Mugabe’s response?  Even tighter government control of capital, making the situation even worse.

Redistributionism through capital seizure has always failed to produce a livable economy.  Where capital can flee, it does.  Where it cannot, it disappears into massive government bureaucracies and into the pockets of cronies and political allies.  Zimbabwe is a more extreme example, but still instructive, especially for the reaction of redistributionists when they face failure.  They never revert back to the principle of private property, but instead accelerate their confiscatory practices, until no capital remains to rebuild their economy.

It’s a failed principle, with numerous examples of catastrophic impact on nations, and uncountable personal examples like the Herbsts.  After a hundred and more years of redistributionist disasters, we should be smart enough to reject the entire notion by now.

John McCain needs to ask a simple rhetorical question at each appearance: “What does the government do well?” pregnant pause “Then why would we want MORE of it?” It’s begging to be asked and puts it into ’straight talk’ terms.

Hardly more extreme. As you pointed out, the same thing happened in Russia and China. I would also add Cambodia. I’m sure I could think of more examples if I were to spend a few minutes on the task.

The only thing that can be said about Mugabe’s Zimbabwe, is that it is the most recent example. It is not, by any stretch of the imagination, more extreme than the others.

If property is subject to arbitrary seizure without compensation, then there is no incentive to invest in the long-term value of that property. Instead, short-term thinking, which maximizes current return at the expense of the future value of the capital, is encouraged. Ranchers will overgraze fields (remember the Dust Bowl?) and miners will pollute the land they control, because they don’t care about some future benefit they may never realize, from good stewardship.

In principle and practice, how is this any different than the aftermath of the Kelo v. City of New London case? We should expect to see more eminent domain cases here in the United States, if for no other reason, to raise the tax base to pay for the vast increase of entitlements subsidies for irresponsible behavior and the “civilian national security force” that Obama plans on creating.

Ed, I just find it interesting that of all the cases where the redistribution of wealth by the government has gone terribly wrong (and I could think of quite a few from Cuba to the Ceausescu-era Romania, from East Germany to North Korea) you chose to make a “case study” of a country where the robbers happen to be black and the robbed tend to be white. All this in an effort to discredit the economic plans of a black guy running for POTUS.

It isn’t just the McCain camp that needs to be out discussing socialism, responsible business leaders need to as well. Respected CEO’s from major corporations ought to be out front explaining to their employees and to the public what tax hikes on their businesses will mean to the company and ultimately to the employeess. They also ought to enlighten Obama and his economic team as to the price they will pay in terms of reduced revenues for their redistribution schemes.
Leading business execs should also take the lead in explaining the dangers of a cap and trade system for regulating carbon emissions and how that will be a huge tax on everyone, will further cripple the economy and empower bureaucrats and Congress. These issues need to be framed at the personal level so people understand how their choices ultimately impact them.
Will be amusing to see how the Dems blame the coming catastrophe on the GOP.

Corporations DO NOT pay taxes. They only collect them from you to give to the government. The great thing about capital is it can easily flee high tax countries. I hope your employer decides to do just that.

It’s been widely reported lately that ~40% of workers pay no income taxes and the “richest” 10% pay over 50% of all income taxes. Just what is a fair rate for the rich to pay?

the point i was trying to make is that many, many issues can be framed with that slippery slope argument. it can be argued that the patriot act has moved law enforcement into a realm it was not in before, that being the quick interception and tracking of wireless phone signals inside the US.

im not saying it IS a step towards 1984, all im sayin is that if you apply the same logic as Ed has in this here blog post, once can argue that conclusion.

Good point, and considering that those bastions of free-market economics France and Germany (hell, all of the EU) have lower corporate tax rates than the US, they could also be options. I’d rather deal with Sarkozy or Merkel than the Barack X’s brownshirts.

Instead they try to control it via regulation. And it irks Liberals that capital can flee the US, thus their support for the UN and other international bodies. Dubai has a very advanced tech initiative. When I was there in 2003 & 2004 they were giving companies a no tax for 5 years (I think) and their employees a no tax as well. Plus it is easy for Indian tech workers to move there as well.

I have a one billion dollar bill from Zimbabwe, which is worth fifty cents in American currency. There is an entire generation in the country that has been lost to AIDs. The misery of that small country is beyond imagination. It is a clear example of Black African leadership in Africa, so lets try that here. Maybe Obama can bring some of his pals and relatives over to run the national security agency that he’s hot about starting.

Ed, I just find it interesting that of all the cases where the redistribution of wealth by the government has gone terribly wrong (and I could think of quite a few from Cuba to the Ceausescu-era Romania, from East Germany to North Korea) you chose to make a “case study” of a country where the robbers happen to be black and the robbed tend to be white. All this in an effort to discredit the economic plans of a black guy running for POTUS.

I moved to a state where you need a permit to possess a firearm and sold my weapons before the move. Saturday, I signed up for the course for a full permit to own, carry and carry concealed. The way the Obama nation is pushing race, you need to be armed to protect your home and family. If they will shoot up a political bus, they will be firing at the rest of us soon enough. Elections come and go, but no matter who wins or loses this year, MILLIONS of adult men and women are going to vote based on this kind of ‘logic’. How can freedom possibly survive in the face of such monumental stupidity?

This is the economic equivalent of hearing someone say “two plus two is unfair!” If it was a five-year-old kid, you could just ignore his silliness and patiently try to explain to him how the world works – starting completely from scratch.

But when fully grown men and women who were raised their entire lives in this country are saying stuff like this it’s not just a question of ignorance. They can’t be fixed; there’s no reason to assume they can eventually become productive members of society.

And when people like this achieve POWER, what hope is there for America’s future?

I agree with you, as do most on here, that liberal ideology and public policy are to blame for the situation, however, the Republicans are just as guilty when it comes to the bailout, which was a most unwise, unconstitutional and pork-laden bill. “Conservatives” would be wise to care more about being “right” than trying to bail water out of the sinking Republican ship, a ship that is being sunk by Republicans alone. The media doesn’t need to do anything: McCain and Bush are doing a good enough job on their own in destroying the GOP (i.e. immigration, size of government, etc.)

nobody here should compare Zimbabwe to the US. I’m African, and that is not a good argument to make. When 4% of white zimbabwe’s own 70% of the best lands, there is no way to tell me to feel sorry for them. The point is that the white’s took all these lands from black residents a long time doesn’t make it ok for them to keep it. This is the legacy of colonialism, and black Africans are very sensitive to this, cus many of the issues in Africa today were created by colonialists who made countries and drew borders out of thin air.

Please let’s not confuse issues here…i’m as conservative as they come, but I know injustice when i see one.
