Soviet document shows Biden sold out human-rights concerns

According to internal Soviet Union documents from the SALT-2 negotiations in 1979, Joe Biden effectively told Soviet negotiators not to worry about American rhetoric about human-rights concerns.  In fact, Biden also told the Soviets that the Senate didn’t really care about European security, but only in giving the appearance of caring about it.  Vladimir Bukovsky and Pavel Stroilov parse the dispatch from the deputy head of the International Department of the Communist Party of the Soviet Union for Front Page Magazine:

The delegation did not officially raise the issue of human rights during the negotiations. Biden said they did not want ‘to spoil the atmosphere with problems which are bound to cause distrust in our relations.’ However, during the breaks between the sessions the senators passed to us several letters concerning these or those ‘refuseniks’. …

Unofficially, Biden and [Senator Richard] Lugar said that, in the end of the day, they were not so much concerned with having a problem of this or that citizen solved as with showing to the American public that they do care for ‘human rights’. They must prove to their voters that they are ‘effective in fulfilling their wishes’. In other words, the collocutors directly admitted that what is happening is a kind of a show, that they absolutely do not care for the fate of most so-called dissidents.

In the same conversation, Biden asked us to ensure that senators’ appeals on those issues are not left unanswered – even if we just reply that the letter is received but we cannot do anything.

The “refuseniks” were Soviet Jews who had applied for exit visas to either Israel or the West, but got refused, usually for trumped-up charges.  Many people may not recall that the Soviets didn’t allow people to leave their “workers paradise”, which meant that those wanting to leave had to defect while traveling on false pretenses or convince the Soviets that they’d be better off without them.  The Soviets had continued the Russian tradition of persecution of Jews, and the “refuseniks” became a huge international controversy.

When the delegation went to these SALT 2 negotiations, the Democrats especially, they made a lot of noise about holding the Soviets accountable for their human-rights abuses.  If this document accurately represents the discussions, then Biden and Richard Lugar betrayed the refuseniks and their own rhetoric in a particularly cynical and callous way.  Biden even described the best way for the Soviets to address the issue in a manner that would let everyone off the hook for it.

Does this document really reflect the record?  Vadim V. Zagladin wrote it contemporaneous to the talks, and transmitted it as a highly classified document to the Kremlin.  In fact, it’s still technically classified, but it escaped scrutiny during the initial collapse of the Soviet Union, and the two authors discovered it in Gorbachev’s library, where Zagladin works now.  Bukovsky and Poilov point out that Zagladin would have been taking a risk in painting Biden and Lugar as sympathetic even to a small degree to Soviet concerns about dissidents.  Soviet agents could certainly have used that information against both men later, and if the Soviets tried and found out Zagladin lied about it, his career would have come to an abrupt end in Siberia or some other equally unpleasant final destination.

In April 1979, Jimmy Carter had already notoriously kissed Leonid Brezhnev’s cheek and declared that peaceful coexistence should be our policy with the Soviets.  He badly needed an arms treaty to demonstrate that he wasn’t being completely feckless in the Cold War, and the refusenik situation complicated that.  Biden and Lugar may have wanted to clear the talks from all other considerations, which might make sense, except for the rhetoric of Biden and Carter on human rights and their criticism of previous administrations for ignoring the issue in past negotiations.  Biden and other Democrats would make that same criticism through the Reagan administration, right up to the collapse of the USSR.

I’m sure it DID happen and in the context of the moment seemed like the pragmatic thing to do. That’s what happens when one bases decisions on the present set of circumstances instead of over-reaching principles.

It’s also why I think the current Congressional/administration bail out of corporations is a betrayal of the public trust.

To me, Gallup is an outlier…+11 is just crazy…it also takes into account registered voters, which, when you consider the Acorn effect, is just too heavily skewed…I just can’t buy it.

This is a close race and McCain hasn’t played his hand yet. I think he may go all in at the next debate and “get in Obama’s face”. I also think that Obama has nothing left to play…want to talk character? Sure we can do that Obama!

While not a deal breaker, I feel that this information will be very powerfull in certain groups of voters, and fortunately many of these voters can be found in current swing states. This needs to be made into an ad immediately.

Jews and the bitter, clinging to guns types will not take kindly to this kind of betrayal.

By the way, other Soviet documents that have been written about before have indicated that Jimmy Carter, Tip O’Neill, and Ted Kennedy all appealed to the Soviets directly and indicated a willingness to collaborate in order to undermine Ronald Reagan in the elections of 1980 and 1984.

We need to connect the dots. Ayers shows not that Barack was a terrorist, but that he coddled and snuggled to former terrorists and radicals in order to climb the ladders of success in Chicago Democratic Politics. Biden’s actions and history show was a weak second in command he really is. Similarly, McCain needs to connect the dots on Obama’s tax policy:

Exactly how Americans worried about the economy can truly believe we can tax our way out of a recession is a mystery, but that is what Mr. Obama is peddling and that is what Mr. Obama voters are buying hook, line and sinker.

But not everyone. Listen to what University of Maryland economist Peter Morici, a sharp critic of the Bush administration’s economic policies, says about Mr. Obama’s plan: “Obama’s tax and redistribute policies will not resurrect jobs, wages or the price of stocks in American retirement accounts. … Obama’s policies may make economic conditions worse,” he said this week. “His platform is full of platitudes and generalizations but not enough substance.”

This chaps my behind.

I marched in Washington for the Soviet Jews in the late 1970s and early 1980s. I participated in the “Captive Nations Week” in 1978, during which we were called losers and crazies by the Carter people for supporting the notion that Ukraine, Georgia, and Belarus were real nations that were being strangled by the USSR and deserved our support.

Ronald Reagan put the lie to the premise that we could do nothing for the Soviet dissidents and we just had to swallow its human rights abuses for the sake of “peace.” Thank God this country had the sense in 1980 to throw Jimmy Carter out.

Do not forget that Jimmy Carter’s national security advisor at that time was Zbigniew Brzyzinski. He is now a top advisor to the Obama canmpaign. This is the kind of “realpolitik” we can expect from these clowns. Nobody should doubt that they will be doing similar “negotiating” with Iran and North Korea.

Buchanan, and a Democratic candidate for Ambassador to New Zealand. All of those folks paid even though they lost the election or did not get the appointment. That type of work is very demanding and very tedious because your efforts are scrutinized by Congress. Biden did not care. I am on the Board of Directors of a company that owns a majority position in a private jet management company in Northern Virginia. They manage jets for businesses and rich folks. They also charter planes to the public. This past winter John Thompson chartered over $250,000 worth of air time. He paid every penny. Joe Biden, in his latest unsuccessful run for President, chartered over $150,000 worth of air time. He PAID ZERO. He continues to refuse to pay stating his race is over and he is out of money.
He never once complained about his flights. Joe Biden is a rich man. He could pay. Joe Biden is a liar and a cheat. I know it first hand. Character is what life is all about. Joe Biden is a man of bad character and sets a bad example for America. I feel compelled to share this dark side of a man who asks for your vote and trust.

Biden’s actions are typical of Democrats. They profess to strongly believe in something, but their actions (especially those they think they can keep hidden) belie their words.

Biden and Obama both say that Americans need to be more charitable. Obama cites a lack of charity as this nation’s greatest moral failing; Biden claims his Catholic faith taught him it’s his moral obligation to help the less fortunate. But a look at their tax returns tells you all you need to know about their charitable actions, as opposed to their professed beliefs. The Bidens give less than half of one percent of their income to charity, and the Obamas are not much better. Obama made over $4 million last year, yet does nothing to help his own brother, who lives in a shack in Kenya, barely subsisting on $12 a year.

Hypocrisy thy name is Democrats.

This shows that Obambi is consistent in choosing his mentors. Ayres, Wright, Pfleger and, finally, Biden their common traits being egotism, bombastic rhetoric and crypto-socialistic political orientation.

I believe Biden would sell his own dear mother out to the commies. Ted Kennedy went to Moscow in the 80s to tell the Ruskies how to undermine Reagan in the US and European public opinion. Seems that Biden got a head start on Kennedy, or went with Kennedy’s blessings.
I know that the dems will say this is a distraction that doesn’t help Michelle’s kids, and the Jews will vote 85 percent democrap this election, but don’t say you haven’t been warned.

Does it surprise you that Biden would act this way? Biden is a natural partner to Obama in terms of people who would sell out the United States.

As a Jew, and a New Yorker (Brooklynite to be precise), I cannot for the life of me comprehend any of my co-religionists voting Obama/Biden, let alone Democrat. The greatest friends the Jews and Israel ever had in the White House were Republicans, James Baker notwithstanding. Especially George W> Bush.

By the way, one of the refuseniks that Biden pissed on was Natan Sharansky, who eventually was freed and became a dynamic and effective Israeli politician. He also has written a must-read book: “The Case for Democracy.”
Now here’s a man whose shoes Biden is unworthy to lick.

I do not know the date of the letter. I believe it is a few years old. I received this from a Mccain Democrat in an email.

It is listed on Snopes as undetermined. Snopes leans left so isn’t very forthcoming when Democrat sins are brought up.

I wrote to the accountant and asked of this was true or not.
I have not heard back.

His website is there and is accurate.

Seems most are missing an important link here. Jimmy Carter is a demonstrably virulent anti-semite. To the point that one of his closest and important advisors resigned from his foundation board. Jimmy Carter was the worst president of the 20th century, and IS the worst ex-president ever. One of the commentors noted how well he handled things re dumping the Shah for the religious fanatics that now control Iran. What also should have been noted, is that the illegal takeover of the American embassy in Tehran was AN ACT OF WAR, and Carter did NOT treat it that way. As with all serious problems, he wrung his hands incessantly engrossed in internal turmoil because he had no real overarching principles with which to inform his decisions. He is/was a typical lefty, totally emo and zero rational reasoning about actions and consequences. Nothing but hope without a clue. Sorta like 0bama.

Much too tepid. In fact it demonstrates that Biden is a typical anti-liberation, two-faced, liberal. No doubt those great American patriots and professional journalists Gibson and Couric are all over this story.

Books by refusnik leader Natan (Anatoly) Sharansky are definitely well worth the read: Fear No Evil, about his imprisonment in the Soviet Union; The Case for Democracy; and In Defense of Identity.
