Open thread: Senate bailoutmania! Update: Bailout passes, 75-24

The vote’s set for 7:30 ET on C-SPAN, assuming the windbaggery on the floor is finished by then. It should pass with 70+ votes, three of which will come from McCain, Obama, and Biden. Will it pass the House on Friday? All signs point to … no:
House Majority Leader Steny Hoyer said Wednesday he was “personally disappointed” that the Senate added a package of tax breaks to the bailout bill.
However, Hoyer said he had spoken to House Minority Whip Roy Blunt “four or five” times on Wednesday and expressed hope that they could come to an agreement on the bill.
Tapper delved into this a bit further earlier today:
While the Senate will pass its version of the rescue bill with more than 70 votes, according to Senate sources, Senators have taken the partisan bickering over the rescue bill and added a stalled disagreement over a separate issue — “tax extenders,” or extending various tax relief provisions that are due to expire — into the mix…
But some conservative Democrats have expressed serious concerns about the fact that extending these tax cuts is not being paid for in the budget. Adding the provision may attract House Republicans, but it could alienate these fiscally-conscious Democrats, causing them to abandon the 140 House Democrats who voted for the bill to join the 95 who voted against it…
The implication: not only will Boehner need to provide the entire 13-vote margin that the bill lost by on Monday, but also that the addition of the unpaid-for “tax extenders” could cause up to 17 Democrats who voted for the bill Monday to walk. If not more.
Will the Senate bill clear the House? Will the economy be rescued? Will your humble correspondent succeed in his reckless gambit to hold onto his retirement portfolio until the bailout passes and the market spikes, whereupon he’ll duly unload his shares before the S&P inevitably tanks? Tune in tonight for episode one!
Update: The bailout clears its first hurdle, 75-24, and an anxious blogger lowers the revolver pressed to his temple. Tomorrow night: Russian roulette, as Palin takes the stage against Biden and the House tries to choke down this fat, greasy piece of pork. If it doesn’t? Expect Pelosi to come back with a third iteration of the bill even less palatable to conservatives than this one was. Something’s going to pass soon; we might as well get the best deal we can.
Check here soon for the roll of glory reluctance!

It’s scary when you hear big financial gurus say “we’re either headed for a runaway inflation or possible depression.”
And I’m having trouble trusting ANY of these folks these days. Especially when the DOW isn’t tanking very badly and gas prices dropped. I don’t know what to believe, I feel like a pawn in the oligarchy’s chess game.
Lame.

Several dozen Senators have said this:
“THis bailout is not about Wall Street but Main Street!
Main Street DOES NOT WANT this bailout but Wall Street DOES WANT this bailout!
So who are all these Congress critters representing; Main Street or Wall Street?
Bailout of credit card companies next month… how much will that cost?
Now that Congress can be forced to reward failure with a life raft what message does that send to the Business Leaders of Tomorrow?
IntheNet on October 1, 2008 at 7:13 PM
This bailout is wrong. It is wrong on so many levels that it makes me sick to hear the crooks on Capital Hill even open their sewers to tell all us rubes why we need it. The market works. Our government has a long and illustrious track record of failure. I cannot help but think that we are near the end of this country – it cannot go on like this. It just cannot.
King of the Britons on October 1, 2008 at 7:13 PM
Why is using good material against Obama always beneath McCain?
I see what people meant by Captain Queeg now.
It has dawned on me that McCain does not actually want to be president. Perhaps that has only recently dawned on him.
What a pathetic campaign. Meanwhile, America is burning. The next four years are going to be the worst acid trip in American history.

thuja on October 1, 2008 at 7:14 PM
Because they expect this one to pass.
That was when the first one failed — a global depression means much lower demand.
Don’t be a fool. If this doesn’t pass, we’re all screwed.

Mark1971 on October 1, 2008 at 7:14 PM
You know the McCain campaign is buying the farm when Hot Air has fewer major topics on the presidential campaign.
On the bailout, at this point it doesn’t matter. Once Obama takes office 50% of the money will be stolen or given away to cronies, but it will still have some stimulus effect on the economy, and thus will help.
McCain will be voting against every spending bill while he continues to serve in the Senate, because of all the earmarks.
This is hell.
Come on, McCain! Do something.

db on October 1, 2008 at 7:21 PM
Any bailout bill must include the following: 1) much greater emphasis on free-market solutions 2) Paulson must be fired. Not asked to resign. Fired! 3) A Special Prosecutor must be appointed to investigate and bring to justice “all”, in and out of government, who caused this.
And what I’d like to see? Some brave Republican calling for Nancy Pelosi to step down. Reason? She’s far too partisan to lead and we need leadership. She proved that after her little speech the other evening. DD
Darvin Dowdy on October 1, 2008 at 7:21 PM

I see a trap. If this thing is laden with pork and earmarks,,, might both Obama and Biden vote against it at last minute while McCain votes for…pork and earmarks!
That would not go well for McCain!

BuckeyeSam on October 1, 2008 at 7:24 PM
So you want even more days spent posturing and finger pointing (and, like Pelosi herself, losing more votes for any eventual solution) instead of backing the global credit market off the cliff right now?
Brilliant idea.
McCain is, in this case, much smarter than his base. You have to stop the bleeding before you can go into political attack mode.

A small part of Ronald Reagan’s Farewll speech,,
posted earlier by winemkr on September 29
Well, back in 1980, when I was running for President, it was all so different. Some pundits said our programs would result in catastrophe. Our views on foreign affairs would cause war. Our plans for the economy would cause inflation to soar and bring about economic collapse. I even remember one highly respected economist saying, back in 1982, that “The engines of economic growth have shut down here, and they’re likely to stay that way for years to come.” Well, he and the other opinion leaders were wrong. The fact is what they call “radical” was really “right.” What they called “dangerous” was just “desperately needed.”
And in all of that time I won a nickname, “The Great Communicator.” But I never though it was my style or the words I used that made a difference: it was the content. I wasn’t a great communicator, but I communicated great things, and they didn’t spring full bloom from my brow, they came from the heart of a great nation—from our experience, our wisdom, and our belief in the principles that have guided us for two centuries. They called it the Reagan revolution. Well, I’ll accept that, but for me it always seemed more like the great rediscovery, a rediscovery of our values and our common sense.
Common sense told us that when you put a big tax on something, the people will produce less of it. So, we cut the people’s tax rates, and the people produced more than ever before. The economy bloomed like a plant that had been cut back and could now grow quicker and stronger. Our economic program brought about the longest peacetime expansion in our history: real family income up, the poverty rate down, entrepreneurship booming, and an explosion in research and new technology.

Will the Maverick stand up and lambast the earmarks in this bill? Will he vote no as a consequence? I think it behooves him to point the finger BEFORE the vote and vote no.
el hombre on October 1, 2008 at 7:38 PM
Levin shows are also available for free through iTunes.
RushBaby on October 1, 2008 at 7:42 PM
I hope he does point them out, and if he has to vote yes, then he has to say something like; When I’m President I will get rid of earmarks, it’s a shame that people on both sides have decided to add earmarks to such an important bill. This practice will not be tolerated when I’m president, but since this is the bill before me I have no choice but to vote yes, and to those who added the pork you should be ashamed and you should be held accountable.
Of course I would rather him vote no, but I don’t think that will happen.

Can the Democrats contain themselves of not ranting on the Bush administration long enough to get this passed, or will they wait for later?

If Obama wins with Congress controlled by Dems, you can expect more of the same.
Notice that in all of this discussion about a bailout there has been little mention of any plans to jump start the economy. One way to do that would be to begin exploiting US energy resources.
With Obama as POTUS you will see nothing but government expansion, higher taxes, higher unemployment and economic decline.
Too much damage can be done in four years with complete Dem. control. It will take decades to undo what they put in place even if there is a will to do so.

There is no bailout bill, per se. It is a bailout amendment attached to HR 1424, which has been floating around since last year. In other words, the bailout is the pork in HR 1424.
“On 10/1/2008, the Senate plans to use H.R.1424 as the vehicle for the economic rescue legislation. (See Senate Majority and Minority notices and documents from the Senate Finance Committee and the Senate Banking Committee.). “
