Breaking: Bailout bill fails, Dow roller-coasters; Update: Pelosi speech added

posted at 2:00 pm on September 29, 2008 by Ed Morrissey
Share on Facebook | printer-friendly

This has to be considered a shocker.  The bailout bill failed in the House, and it wasn’t especially close.  The final tally was 207-226, with Democrats supporting it 141-94, while Republicans opposed it 66-132.

How did the markets react?  Initially, with panic.  Dow dropped from around a -290 to more like a -660, but then recovered within minutes to a -400.  Within a few minutes after that, it rose a little further to about -360, a 300-point gain, but it continued to go up and down, and probably will all day long.

What does this mean?  The Senate can always initiate their own version of the plan and re-send it to the House, but that will take some doing.  Can Republicans change their votes after taking this kind of stand?

If it stands, it will be a repudiation of the leadership in both House caucuses and the Bush administration.  Pelosi couldn’t hold her caucus together, and Boehner, Cantor, Blunt, and Putnam will find themselves in the minority of theirs.

Update:  I guess this puts lie to the notion that an agreement existed before John McCain went back to Washington.  They got more Republicans today than they had last Wednesday, and it still didn’t pass.

Update II: Here’s the speech that probably killed the agreement. Pelosi blamed the collapse on George Bush and a lack of regulation, and called Republicans hypocrites for cheering free-market principles.

Media mantra is the American people are too stupid to know how good this bailout is for them. Chrissy the spitter Matthews is in full blame McCain mode. Nothing unusual there. When he and The Tack Olbermann are upset about this, we can only assume the failure is a good thing.

The House server is apparently down. I would love to call for Pelosi’s resignation but my guys a Republican. I might be scared about what the future holds but I was so bummed about this passing. Pretty stoked for the moment though.

Cindy Munford on September 29, 2008 at 2:56 PM

You should hear Chris Matthews on MSNBC MSLSD. “John McCain said he’s the leader of his party but clearly he doesn’t have control of his party. He should have…”
NightmareOnKStreet on September 29, 2008 at 2:48 PM

Matthews is right.

This “yay, conservatism won the day” rhetoric is just awful. I believe in markets, too, but the fact is that something must be done very soon or we could be staring at economic doom. That’s not just me talking, either: virtually EVERYONE across the political spectrum – from Gingrich, Boehner, and the Heritage Foundation to various Democrats, Warren Buffett, and all sorts of bankers and financial types – have said that the economy will implode if something isn’t done very soon.

The markets have held on for over a week now because everyone believed a solution was just around the corner. Now that’s in doubt and the Dow is down over 600 points. Would other solutions have helped? Perhaps – but I don’t see any competing proposals that are radically different. Now, time is up.

The House GOP chose to work off the Paulsen plan and cut the best deal it could. It made some significant improvements to the bill and took the Democrats’ socialist “gimmes” out. The leadership (both Republican and Democrat) announced the bill was a done deal on Sunday. McCain said to vote for it. And now the House GOP threw a temper tantrum because Nancy Pelosi gave a partisan speech??? It’s a total collapse of leadership on the GOP side.

(Yes, Pelosi didn’t muster votes to pass it, either, but she can always fall back on the argument that the Democrats would not pass the bill without bipartisan support.)

This is unbelievably irresponsible.

Outlander on September 29, 2008 at 2:57 PM

I just knew my cowardly Rep would vote AYE….and sure enough he did. John Tanner, what a waste. I detest living in a Dem district!! :(

dustoffmom on September 29, 2008 at 2:57 PM

Democrats with brains, now is the time to take your party back from the likes of Nancy Pelosi and Barny Frank.

Vote her out as speaker.

Senate do the same.

Get a real deal done.

Yours ever true,

Dave Rywall on September 29, 2008 at 2:58 PM

Did she deliberately destroy any chance she had for the bill to pass, or is she just stupid?

rockhauler on September 29, 2008 at 2:54 PM

She is so enthralled with her own brilliance she foolishly thought she had the luxury of kicking the President in the groin with impunity. My heavens, she is one ugly person.

The GOP is now free to go on the attack and offer real reform and a permanent solution. This will only work, however, if McCain and Co. get on board.

T J Green on September 29, 2008 at 2:59 PM

Pelosi has mush (s#hit) for brains and has truly shown just how incompetent she is. Dems must have new leadership and maybe this will be one of the last nails in her coffin.

dman232 on September 29, 2008 at 2:59 PM

We need a new Treasury Secretary. Anyone advocating the gov’t take over of horrible private enterprise practices needs to have his head handed to him. Until we have a program that lets some enterprises fail we will not get a truly viable fix.

Fuquay Steve on September 29, 2008 at 2:59 PM

Ok, after watching this, I’ve totally flipped positions.

The GOP should vote this bill down, and should continue to vote down any bailout bill unless it has huge concessions such as immediate repeal of Community Reinvestment Act.

Make Pelosi and her Democrats own this legislation. They’re the majority.

My guy voted NO. But then so did Shelia Jackson-Lee so I think a lot you whining about the Republicans might want to give the Roll Call a look.

hus in practice Capitalism breeds a collectivist theory which leads to a servile state. The transition to socialism follows the line of least resistance because nothing really changes when the state buys up the waterworks or the rail lines. But socialist practice does not really mean socialism. In practice, socialism merely means increased regulation, a solution that appeals to both corporate interests and socialist “reformers.” Although the rhetoric is different, the results are the same. The “socialist” reformer continues to pile regulations on top of big business, a situation big business is more than content to see, because in return these regulations serve as entry barriers to potential competitors and thereby guarantee greater security from competition and hence greater security of profits. In turn, the capitalist becomes increasingly responsible for the welfare of the workers in return for a greater security of property and profits. In the end, you have neither socialism nor Capitalism, but servility, the servile state. The practical result of all of this is an increasing dependence of workers on the government and corporatist solutions. Health care, unemployment insurance, and retirement benefits pass from control by the individual to control by the corporation or the state.

Never trusted the explanations or the agenda coming from the 9% gang. And the only emergency I noted came from dangling a trillion dollars in front of congress and expecting anything other than a feeding frenzy. I imagine when this bill reached its final form, congress would have had us buy into a trillion dollar earmark wrapped around a pork center with a couple of dollars left over for the intended purpose.

eeyore on September 29, 2008 at 2:34 PM…got that right. Any second now.

I swear, if ’save the planet’ Pelosi and her friends were drowning at sea and you threw out both an anchor wrapped in hundred dollar bills and a life preserver, they would meet Davy Jones. Every. Time.

But for today at least, sanity has prevailed. Hallelujah!

FoxNews has the roll-call up. The leaders of the Republican delegation to the compromise all voted Yea: Boehner, Blunt, Cantor, Putnam, as did Democrat leaders Pelosi, Hoyer, and Barney Frank.

Republicans Hensarling, McCotter, Pence, and Shadegg all voted Nay. Strangely enough, Tom Tancredo voted Yea, but the Maverick of Mavericks Ron Paul voted No.

CP on September 29, 2008 at 3:06 PM

You can watch most of Pelosi’s pre-vote speech on Brietbart:

Pelosi Attacks Bush, Praises Clinton Surplus Prior to Vote on Bailout

Compare Speaker Pelosi’s speach to the quiet, statesmanlike talks by Senator McCain. This was not a speech designed to reach across the aisle, except with a bludgeon.

The Democrats are putting on a highly partisan, Party before Country, drama, and the MSM seems to be going along with it.

In the meantime, while Democrats fiddle, another collapse is taking place in our financial markets.

It seems now that unless the Democrats can put aside their partisan agenda and actually work with republicans, no bailout will pass. And, the rest of us will be left to see how deep & broad this economic crisis will take us.

Let’s all meet again on Wednesday.

JoeBrooks on September 29, 2008 at 3:12 PM

If Nancy thinks it’s a winning strategy to tell the American public that the Republicans stopped her from spending $700 billion, I say let’s buy her an hour in prime time.

Ronnie on September 29, 2008 at 3:13 PM

Wait.. wait for the praise of The Messiah’s help in this…..

have a shot ready…

Mcguyver on September 29, 2008 at 3:06 PM

You’re right. It was yesterday when Osama Obama claimed credit for getting it through.

My representative — Rohrbacher — voted no. So for once, I can see an instance of my vote making a difference!

MrScribbler on September 29, 2008 at 3:13 PM

Barney understands that this government intervention will impede our freedom? But disagrees with it?

Why mention it then?

Man!!!!!!!!!!!!
The phone lines must’ve been burning nuclear!!!!

Mcguyver on September 29, 2008 at 3:13 PM

Check the democrats voting no. I’m hearing they voted no because the slush fund to ACORN was removed.

Sue on September 29, 2008 at 3:08 PM

Wait….wait…
are you suggesting that the democrats who didn’t get their extortion payoff deliberately tried to throw the US Economy into chaos?

rockhauler on September 29, 2008 at 3:13 PM

Wondered about this the other day–I don’t think the Dems CAN push their agenda, there’s too much resistance from their OWN.
Good sign here, maybe there are enough honest Dems to enable REAL bi-partisan legislation.

irongrampa on September 29, 2008 at 3:14 PM

This is unbelievably irresponsible.

Outlander on September 29, 2008 at 2:57 PM

You know what is irresponsible?

Loaning money to people who can’t afford to pay it back. Letting people who can’t afford things have them based on some PC BS!

That’s what’s irresponsible.

I shouldn’t have to pay their bills and my own at the same time!

catmman on September 29, 2008 at 3:14 PM

Pelosi speaking now, whining that Democrats delivered their votes but Republicans didn’t, so this “bipartrisan” effort was defeated.

If the Democrats had delivered their votes, she wouldn’t have needed any Republicans. That’s what majorities can do, when they’re properly led.

But some of the Democrats were probably getting lots of incoming fire from their constituents…

Steve Z on September 29, 2008 at 3:14 PM

Pettiness…oh please, Barney. Do you listen to yourselves….the nerve.

HornetSting on September 29, 2008 at 3:15 PM

The Dems that voted against it thought they had political cover inside their own party. Because the bill came stripped of all the pork for their communities they voted against it thinking it would pass with repubs yet they could still chest thump in their districts for voting against Wall Street.

They want that money for ACORN and LaRaza–they had it spent before it got stripped. If the bill had those provisions it would have been unanimous. Now they could care less about a crash.

patrick neid on September 29, 2008 at 3:15 PM

Hilarious speech by Pelosi. I see that my vitriolic criticism of this pig was grossly understated. She is illiterate and insane.

She is repeating the absurd lie that “Bush” somehow squandered a “$5 trillion” surplus created by Clinton. Nothing could be further from the truth, of course, and the previous budget and this housing crisis have nothing whatsoever to do with each other, unless you subscribe to the theory that the phony surplus was the short term product of the housing orgy, and that this crisis is the long term product.

She should be impeached, and then whipped.

Jaibones on September 29, 2008 at 3:15 PM

The GOP ought to try explaining to Wall Stre… Main Stree… anyone how they decided to defeat this bailout because of hurt feelings.

YYZ on September 29, 2008 at 3:16 PM

Ms. Pelosi is doing her best to put the blame for over spending on Bush, but of course its Congress that has the power of the purse, not Bush. Madam Speaker, if you have been unhappy with how the dollars have been spent then you should have done something about it, that’s your job.

Maxx on September 29, 2008 at 3:16 PM

He’s so effing nauseating.

And will someone wipe that s#$% eating grin off Pelosis face?

BallisticBob on September 29, 2008 at 3:16 PM

NINETY-FOUR, NAN. They abadoned you.

HornetSting on September 29, 2008 at 3:11 PM

Yeah! And your hair looks greasy today!

Domino on September 29, 2008 at 3:16 PM

ninjapirate on September 29, 2008 at 3:02 PM

Distributism? I just recently heard of it when looking into G.K. Chesterton, who claimed to be a Distributionist. Chesterton was pretty sharp, maybe it’s worth considering.

zmdavid on September 29, 2008 at 3:16 PM

OCD Nancy Pelosi is an Obessive Compulsive I am convinced this WOMAN cannot control herself. This was the Democrats who are responsible for this Crisis they were the ones Blocking Regulation of Fannie Mae and Freddie Mac. They got some kind of nerve they know this was their mess. There Experiment with Social Engineering and Giving people who can’t afford house loans. Then Foreclosing on those same poor people oh but their banking buddies made their millions. And they contributed to their Campaign Coffers. What about Chris Dodds sweetheart loan deal. How about Jim Johnson and Franklin Raines? Huh Nancy, what about them. The real reason we are in the Financial Shape we are in. NOTE to Nancy Pelosi the American Electorate has not been dumbed down this far. I know you did your best to keep a lot of people in failed school system but still even they know what you all did. Barney Franks,Chris Dodd, Maxine Waters if you all had any decency you would RESIGN.

Dr Evil on September 29, 2008 at 3:16 PM

Pelosi on the press conference right now saying Democrats “more than held up their end of the bargain.” If that were true, then they’d have their damn bill right now. As it was, 94 Dems didn’t think enough of Pelosi’s “bargain” to vote for it.

Pelosi is a a disgrace, as is everybody else on that podium right now: Hoyer, Frank, Immanuel and the rest. A room-sized tactical nuke strike would actually go a long way toward solving our problems right now.

greggriffith on September 29, 2008 at 3:16 PM

Pelosi could not even speak for herself…..Way to go Barney….set the womens voice back into the stone ages

Rovin on September 29, 2008 at 3:16 PM

My man McCotter was against this monstrosity!

lodge on September 29, 2008 at 3:16 PM

While listening to Rush on the way home a few minutes ago, I had a rather bizarre thought…you don’t suppose the Democrats engineered this whole failed vote for just this reason…the plastering on of “blame the Republicans” rhetoric, complete with clever retorts and righteous indignation, in order to advance their real agenda?

uncivilized on September 29, 2008 at 3:16 PM

94 Dems voted no and 132 Repubs. How is this then a “partisan” issue?

Jaibones on September 29, 2008 at 3:17 PM

Please … I beg you, stop with the subliminal messages….

Mcguyver on September 29, 2008 at 3:09 PM

I was in a hurry because I had to throw up! Sorry.

Pelosi, Frank, now Rahm Emanuel. Who are these people?

BuckeyeSam on September 29, 2008 at 3:18 PM

Damn.

DJIA down 6oo+

BallisticBob on September 29, 2008 at 3:18 PM

We are being told that we are doomed if we don’t get this bailout and we are told by most experts that there is no certainty that it will work even with the tax-payer infusion…..my,my my, what a pickle!

Well, my vote is pass the bailout even though government and corporate irresponsibility has cost millions of Americans dearly. But the most important thing I want to see happen is a taxpayer backlash/revolt the likes of which has never been seen! We do need to see Pelosi’s Frank’s Reid’s head on a stick (figuratively). many in Congress need to lose their jobs….impeachment on a grand scale including any Republican involved. Bail out the institutions but sack the personnel and leave the major players penniless…teach them all a lesson!

Please, let’s not ALLOW this to happen again. Hopefully the American electorate will wake up…myself included.

Goodeye_Closed on September 29, 2008 at 3:18 PM

Well, I guess ninety-four democrats were petty too….about Nan’s speech.

2/3 of the dumocrats…you didn’t get them all….TOO BAD FOR YOU, now, can we now try to REALLY help the American people and create a REAL solution to the problem.

Nan, please go wash your face, the Botox is seeping.
Barney, eat it.

HornetSting on September 29, 2008 at 3:18 PM

uncivilized on September 29, 2008 at 3:16 PM

Based on the Dem presser, it’s hard to argue against that.

140 + 90 = 230.

Even if the GOP is evil, the bill still should have passed.

yo on September 29, 2008 at 3:19 PM

She is repeating the absurd lie that “Bush” somehow squandered a “$5 trillion” surplus created by Clinton.

Jaibones on September 29, 2008 at 3:15 PM

Yeah, I am still trying to get my head around the fact that Clinton had these great surpluses, yet our national debt increased every year. I must not be very good at budgeting.

Vashta.Nerada on September 29, 2008 at 3:19 PM

Hey, my retarded Dem Representative Jesse “Kung Fu” Jackson voted against this turd. Must be because of the ACORN bitch-slapping he got. Douche.

Jaibones on September 29, 2008 at 3:19 PM

My man McCotter was against this monstrosity!

lodge on September 29, 2008 at 3:16 PM

I saw him on C-SPAN on Saturday night; he was outstanding. Too bad he was speaking to an empty chamber. Now, he’s a real American.
