House GOP rejects latest bailout proposal; Update: Pelosi wants deal in principle by tonight

posted at 4:09 pm on September 27, 2008 by Allahpundit

Too many ornaments on the left’s Christmas tree, with the star on top being Chris Dodd’s preposterous proposal to make sure ACORN gets a cut of the income from each distressed asset sold at a profit even if distressed assets in the aggregate are sold at a loss. They’ve got a little more than 24 hours to pass a bill before the markets in Asia open Monday; Roy Blunt thinks if they don’t have it done by then, there won’t be a deal until late next week. Any problem with that? Read Bill Kristol’s latest at the Standard and have a paper bag handy, as you’ll need it to breathe. Publicly, at least, Fortis denies it’s at risk of going under and claims it has liquidity to spare. Kristol claims two sources who say otherwise and foresees bank runs in the U.S. from the shockwave if it happens — bailout or no bailout. (Roughly half of all Belgian households have accounts with Fortis, according to Reuters.)

We’ve reached the point where even the Journal is sufficiently worried to beg for relief:

No one tried harder than we did to avoid arriving at this pass, but now that we’re here our vote is that this government intervention is justified to defend the system…

The libertarian blogs are full of tut-tutting that the economy has held up surprisingly well, and for a year we’ve been arguing the same thing. But there’s no guarantee this will continue, especially as unemployment climbs and as evidence grows that banking distress is squeezing credit to small and big business alike. Credit spreads over Treasurys are back at agonizing levels, as investors and lenders flee from even plain vanilla risks.

Nobel economics laureate Gary Becker is no alarmist, but this week he wrote on his blog, “I have reluctantly concluded that substantial intervention was justified to avoid a major short-term collapse of the financial system that could push the world economy in a major depression.” Anyone who thinks that capitalism will fare better after a crash should recall that the 1930s didn’t end politically until 1980…

The Paulson idea also seems better than the “insurance” plan for bank assets that House Republicans are now proposing. That idea would still put taxpayers at risk if the assets fall in value, but with little potential upside. Meanwhile, the assets would remain on bank books, making it that much harder for banks to raise private capital and resume normal lending.

The House GOP intervention may still be fortuitous if it focuses on killing the many Democratic ideas that are making the Paulson plan worse.

Indeed, which raises the question of why Dodd et al. are demanding handouts to ACORN when there’s a developing national emergency to deal with. As I’m writing this, Bloomberg is hitting the wires with a report that progress has been made on a deal and that Reid and McConnell are optimistic it’ll be struck tomorrow, with Bob Corker quoted as saying House GOP resistance is “thawing.” Let’s hope. If you follow only one link here, make it this AP history of recent government bailouts in Sweden and Japan explaining why even well-managed recoveries mean multiyear downturns. We’re in for a bad stretch, even if it’s not — knock wood — a catastrophic one.

Update: I’m not much in the mood for blame right now but people are sending this around and it’s as good a post as any to update with. Barney Frank has a star turn, as usual.

Update: Pelosi wants something to look at by tonight. I honestly wonder what the public reaction’s going to be if they stay deadlocked, the market drops 2,000 points on Monday, and people start running on banks. Confidence in government will be even lower than confidence in the markets, which means political destabilization. But what will that look like?

Update: Don’t look now but there’s panic brewing in Britain as well, with a major bank in danger of being nationalized on Monday.

My God the rank-and-file Democrats are useful idiots. The leadership, on the other hand, are cynical, greedy and scheming – in a word, evil.

ManlyRash on September 27, 2008 at 4:43 PM

You’re right … Evil is the only word that accurately describes people that will lay waste to their country and citizens all in an effort to gain power and hold it.

In my mind there is obviously more at work here than simple greed and lust for power. Democrats are BLANTANTLY attempting to destroy this country. They’re not even trying to hide it anymore. Even their demands are straight from the Communist party of the USA:

“The situation is so dire that some type of dramatic action is needed to avoid disaster for U.S. workers. Organized labor, community groups and others are increasingly angry at the bailout currently on the table. Any plan before Congress must:

1) Protect homeowners faced with foreclosure by restructuring mortgage rates to be in line with family income.
2) Create economic stimulus for working people and small business
3) Provide $100 billion in emergency relief to state and local governments wracked with budget cuts and diminished tax revenue
4) Bar CEO severance packages and cap the pay of executives receiving a bailout
5) Regulate banking and finance with transparent public oversight
6) Maintain public control over monopolies like Fannie Mae and Freddie Mac that have a decisive role in the economy
7) Control speculation and increase revenues by taxing large financial transactions
8) Ban predatory lending and cap interest rates on all types of debts
9) End the war in Iraq, which is draining $700 million a day from public coffers”

Assuming they have a major ACORN offensive lined up, Schmidt and company would be wise to deploy the weapon on the last Friday in October so that it dominates the news cycle for the whole weekend.

The Bailout bill will be Exhibit A in the case against Washington’s Greed. And he will Name Names, and make them famous. Or Sarah Palin will. How many people will be watching her debate??

This should be an extremely awesome week.

ClintACK on September 27, 2008 at 4:41 PM

Oooh, baby! I hadn’t thought about that. Palin pins the ACORN donkey tail on Obama during her debate, names names, and establishes causation of the crisis. How cool is that? Would they let her do that?

It makes me think they want an economic collapse, because they think they can use the situation to gain advantage. – Rock

Of course they do, just like when deep down inside they cheer the news of U.S. Troops dying in Iraq. That’s why we despise these people so much.

A military coup is now starting to look good. I can’t believe I would say that in my lifetime. Arrest Congress now, pass a clean bailout and keep Washington under martial law. They have proven they cannot lead on this. Congress needs detention.

Wow does crisis make strange bedfellows. Bush, Pelosi, Reid, Frank, Dodd, Paulson…

The Democratic leadership seems awfully keen on the Paulson plan and they signed on so quickly. I understand that they can then say, “it was Booossh’s fault if it fails” and they can also say, “see we signed on, if it succeeds.” BUT, what it really shows me is they do not have any skills in this area to write their own plan, like the GOP house members are doing.

What complete incompetents they are. I hope that the counter proposals being made are adopted and the Paulson plan is all but scrapped.

JAM on September 27, 2008 at 4:55 PM

I think some of you have the wrong idea about the so-called ACORN slush fund. I’m not saying it isn’t scandalous, but the way it was worked in is not through a specific “ACORN GETS A CUT” provision – and it’s NOT a percentage of the $700 BN price tag, but rather an implication or a provision regarding distribution of recovered funds that doesn’t mention by ACORN by name.

You should read Boehner’s statement on the matter:

http://republicanleader.house.gov/News/DocumentSingle.aspx?DocumentID=103884

Again, not that it’s tolerable, or anything less than scandalous, but you should understand exactly what it is.

CK MacLeod on September 27, 2008 at 4:56 PM

It has been 8 days since we were first given Paulson’s ultimatum alarm. My gut instinct has always been to absolutely distrust Paulson.

After the entire week devoted to studying responses from all of the conservative leaders outside of Congress, after the debate last night, and following up today, I am with Mark Levin.

I am absolutely against allowing socialism to become further entrenched into our legislation and our daily economic commerce involving government tax subsidies to Socialist authoritarians overwhelming America.

I am against being taken for a fool, and being required to assent to financial rape and entrapment into economic slavery.

If indeed there were/is a credit crisis, then ONLY the credit crisis should be addressed with absolutely NO earmarks and no diversion of funds, all things being strictly LIMITED.

But I do not believe Paulson, and I KNOW THAT THE DEMOCRATS ARE LYING ABOUT EVERYTHING. Regarding domestic matters, I have never found reason to trust Bush to carry through with what is right. He tried, failed, and quit. Winners never quit. Winners never let go of the effort to try again until the goal is met. IF THIS IS THE GOAL THAT BUSH HAD ALL ALONG, to enable further corruption by making corruption legal, curses.

Why would Bush appoint Paulson, anyway?
Why would Paulson allow what Paulson claims to be occuring to happen with so little to say until this week?

The timing is completely suspect.

I’m digging in my heels and writing my Senators and Congressman AGAIN to reiterate my first impression that seems now to be proving correct.

maverick muse on September 27, 2008 at 4:57 PM

What’s he waiting for beside the bailout getting done?

Sapwolf

I think that’s all he’s waiting for.

Get the job done. Then talk about credit and blame, and explain why there was a big battle — what the House GOP was so upset about.

People are going to be paying attention — and they are going to want to know what happened. And the media can only spin so hard. They will spin really hard, but the Dems have again managed to get overconfident in depending on the MSM to cover all this up. It’s gotten just too big. Everyone is paying attention to the bailout bill. (McCain helped make sure of that.) And the tens of billions for ACORN just won’t pass the smell test.

ClintACK on September 27, 2008 at 4:57 PM

Holding the world economy hostage just so the GOP can try to pin blame on one organization would be the political and economic suicide.

philnewkirk on September 27, 2008 at 4:28 PM

The world is in this crisis because of affirmative action leading. I don’t have a clue if this practice has come to a stop or not. I am soory for all of this, but CONGRESS and the Congressional BLACK CAUCAUS are to blame!

Mercy4Me on September 27, 2008 at 4:57 PM

Conservatives are going after ACORN for the wrong reasons. Working for social justice for low-income families is a noble pursuit and should be celebrated. Fraud has nothing to do with ACORN’s mission. This didn’t happen because of ACORN’s mission — it happened because of the greed of Dale Rathke and the unconscionable acts of a few organization insiders. This is a people problem, not a mission problem. Do not be confused.

philnewkirk on September 27, 2008 at 4:57 PM

I don’t think waiting until the last week-end in Oct. to smear Obama with the ACORN stuff is a good idea- people will be too entrenched in their decision to be easily swayed. I know people who “excused” the Rev. Wright crap way back in the spring because they were too attached to voting for, “Change”. Obama needs time to twist about this- besides there are WAY too many people who vote early by mail.

I would also add that the Bush administration has sought to harass and smear ACORN with accusations of voter fraud.

Attorney General Alberto Gonzales was forced to quit last year because he fired several U.S. Attorneys for failing to go after nonprofit groups registering voters in low-income areas for alleged voter fraud.

One of those U.S. Attorneys, David Iglesias, was wrongfully fired because he failed to indict ACORN members for voter fraud. As he recounts in his new book, In Justice, Iglesias did not find sufficient evidence that ACORN committed voter fraud.

I can’t imagine why all of those blacks would line up behind Raines.

Yes, I said it.

SouthernGent on September 27, 2008 at 4:32 PM

This video would have been more effective (for those viewers who don’t pay a lot of attention to this stuff) if it had begun with a brief explanation of who (& what) Frank Raines is — former CEO of FM who presided over massive fraud at the institution so that he could justify paying himself and his corrupt Dim cronies many millions in “performance” bonuses. In his six years at FM, he “earned” over $90 million in salary and “performance” bonuses. After the massive fraud was discovered, Raines was slapped on the wrist (forced to sign a statement that he was responsible for the fraud, and to give back $20 million of his take) and allowed to walk away with most of the millions of dollars he stole (and, of course, he later became an unacknowledged housing consultant for Obama).

Watching all these black Congress-idiots defending Raines’ criminal behavior, decrying the attempt to “lynch” him, and all that other crap reminded me of how the blacks in crack-ravaged D.C. responded to Mayor Marion Barry’s arrest after he was videotaped purchasing and smoking crack in a D.C. hotel room. Even when the criminal behavior is literally staring them in the face, they either refuse to acknowledge it, or they try to rationalize it away (”it’s a plot by The Man to bring down a successful black man”).

Beyond pathetic.

Powerful business lobbying groups and their political allies will continue to attack ACORN, not because of a purported interest in stemming voter fraud or subprime mortgage malfeasance, but because of ACORN’s success at winning victories for the poor and helping change the nation’s political climate, laying the groundwork for a more humane and fair society.

Claims that the slush fund provision was still in the bill as of the moment, that I’ve heard contradicted elsewhere (Lowry at the Corner). I still urge everyone who hasn’t done so to read the Boehner page linked above.

He is tied to ACORN.

He is also a Muslim–when Stephanpoulos was interviewing him, the words “My Muslim faith…” just slid off his lips too easily. Steph had to correct him; that was not Steph’s role.

He is also a Socialist.

He is also a liar. He had 94 opportunities to vote to lower taxes: he went 0 for 94. Anybody who believes this shameless liar deserves the reaming he or she is about to get.

RJGatorEsq. on September 27, 2008 at 5:11 PM

You are missing the bigger picture. ACORN rejects criminal actions by individuals :

ACORN President Maude Hurd said in a statement, “It appears that a handful of temporary workers were trying to get paid for work they hadn’t actually done. While we don’t think the intent or the result of their actions was to allow any ineligible person to vote, these employees defrauded ACORN and imposed a burden on the time and resources of registrars and law enforcement.”

philnewkirk on September 27, 2008 at 5:09 PM

Don’t try to sell ACORN here, lefty. Just. Don’t.

Cardiganfox on September 27, 2008 at 5:13 PM

I would also add that the Bush administration has sought to harass and smear ACORN with accusations of voter fraud.

Attorney General Alberto Gonzales was forced to quit last year because he fired several U.S. Attorneys for failing to go after nonprofit groups registering voters in low-income areas for alleged voter fraud.

One of those U.S. Attorneys, David Iglesias, was wrongfully fired because he failed to indict ACORN members for voter fraud. As he recounts in his new book, In Justice, Iglesias did not find sufficient evidence that ACORN committed voter fraud.

philnewkirk on September 27, 2008 at 4:59 PM

And your Dem Party complained when Bush laid off old Clinton attorneys to be replaced, EVEN THOUGH Clinton did the exact same thing.

Hypocrisy.

I first read about it in Socialist Review, as a matter of fact. Have NO doubt who and what you’re dealing with here.

Let me go out on a limb here and predict that any bill that, on principle, can get majority support in congress will be very slim on principles.

Those are my principles, and if you don’t like them… well, I have others.

Here’s the deal with ACORN.

ACORN has been shaking down banks and mortgage lenders for the majority of its funding. It threatens them with public protests and embarrassing discrimination suits iof it doesn;t get the money. It’s collected MILLIONS in this way. It uses this money to, among other things, PAY people to collect voter registrations, huge numbers of which have turned out to be fraudulent.

The only thing ACORN does that has ANYTHING to do with “social justice” is round up poor people to show up and protest at city council hearings in order to get…you guessed it, more money for ACORN.

Well, guess what happens when banks and mortgage companies fail and get bought by bigger banks? ACORN starts losing its source of funds. So where does it go? Fannie Mae and Freddie Mac. Then Fannie and Freddie start coming under the microscope and cut funding to ACORN. Now where does ACORN go? Barney Frank. He slips a provision into the Fannie/Freddie reform bill that makes Fannie and Freddie cough up 5% of their profits for “community housing initiatives.”

But a funny thing happend on the way to the piggy bank. Fannie and Freddie went broke and got take onver by the government. No profits, no money for ACORN. So NOW ehere does ACORN go?

You guessed it. Back to his old pal Barney Frank.

This is a SCAM of the highest order. I have personally sat in these shakedown “negotiations” with ACORN and I’ve dealt with them at city council hearings. They are a motley crew of agitators that only want more money to hire more agitators. They are trying to cause chaos at the polls on Election Day and undermine the public trust in our elections.

The only one who seems to be confused here is YOU! Arm yourself with knowledge about ACORN before you celebrate them. May I suggest your research delve further than The Daily Kook and ACORN itself. They’re just misunderstood crooks, liars and cheaters. Uh-huh.

Wethal on September 27, 2008 at 5:20 PM

I’ve said it from day one here, even when it seemed everyone wanted this trash: we CANNOT allow socialism to take a further hold on our great nation. Creeping socialism is why this occurred, it is why we’re here at this precipice that the world itself is beginning to feeling the ground tremble around it. Government in bed with private enterprise was NOT envisioned by our Founders and their wisdom echoes like thunder to us now. And shame on anyone who is willing to accept this current plan due to the fear pushed by those very people who created this mess. We, who believe in, and live by, conservative principles, cannot allow the propaganda of fools make us waver from those very things we stake our lives upon. For if you give them up now then you should never pick them up again. Because if we cannot walk the walk, then those principles are as good as dead.
