The Democratic ACORN bailout; Update: Video added

House Republicans refused to support the Henry Paulson/Chris Dodd compromise bailout plan yesterday afternoon, even after the New York Times reported that Treasury Secretary Henry Paulson got down on one knee to beg Nancy Pelosi to compromise.  One of the sticking points, as Senator Lindsey Graham explained later, wasn’t a lack of begging but a poison pill that would push 20% of all profits from the bailout into the Housing Trust Fund — a boondoggle that Democrats in Congress has used to fund political-action groups like ACORN and the National Council of La Raza:

In the Roosevelt Room after the session, the Treasury secretary, Henry M. Paulson Jr., literally bent down on one knee as he pleaded with Nancy Pelosi, the House Speaker, not to “blow it up” by withdrawing her party’s support for the package over what Ms. Pelosi derided as a Republican betrayal.

“I didn’t know you were Catholic,” Ms. Pelosi said, a wry reference to Mr. Paulson’s kneeling, according to someone who observed the exchange. She went on: “It’s not me blowing this up, it’s the Republicans.”

Mr. Paulson sighed. “I know. I know.”

Graham told Greta van Susteren that Democrats had their own priorities, and it wasn’t bailing out the financial sector:

And this deal that’s on the table now is not a very good deal. Twenty percent of the money that should go to retire debt that will be created to solve this problem winds up in a housing organization called ACORN that is an absolute ill-run enterprise, and I can’t believe we would take money away from debt retirement to put it in a housing program that doesn’t work.

Here’s the relevant part of the Dodd proposal:

TRANSFER OF A PERCENTAGE OF PROFITS.

  1. DEPOSITS.Not less than 20 percent of any profit realized on the sale of each troubled asset purchased under this Act shall be deposited as provided in paragraph (2).
  2. USE OF DEPOSITS.Of the amount referred to in paragraph (1)
    1. 65 percent shall be deposited into the Housing Trust Fund established under section 1338 of the Federal Housing Enterprises Regulatory Reform Act of 1992 (12 U.S.C. 4568); and
    2. 35 percent shall be deposited into the Capital Magnet Fund established under section 1339 of that Act (12 U.S.C. 4569).

REMAINDER DEPOSITED IN THE TREASURY.All amounts remaining after payments under paragraph (1) shall be paid into the General Fund of the Treasury for reduction of the public debt.

Profits? We’ll be lucky not to take a bath on the purchase of these toxic assets. If we get 70 cents on the dollar, that would be a success.

That being said, this section proves that the Democrats in Congress have learned nothing from this financial collapse.  They still want to game the market to pick winners and losers by funding programs for unqualified and marginally-qualified borrowers to buy houses they may not be able to afford — and that’s the innocent explanation for this clause.

The real purpose of section D is to send more funds to La Raza and ACORN through housing welfare, via the slush fund of the HTF.  They want to float their political efforts on behalf of Democrats with public money, which was always the purpose behind the HTF.  They did the same thing in April in the first bailout bill, setting aside $100 million in “counseling” that went in large part to ACORN and La Raza, and at least in the former case, providing taxpayer funding for a group facing criminal charges in more than a dozen states for fraud.

It’s bad enough that taxpayers have to pay the price for Congress’ decade-long distortions of the lending and investment markets.  If we realize a profit from the bailout, that money should go to pay down the debt or get returned to taxpayers as dividends from their investment — not to organizations committing voter fraud, and not to restarting the entire cycle of government meddling in lending markets.  I’d support a rational bailout package, but anything that funds the HTF needs to get stopped.

The housing bill signed Wednesday by President George W. Bush will provide a stream of billions of dollars for distressed homeowners and communities and the nonprofit groups that serve them.

One of the biggest likely beneficiaries, despite Republican objections: Acorn, a housing advocacy group that also helps lead ambitious voter-registration efforts benefiting Democrats. …

Partly because of the role of Acorn and other housing advocacy groups, the White House and its allies in Congress resisted Democrats’ plans to include money for a new affordable-housing trust fund and $4 billion in grants to restore housing in devastated neighborhoods. In the end, the money stayed in the bill; the White House saw little choice.

What most riles Republicans about the bill is the symbiotic relationship between the Democratic Party and the housing advocacy groups, of which Acorn is among the biggest. Groups such as the National Council of La Raza and the National Urban League also lobby to secure government-funded services for their members and seek to move them to the voting booth. Acorn has been singled out for criticism because of its reach, its endorsements of Democrats, and past flaws in its bookkeeping and voter-registration efforts that its detractors in Congress have seized upon.

Once again, the Democrats want to set up a self-funding mechanism, this time by exploiting a severe financial crisis.  Despicable.

Not sure if this has been noted on the first page, but he proposed bill says that 20% of the profits of each assets sold. That means that the deal could be a huge looser for the tax payer with most assets selling for a loss, but whenever any single asset sells for a profit, 20% of the profit will go into these trusts BEFORE that profit is used to offset the losses from other assets. EVEN WORSE THAN THOUGHT

Why are Barney Frank and Chris Dodd not behind bars? The answer is you can’t punish anyone for being totally incompetent even though their actions negatively effect millions of Americans. Leaders are a direct result of their constituents. Connecticut and Massachusetts remove all doubt that the illiteracy rate of their voters has passed the national average. Barry knew he had to go because it wouldn’t look good if he didn’t respond to his President’s call for help. Bush wanted him there. He wanted Obama in the room. He wanted Obama to be forced to back this bailout, forced to back $$ to ACORN, forced to be behind the most obvious push towards socialism in our history.

Yup. After watching the news last night, I am absolutely convinced that this is the case.

Obama finally had McCain on the ropes with an issue that fit into the BS anti-Bush narrative that the Dems had been pitching for 8 years, the drive-bys were all to happy to help them hang it around Rep’s (and by virtue of them, McCain’s) neck, despite all evidence and facts to the contrary. They all run out and cry that the sky is falling and make the problem bigger than reality and scare people into voting for them.

Dems can cry all they want about Rep scare tactics, but they have been preaching all along that the economy is their pet scare tactic and history (if not any actual facts) support the idea that people vote Dem in a bad economy.

Obama wants a debate on national security now, because there is not a chance in hell of this debate being about national security. He and the moderators will spin it all back to the economy and try to deliver a knock out blow to McCain.

Meanwhile in Washington, the Dems will claim credit for cleaning up a Bush/ McCain mess, funnel more cash into ACORN, then adjourn before the public can question anything. (Today was the last day of session, ya know… decided by Reid/ Pelosi last week… in the middle of this mess). So we go into Nov. with the public thinking the Dems saved humanity from the evil corporations and there is no possibility of investigating the bastards really behind it until after the elections.

Then McCain stood up and changed the game again, and they are pissed.

I have never been so furious with our government in my life. All jokes are over. This is time for war. Democrats need to be eradicated like the stinking, filthy vermin that they are.

Get to emailing/ calling your Reps and Senators folks. If they are Republicans, tell them to raise the stink to the heavens… they have been listening this week and finally doing the right things for the right reasons. If they are Democrats, call them the worthless, criminal scum they are and demand their resignations for their involvement in the biggest, most crooked, criminal scam in US history.

For me, this morning is crucial. As the markets open, can they not make an announcement their deal? I do not think it is a good idea for McCain to go as long as these debates if there is not a deal. Most Americans do not want a bailout and he should be a man of his word on this. If he goes and there is not deal finished, then this looks like a political stunt.

I do think he needs to come out today and make some kind of statement educating the American people. We cannot allow so much news cycle time with the Dems misinforming the American people.

But they are not getting the $500 million. It was to be paid for out of profits of Fannie and Freddie, but they are broke and under government control. That’s why the Democrats are trying to stick the funding into this rescue bill. It is nothing but liberal pork and I am damn glad the Republicans have called bullshit on it. I do hope that John McCain will say something about it today, or in the debate tonight if they have it. This plays right into his reform campaign. To me Bush was almost laughing. He was much more jovial than I expected.

$51 million of earmarks for Joe Biden in this bill.

What I think is going on is that they are trying to not only craft a new bill, but also making sure they cannot attach these earmarks. The excrement is flying! I think McCain is going to use this like a club to beat THE ONE about the head and neck with.

Still think we do not have enough folks out there stating the truth about what the GOP is doing or did. I hear that Obama injected himself in to the round table shouting matches yesterday. Anyone else hear that?

Sorry, but Bush should use the bully pulpit to expose this stuff. I’d love to see him say something like “in response to this crisis, I sent my administration officials to negotiate in good faith with the democrats in congress, and it is reprehensible that they chose to play politics as usual … handouts for friends, earmarks, oil shale moratorium, etc, etc.”

it could help the GOP take back the Senate in 40 days, and help pick up more house seats, and help keep the WH away from Obama.

This is Bush’s administration proposal, so why is it McCain’s responsibility to do the right thing about it?

The other part of this the DEmocrats are trying to puch through goes hand in hand with the ACORN Strategy.

Right now, there is little they can offer as far as “forclosure strategy” goes. You don’t pay your mortgage or work with the lender to modify your loan, you lose your home. But. that would all change if the DEmocrats have their way. They ae trying to get a change in the bankruptcy law through that would make mortgages subject to a rewrite by a bankruptcy judge.

The current bankruptcy laws treats a mortgage as something that cannot be wiped out in a bankruptcy. A judge cannot modify the terms, and the mortgage debt remains regardless of the outcome. This law is a major reason why mortgage rates are lower than car or other loans.

The Democrats in Congress are working overtime to change that. They want a judge to have the ability to “cram down” a new deal on the lender. This will not solve the mortgage crisis – it will only add to the problems.

With roughly $15 trillion in mortgage debt out there, such a law will drastically devalue already underwater loans. In addition, it will a significant impact on interest rates and terms for future mortgage loans. Those rates will rise to offset the risk of a cram down and will settle at around the same rate as bank loans for a new car. In addition, no lender will be willing to assume the cram down risk for a 30 or 40 year period. And a borrower will be lucky to find a 20 year deal.

The longer the loan term on a mortgage, the lower the monthly payments. The shorter the loan term, the higher the monthly payments. Add a higher interest rate to that, and home loans will no longer be affordable to the majority of the public. And this will impact ALL borrowers.

So those of us that pay our bills on time and have been responsible in our credit decisions get screwed again. Only this time, our children and grandchildren will also suffer.

The people of America may be in the perfect mood to sweep all of these political criminals out of office. The Democrats answer to a financial crisis of their own making is to demand more money?
The Dems rallying cry has been to defund the war.
I say it’s time to defund their war on Reality:
cut all of their programs, put the onus on the private sector to fix Washington’s messes, and boot the bums out. We have a ‘two party system’ by habit, not law. Democrats are rendering themselves obsolete-I wouldn’t be surprised to see Libertarians or some other group rise up to replace them.
