The Democratic ACORN bailout; Update: Video added

House Republicans refused to support the Henry Paulson/Chris Dodd compromise bailout plan yesterday afternoon, even after the New York Times reported that Treasury Secretary Henry Paulson got down on one knee to beg Nancy Pelosi to compromise.  One of the sticking points, as Senator Lindsey Graham explained later, wasn’t a lack of begging but a poison pill that would push 20% of all profits from the bailout into the Housing Trust Fund — a boondoggle that Democrats in Congress has used to fund political-action groups like ACORN and the National Council of La Raza:

In the Roosevelt Room after the session, the Treasury secretary, Henry M. Paulson Jr., literally bent down on one knee as he pleaded with Nancy Pelosi, the House Speaker, not to “blow it up” by withdrawing her party’s support for the package over what Ms. Pelosi derided as a Republican betrayal.

“I didn’t know you were Catholic,” Ms. Pelosi said, a wry reference to Mr. Paulson’s kneeling, according to someone who observed the exchange. She went on: “It’s not me blowing this up, it’s the Republicans.”

Mr. Paulson sighed. “I know. I know.”

Graham told Greta van Susteren that Democrats had their own priorities, and it wasn’t bailing out the financial sector:

And this deal that’s on the table now is not a very good deal. Twenty percent of the money that should go to retire debt that will be created to solve this problem winds up in a housing organization called ACORN that is an absolute ill-run enterprise, and I can’t believe we would take money away from debt retirement to put it in a housing program that doesn’t work.

Here’s the relevant part of the Dodd proposal:

TRANSFER OF A PERCENTAGE OF PROFITS.

  1. DEPOSITS.Not less than 20 percent of any profit realized on the sale of each troubled asset purchased under this Act shall be deposited as provided in paragraph (2).
  2. USE OF DEPOSITS.Of the amount referred to in paragraph (1)
    1. 65 percent shall be deposited into the Housing Trust Fund established under section 1338 of the Federal Housing Enterprises Regulatory Reform Act of 1992 (12 U.S.C. 4568); and
    2. 35 percent shall be deposited into the Capital Magnet Fund established under section 1339 of that Act (12 U.S.C. 4569).

REMAINDER DEPOSITED IN THE TREASURY.All amounts remaining after payments under paragraph (1) shall be paid into the General Fund of the Treasury for reduction of the public debt.

Profits? We’ll be lucky not to take a bath on the purchase of these toxic assets. If we get 70 cents on the dollar, that would be a success.

That being said, this section proves that the Democrats in Congress have learned nothing from this financial collapse.  They still want to game the market to pick winners and losers by funding programs for unqualified and marginally-qualified borrowers to buy houses they may not be able to afford — and that’s the innocent explanation for this clause.

The real purpose of section D is to send more funds to La Raza and ACORN through housing welfare, via the slush fund of the HTF.  They want to float their political efforts on behalf of Democrats with public money, which was always the purpose behind the HTF.  They did the same thing in April in the first bailout bill, setting aside $100 million in “counseling” that went in large part to ACORN and La Raza, and at least in the former case, providing taxpayer funding for a group facing criminal charges in more than a dozen states for fraud.

It’s bad enough that taxpayers have to pay the price for Congress’ decade-long distortions of the lending and investment markets.  If we realize a profit from the bailout, that money should go to pay down the debt or get returned to taxpayers as dividends from their investment — not to organizations committing voter fraud, and not to restarting the entire cycle of government meddling in lending markets.  I’d support a rational bailout package, but anything that funds the HTF needs to get stopped.

One of the biggest likely beneficiaries, despite Republican objections: Acorn, a housing advocacy group that also helps lead ambitious voter-registration efforts benefiting Democrats. …

Partly because of the role of Acorn and other housing advocacy groups, the White House and its allies in Congress resisted Democrats’ plans to include money for a new affordable-housing trust fund and $4 billion in grants to restore housing in devastated neighborhoods. In the end, the money stayed in the bill; the White House saw little choice.

What most riles Republicans about the bill is the symbiotic relationship between the Democratic Party and the housing advocacy groups, of which Acorn is among the biggest. Groups such as the National Council of La Raza and the National Urban League also lobby to secure government-funded services for their members and seek to move them to the voting booth. Acorn has been singled out for criticism because of its reach, its endorsements of Democrats, and past flaws in its bookkeeping and voter-registration efforts that its detractors in Congress have seized upon.

Once again, the Democrats want to set up a self-funding mechanism, this time by exploiting a severe financial crisis.  Despicable.

When, oh when, are we going to hear John McCain or Sarah Palin call out, in loud and clear terms, Chris Dodd, Barney Frank, and Barack Obama for their enabling of the crooks and scoundrels at Freddie Mac and Fannie Mae who created these problems?

Sheesh, the Democrats put Dodd and Frank at the head of the bailout effort and we let them get away with it.

I saw Lindsay Graham explain this on Fox, but McCain needs to explain this and argue why this is a deal killer. Of course if the Federal Government manages not to lose money on this rescue plan that would be a victory, but any such money should be going solely to the treasury to reduce debt. That is the source of the money? Is money coming from ACORN to fund the deal?

McCain should go to the debate tonight to use it as a platform of what is wrong with this and how to fix it.

There will be a TON of profits if profit is defined as “each troubled asset”, since liquid assets will be evaluated on their own and not offset against illiquid assets.

I was afraid the Democrats would try to direct whatever money may come back from this to BS projects instead of the Treasury. The initial “investment” will come out of the Treasury, right? Returns, if they exist, should go back there.

But I never imagined they would try to direct 90% of it to public housing and ACORN. Good grief. First off, public housing has been a complete disaster and and destroyer of our cities. And ACORN? Oh man.

Did you notice that the 20% comes from EACH troubled asset? I take that to mean that when the first asset sold for a profit, 20% will be transferred to ACORN immediately. IRRESPECTIVE of the profit of the previously sold assets! So, if the first asset sold lost $50.00, the dems will not apply 20% of the profit from any sales to the balance sheet!

They need to see who allowed this to happen, name names and the outing needs to take place in the MSM.
People need to see who is responsible for this mess. If there were Republicans invovled nail them to the cross right beside Dodd and the rest.

McCain needs to get his crack ad team to put something together and out NOW giving a short explanation of what the Democrats are trying to do, and tie Obama to it and ACORN. Those guys are geniuses, they can put something together quickly. The networks are not going to cover this, they will just soundbite it away as “Republicans block bailout plan”. I can’t believe Bush is supporting this…

I’m not one of his biggest cheerleaders anymore, but I don’t think that he is really happy about this situation, and that perhaps some people are being a little too ready to cast the blame in his direction.

I heard one of the Republican conservative senators on TV last night being interviewed by a left-wing journalist. I am sorry but I don’t know his name.

She pressed him as to whether as the leader of the party, McCain has the authority/obligation to get the Republicans on board for a rescue.

He replied that the Dems control both houses of Congress and Barry is their defacto party leader. They could pass the existing bailout bill without the Dems.

The interviewer blanched.

The exact same thing occured when someone asked Buchanan the same question earlier. He also said the DEMs can act alone.

The Dems can’t act at all. Obama provides zero leadership. The rebuttal to the notion that Republicans are preventing a bill should not be difficult to offer.

Absolutely. I’ll bet lots of people will be watching tonight. Barack Obama is too much of a coward to go for the town hall option with McCain there, so McCain should just show up, walk out from behind his podium, and address the American people, live. Obama would soil his pants on national television, the moderator would try to stop McCain from talking, and McCain can grab a “I paid for this microphone!” moment in front of the world. Landslide.

The WaPoo should have this Dem scandal on its front page, Watergate-style.

Hairless Reid trying to insert oil shale prohibitions should be EXPOSED everywhere.

Sniveling Paulson and Bush trying to protect his legacy should be exposed.

ACORN should be EXPOSED. Barney Fwank and Christopher Dodo should be EXPELLED from government, or put in jail.

While Americans worry about their retirement funds and our countries financial institutions, politicians in DC are busy fighting over millions of dollars of “pork” added to this bailout package.

Exit question: What the heck are we going to do about the corruption that controls our government from the head to the toe? Our government has become one huge evil infested establishment that uses it’s citizens as prey. As long as these creatures can get away with keeping Americans hating each other, they keep the focus off themselves. They use the media to pit us against one another (Democrat vs Republican) (Religious vs non Religious) (Pro life vs Pro choice)….. They play us as fools while stealing our hard earned money.

We need to have organizations such as ACORN & CAIR investigated to the fullest extent of the law. The problem is that our politicians helped to create such organizations, therefore they won’t allow for such investigations. Hell, when Sandy Berger gets caught stealing classified secret documents and walks free, one must wonder if Pubs and Dems are working together rather than what they want us to believe. Politicians (esp. Democrats) are apparently above the law, how else could one explain William Jefferson & so many others!

I don’t think Barry “gets” that this is going to be his baby if he actually does win in Nov. If he did, he might decide to give this a little more of his attention, and stop crying about the debate.

As for ACORN and all the other Dem fraud, if after all the dust on the bailout settles, McCain doesn’t make it VERY clear who caused this mess, and the Republicans don’t call for some resignations- I will be beyond pissed. I think my head will explode.

Here’s how it will play out: Frank, Dodd, Pelosi and the Dems will get what they want. The Drive-Bys will laud them as heroes while they vilify Bush and the Repubs as evil destroyers of the American dream. The electorate will return Frank, Dodd, Pelosi and all the Dems to their seats with overwhelming landslide margins.

It is obvious the Democrats were willing to cut a deal if it lined their pockets with power and patronage .
They also knew that the MSM would be their firewall for any blame if they didn’t get their deal.

I agree that he should name names and go on the attack, but that would mean nuking the Democrats. Not gonna happen. McCain is bound by his own across-the-aisle strategy. As long as the Drive-Bys continue to run interference for the Democrats, his efforts will be in vain and he will appear feckless.
