Just a reminder: House GOP can’t block a bailout bill

Speaker Nancy Pelosi has the plenary power to bring a bill to the floor of the House, and no parliamentary procedure can help a minority to block a majority will to pass it. That’s one fact that has to be remembered while Pelosi and Barney Frank blame the House GOP over the collapse of the bailout bill:
“I didn’t know I was going to be the referee for an internal G.O.P. ideological civil war,” Mr. Frank said, according to The A.P.Thursday, in the Roosevelt Room after the session, the Treasury secretary, Henry M. Paulson Jr., literally bent down on one knee as he pleaded with Nancy Pelosi, the House Speaker, not to “blow it up” by withdrawing her party’s support for the package over what Ms. Pelosi derided as a Republican betrayal.
“I didn’t know you were Catholic,” Ms. Pelosi said, a wry reference to Mr. Paulson’s kneeling, according to someone who observed the exchange. She went on: “It’s not me blowing this up, it’s the Republicans.”
Mr. Paulson sighed. “I know. I know.”
If Pelosi has her entire caucus in line to support the Paulson plan, then she has the vote to pass it. Some estimates have as many as 50 Republicans ready to support the plan in defiance of Boehner. If that’s true, Pelosi could lose all of her Blue-Dog Democrats and still pass the bill.
So why not just call a vote? Pelosi doesn’t want to get married to George Bush, that’s why. She wants to spread the political risk and get consensus on a bailout plan so that the responsibility for any failure doesn’t rest solely on her shoulders, at least in the House. Both Pelosi and Harry Reid wanted John McCain to deliver both GOP caucuses to cover their own butts on the bailout bill, and McCain — at least thus far — hasn’t convinced Boehner to do so.
It appears that Reid has enough Republicans on board to survive a filibuster. George Bush will happily sign the bill as soon as he gets it from Capitol Hill. Pelosi could deliver that bill with plenty of votes to spare simply by scheduling a vote. She lacks the courage to do so. That’s not the fault of the House GOP.
Update (AP): All of this is true but it’s also why McCain’s going to take the blame if they can’t pass it. Pelosi doesn’t need votes, she needs political cover; Maverick can’t give her the former but, as the GOP’s nominee, he can singlehandedly give her the latter by endorsing the deal. If he doesn’t, the consequences will be laid at his feet.

20% to ACORN is an absolute deal killer for me.
But no matter, the Democrats could pass this thing if they weren’t afraid of taking ownership of it.
forest on September 26, 2008 at 10:37 AM
I agree. Listening to local sports radio in segments where the announcers veer off to politics McCain is going to look extremely bad to those not following politics closely if he misses the debate tonight.
The MSM will claim that he did not show leadership but, instead, clogged things up while Obama was ‘multitasking’.
This is about perceptions to a lot of folks. And the perception will be that McCain was afraid to debate Obama or he was not prepared to debate to debate him.
And the MSM will spin it that way. Financial melt down be damned.

Folks – here’s a petition –

As of a few minutes ago, there are 13,959 signatures.
I found this through an interview on Fox News.

Looks like it was Obama, not McCain, who blew things up.

Sorry, don’t see that justified yet. Are you sitting on some unflipped property, perhaps? Need a credit card writedown? I have a retirement fund and a house losing equity, but I don’t want to see the holes who got us into this mess stamp their feet and demand access to more damage. Let Pelosi ram it through over the minority objection, they own the media so go for it.

How can you lay the consequences at McCain’s feet for Pelosi failing to do something within her power? That’s like when my 8 year old says her 5 year old sister “made her” eat cookies before dinner.
Dudley Smith on September 26, 2008 at 10:42 AM
There isn’t any way possible you can back up these claims with facts. You’ve transferred your hatred of McCain onto the situation and fabricated a narrative that backs up your prejudices. Really really really disgusting.
The truth is that the bailout bill put forth by the administration and supported by the Dems was quickly losing support as McCain got to DC. Why? Because the public started speaking out against bad legislation. Throw in the fact the Dems have been playing politics with the whole issue starting with lies that a deal had been reached and extending to the 20% cut of the profits for ACORN and La Raza. If you want to rail about lack of leadership, why not start with the obvious and attack Pelosi and Reid for ignoring the consequences of inaction as they continue business as usual. Bohener and Shelby are heroes today. Pelosi and Reid- not so much.
highhopes on September 26, 2008 at 10:44 AM
His job is in the senate, that is what he has sworn his oath. Not some two bit debate, one where McCain wanted 10 debates and Obama hid behind just two.
I don’t want any senator doing anything but working on this problem…delay the election, I don’t care, I want the best solution, not the best debate.
McCain is the leader of the Republican party, he needs to be in Wash. leading. Obama may not feel he is a leader, so let him stay in Miss.
But I do not want Dodd and Franks fingerprints on this…I do not want 20% of the money going to a failed ACORN institution…I do not want this ram rodded through without thorough vetting.
Wasn’t the concern the past few weeks about “vetting” a VP, now they don’t want to vett maybe the most important bill presented by this congress.
right2bright on September 26, 2008 at 10:44 AM
Nancy Pelosi, LEADER. Yeah, right.
GarandFan on September 26, 2008 at 10:44 AM
It’s all perception. We know it’s not McCains fault, they know it’s not McCains fault. But they will scream loud and often at the top of their lungs on every network that indeed it is McCains fault; and the uninformed voters will believe it. This is where the Republicans fail every time, they need to be screaming also, but all I hear is silence.
spypeach on September 26, 2008 at 10:45 AM
McCain should call out Pelosi and Reed to push it through if they believe it’s the right thing to do. They KNOW it won’t solve the problem, and thus they want to hold hands with Republicans to no one takes the blame later.
Go McCain! Call ‘em out and propose your solution!
T J Green on September 26, 2008 at 10:47 AM
Hey Shipley, where is that list of great items from the proposal that you so embrace.
Having a hard time finding out what you support??
How about the question concerning Franks and Dodd, figure that one out yet…where have they been the past 6 months?
Shipley throws bombs, but he can’t back up his statement…no wonder he supports Franks and Dodd, those are his kind of leaders.
right2bright on September 26, 2008 at 10:47 AM
He may be right, so should they allow a bad bill to be passed?
Just because a bill is presented, doesn’t mean it is a good bill.
That fact that Franks and Dodd support it,is suspicious to me. They are the ones most complicit in this fiasco.
I want a good bill, not a fast one…

The absence of McCain’s quick response adds is a problem.
They should be cranking out web ads and TV ads explaining the role of Democrat-mandated market distortions in this mess.
It’s pretty simple to understand how encouraging reckless lending was the beginning of the problem, but the MSM is going to stick with the “lack of regulation” line and that’s all people will hear.

Any political party stupid and corrupt enough to make Nancy Pelosi and Harry Reid leaders, deserves what it gets.

How is that even possible, the Dems have a sizable majority and I think we have seen that they don’t have the tools the Senate does to stop passage. She only needs to bring it up. I am not falling for that on.

Reid: “principals that must be included in any legislation we pass…” Like larding it up by earmarking money to Democrat cheating organization known as ACORN.
Oh man, now he’s blaming McCain. Where the hell are the Republicans?
Now “dollarbill” Dodd is gasbagging. These people are shameless.
forest on September 26, 2008 at 10:59 AM
So smug. I’d love to deflate his pompous ass.
fossten on September 26, 2008 at 11:00 AM
You and I may know that he’s showing leadership but it’s not just you and me and that’s not what’s going to be presented by the MSM. Those who don’t follow politics very closely will perceive that McCan is afraid to debate Obama if he misses it tonight.
And that’s how the MSM will spin it. They’ll spin it that McCain is a doddering old fool too scared and unprepared for the debate. Especially if no bailout plan is passed or close to passing by the end of the day. They’ll say “What? McCain put on his superman suit to fly to DC to save the world and couldn’t get it done? He took an hour break for dinner didn’t he? Why couldn’t he take an hour off for the debates?”. In fact, that’s what people are already saying – e.g. sportscasters veering into politics.
If McCain misses the debate tonight I’d wager a couple of bucks that he drops in the polls by at least 5 points with independents. In fact, I’d go so far to say that it could sink his campaign.
Once again. It’s all about perceptions. And McCain may have painted himself into a corner.
BowHuntingTexas on September 26, 2008 at 11:02 AM

These guys I think are digging their own graves. IF the House GOP and some of the GOP senate members like Shelby come out and tell the American public the crap that was in the original bailout bill, then the Dems are soooooo screwed.
Rammussen said the majority of the American people are not behind the bailout bill as it stands. Those of some numbers that have to be scaring the hell out of Pelosi, Reid and Obama. This is why they have the screaming memes. It just makes McCain and the House GOP look good for stopping this in order to craft a better bill.

No
Maverick is the guy who goes against his party. If he cannot move them it proves he is not one of them.
However if Pelosi (so she pretends) cannot move her people, then she isn’t trying since she is their chosen voice and the standing leader of the House
If the press slathers blame on the Maverick, and they will, they will build him up in the eyes of the public as the man on the side of the People. This is the best possible build up in election crunch time, as the press builds his image as Mr. Smith Goes to Washington
Obama is a dumb as a crumb to play huffy when he could have played hero. The press will not diss him for his stupidity, but they will not be able to build the image of the man fighting for them in Washington
Obama should have outrun McCain to DC and hogged the cameras. He should have been sweaty in shirt sleeves proving how he worked harder than he ever did before. Obama is no Clinton (either Bill or Hillary). Clinton knows that. Obama does not.
Obama is no Jesse Jackson either. Jackson would have known how to play it.
It is a shame such games are going on while our banks sink and the Chinese have pulled back all funds to await the fire sale, good friends that they are
For those who hate banks and bankers, slimey as they are, when the banks fall they fall on us. Those overfed bankers are not going on the titanic without us
McCain played it right, and he did the right thing as well
I want him to succeed for my sake and my friends and family
I am giving prayers for God’s guidance
Meanwhile Zogby 9-25-08 has election a draw and predicts a landslide either way
The more the pols build stress in DC over this mess, the more people will seek refuge. Pelosi is no comfort and she is getting the press, not Obama

In the long run you can’t worry about that. You have to do what you think is right and hope that’s what the people want. I am pretty sure at this moment a lot of Americans are looking at their elected officials wondering if this is really what they voted for. And you have to admit the difference in what you see and what other people see is sometimes beyond bizarre.

Even though there is no deal, the stock market isn’t really tanking. There are some losses, due to the Washington Mutual buyout by JP Morgan, but it’s not a major drop.

I don’t know what you are getting at.
I don’t think the Dems have enough to pass, that is a bluff.
When Boehner got involved, everything was changed.
To pass this bill you need both the Senate and the House, they do not have the house…and I don’t think anyone wants to stand and vote alone on this bailout because it looks like they are helping the “man”. Liberal Democrats need the Republicans to take the heat from their far left base. This is bailing out big business, not the little man.
I disagree with Ed’s assesment…Newt hoping in, McCain, Boehner, and others stops the process from the Republicans side, and I think pulls some Dems in.

Thank you SPEAKUP.
Why is it the the left leaning politians can not talk to the american people without giviving something for nothing.
If CRA and ACORN have failed so badly how can the left keep
promoting thier agendas. Why is that the left will not take responsibilty for the the lefts failed policies?
I know that the right warned that the the the u.s. that the policies of carter, clinton w3ould cause problems in the economy. I hold the reps almost as much as I do the dems.
The right has never been vocal enough to warn the american public of the dangers of something for nothing.

If the taxpayers are being asked to take on this risky business venture, then any profits should go to the taxpayer, and ONLY the taxpayer.

Agreed. But McCain needs help. He’s stepped up and gotten involved. Now we need to hold the House Republicans accountable and get them speaking out.
McCain stepping up is one thing, but we need all the elected voices in Congress to back him up and keep him from swinging in the wind by himself.
The Democrats are doing nothing by trying to cram another farce bill through and keep the cameras off their corruption. Notice- every one of them is complaining about the “Presidential campaign spotlight”. They are like roaches that scatter as soon as the lights come on and go back into their dark holes to engage in more corruption.
McCain- the time to name names and make them famous is now.
Everyone else, it’s time for us to demand the same from our elected officials.
The farce stops now.

Write your Senators and Reps. Demand:
1. A bill that is targeted to solve the problems, not simply throw money at them while ignoring the fundamental issues. This bill only serves to continue to fund the existing problem. For 700 billion, we deserve a solution; not a continuation of the same
2. Transparency and accountability- I want the names of everyone who was involved in things getting to this point, everyone who has added pork to this bill and everyone who personally stands to gain from it. I want investigations and prosecution of those accountable to be a conditional part of this funding.
3. I want a return on investment. You do not “guess” with $700 billion. You either make a wise investment or you do not invest. I would rather suffer an immediate loss than prop up a failing system, reward corruption and foster further loss.
If we are paying $700 billion, it better be a solution and not a political stunt. $700 billion is more than enough to buy a bionic man and we damn well better not only get a band aid.

Is there any such thing as transparency? The minute new rules get made, people are hired to get around them. Look at how they came up with a way to have a borrower have two mortgages to avoid mortgage insurance only to have the borrower default on both. Somewhere, somehow it has got to become important to do the right thing and I am not seeing the desire at this minute.
