Democrats concede on drilling

Democrats will not fight to keep the moratorium on off-shore drilling in their efforts to put together a continuing resolution to keep government funded into next year. Congressional leadership has conceded the issue to Republicans, who have staged protests and raised the profile of energy policy over the last six weeks. Starting on October 1, states will have no federal restrictions on oil production:
Democrats have decided to allow a quarter-century ban on drilling for oil off the Atlantic and Pacific coasts to expire next week, conceding defeat in an months-long battle with the White House and Republicans set off by $4 a gallon gasoline prices this summer.
Appropriations Committee Chairman David Obey, D-Wis., told reporters Tuesday that a provision continuing the moratorium will be dropped this year from a stopgap spending bill to keep the government running after Congress recesses for the election.
Republicans have made lifting the ban a key campaign issue after gasoline prices spiked this summer and public opinion turned in favor of more drilling. President Bush lifted an executive ban on offshore drilling in July.
“If true, this capitulation by Democrats following months of Republican pressure is a big victory for Americans struggling with record gasoline prices,” said House GOP leader John Boehner of Ohio.
This effectively ends this as an issue for the 110th Congress. Democrats thought they could get a partial moratorium past the Republicans, one that would have kept drilling at least 50 miles off from shore, but President Bush threatened a veto on any continuing resolution with that kind of language. The Senate had attempted to fashion the exact same compromise, but in the end, Republicans refused to agree.
Will this mean drilling can commence? Not quite. The states have to lease the lands as well as the federal government, and states won’t likely do so without revenue sharing. Democrats tried blocking that in the Senate compromise, but that provided another point of failure for any compromise. Congress has to approve that action, and right now it still appears that Democrats want to use that to limit production.
The CR will likely come up for a vote tomorrow, and it’s not just missing the drilling moratorium. Congress has stripped out some popular programs with Democrats to ensure passage and agreement with the White House, including higher unemployment benefits and food stamps. It still retains five billion dollars in federal heating subsidies for the poor, but most of the rest of the spending priorities of Harry Reid and Nancy Pelosi have disappeared along with the moratorium.
This puts quite the capper on the 110th. Not only did Democrats fail to achieve their broad policy goals, they failed on almost every specific goal they set in 2006. They failed to stop funding the Iraq war, they failed to impeach George Bush, and they surrendered on energy policy. Their only policy goal achieved — an increase in the minimum wage — came in a war-funding bill.
This battle may have been won, but the larger war for a rational energy policy continues. Congress has to pass a revenue-sharing bill with the states in order to get investment started in American production — a process that will create American jobs and keep our wealth in the US rather than overseas. With the meltdown in the financial markets still looming, this could not come at a better time.

Fox now has more detail:
WASHINGTON — The FBI is investigating four major U.S. financial institutions whose collapse helped trigger a $700 billion bailout plan by the Bush administration.
Two law enforcement officials said the FBI is looking at potential fraud by mortgage finance giants Fannie Mae and Freddie Mac, Lehman Brothers Holdings Inc., and insurer American International Group Inc.
A senior law enforcement official says the inquiries, still in preliminary stages, will focus on the financial institutions and the individuals that ran them.
Officials say the new inquiries brings the number of corporate lenders under investigation over the last year to 26.

This has far reaching ramifications.
In the mix is Russia, Venezuela, China, and OPEC.
After Obama’s defeat or win, OPEC will dump oil on the market to make it cost prohibitive to drill here.
But we have to stay the course and tap every possible energy deposit while still developing solar wind etc.

I’ve thought about this, and it’s easy to dismiss half the country as dumb or anti-American, but there are some groups for which the Democratic Party makes sense.
If you’re poor, the Democrats are going to give you a lot more stuff. If you’re gay and gay rights issues trump all other issues for you. If you have a leftist streak and buy into the nonsense that American foreign policy is the cause of most of the world’s problems. If you’re an atheist and seriously, seriously dislike the religous right enough to make voting against it top all issues for you. And I guess if you come from a state that produces ethanol, you’d vote Democrat to keep that from drying up. If you’re an environmentalist to an extreme level you’d obviously vote Democrat.
But, yeah, people who vote Democrat because of the choice issue are a little off. If it wasn’t outlawed between 2000 and 2006 it’s not getting outlawed. People who vote Democrat because of education are kidding themselves too. Democrats serves teachers unions, not students. People that think the Democrats will do a better job of protecting civil liberties and freedom of speech are likewise whacked out.

Kill the bail out, printing more money will make our dollar weaker, driving the Oil futures higher, thus not only making US pay for the $700 Billion but also making us pay for inflated Oil prices and everything that goes along with that.. higher gas prices, higher food prices, everything you buy at the stores, everything in our economy is tied to Oil.. and Oil is tied to the strength of the US Dollar.
So, what we need to do, Kill or extremely limit the bail out at least cut it into or 1/3 or 1/4 of the size it is now.. 175 Billion maybe.. let the markets work
Then, We need to Totally Ramp UP ALL Oil(Including ANWR, and all the natural gas),Oil shale, Clean Coal, and More New Nuclear Power plants Here in the United States, More Refineries, more wind, solar, new technologies, conservation ALL OF IT.. the ALL OF THE ABOVE PLAN.
Lower Corporate Tax dramatically and drastically(that will increase investment from home and abroad, create new business and create more jobs)
Lower the Capital Gains Tax again that will increase investments and create more revenues..
Increasing the Energy sector and new development will create Lots of new jobs, and new investment, people will start to invest in raw materials(because things need to be built), this would be be a huge boom industry and would get us off of foreign energy and would held our markets all at the same time..
Also, the RAW materials like STEEL used for the New Oil Rigs, and New Nuclear Power plants, and Wind Turbines could be a way to reopen the Steel Mills( or more could be built/upgraded) across the midwest that have recently shut down.. (thus more jobs)
things need to be built, Oil Rigs for off and onshore(US Steel, US Mining), Nuclear Power Plants(US Steel, US Mining), Wind Turbines(US Steel, US Mining) US Engineering..
AND ALSO CUT GOVERNMENT WASTEFUL SPENDING
————
How to stop if from happening again, what to do now…
Get rid, of the NINJA(No Income No Asset) Loans, That’s not compassionate it’s irresponsible, and predatory. (It should be a crime)
The Off Shore deal that Pelosi passed doesn’t go far enough..
Chakra Hammer on September 23, 2008 at 7:45 PM
It all starts at Fannie Mae & Freddie Mac, and Franklin Raines got off with a fine, so I’m not too optimistic. Weren’t many of the corporate lenders were just doing what they were told to do by the FM twins?
As an aside, I hear Nancy Pelosi waxing indignant about the “immoral salaries of CEOs”. Where was she on Raines/Johnson/Gorelick?
Buy Danish on September 23, 2008 at 7:45 PM
Here’s the start for “Plan B” after we kill the current proposal. Please feel free to comment/criticize.
Fix the cause of the problem: Break up Fannie/Freddie. Loan banks the money to buy mortgages at 85 cents on the dollar. No foreign buyers. Top execs are on their own — no parachutes. Assist their employees making $250,000 or less in finding jobs and pay then their current salaries for up to 6 months or until they find employment.
Provide some assistance to mortgage holders: Existing mortgages revert to their initial interest rate. Both existing and new mortgage holders cannot be foreclosed upon due to property value being less than at purchase as long as they continue to make their payments.
Provide economic stimulus: Cut capital gains taxes in half. Drop moratoria on offshore and ANWR drilling. Tax breaks and incentives to oil companies for new exploration and new/ refineries.
