He should have done it before, with the energy bill… 
He couldn’t. Reid used a nasty trick of keeping the Senate in pro forma session, having a Democrat senator go into the chamber each day, bang the gavel, take notice of the fact that a quorum isn’t present, bang it again; lather, rinse, repeat.

And he’s said he’ll probably do it this time too. It prevents Bush from calling Congress back into session or making recess appointments (like Bolton).

He couldn’t. Reid used a nasty trick of keeping the Senate in pro forma session, having a Democrat senator go into the chamber each day, bang the gavel, take notice of the fact that a quorum isn’t present, bang it again; lather, rinse, repeat.</p>
<p>And he’s said he’ll probably do it this time too. It prevents Bush from calling Congress back into session or making recess appointments (like Bolton).</p>
