The Democratic “poison pill” on drilling

Democrats belatedly realized the political liabilities they incurred by adjourning Congress before addressing energy policy at the beginning of last month. Late last week, they sent signals that they would allow votes on an expansion of domestic production on both coasts. However, their bill has a “poison pill” that will act to discourage states from opening leases in the OCS:
While lifting a 25-year federal ban on most offshore oil and natural gas drilling, the legislation would block Virginia and other coastal states from sharing in a $2.6 trillion bonanza of tax revenue expected to flow from offshore fields. A Senate bill still in the works would give states part of the money.
Unless states stand to profit from offshore development, they almost surely would exercise their right under the bill to block any drilling within 100 miles of their shores, critics of the House initiative charged.
“With no financial incentive, no state will choose to ‘opt in,’ ” House Republican leader John A. Boehner of Ohio told reporters, “and this bill will result in little or no new American energy production.”
Rep. Thelma Drake, a Norfolk Republican who has taken a prominent role among pro-drilling forces, was even more critical.
The new bill “appears to be little more than a political ploy,” Drake charged in a prepared statement. Democrats intend to “tell the American people that they voted to go after more American energy while winking to the environmentalists to say that this increased production will never happen,” she said.
Nancy Pelosi argued that any revenue sharing would force a complete recalculation of the FY2009 budget, thanks to “pay-go” restrictions. Republicans scoffed at that explanation, since the Democrats never even raised the “apy-go” issue during their approval of the bailouts for Freddie Mac and Fannie Mae. Given that Congress has yet to pass a single appropriation for FY2009, it seems like a strange excuse at any rate.
The obvious intent is to deceive American voters into thinking that Democrats support new drilling in the US. The new bill not only removes the incentives for states to issue new leases, it does nothing to protect the process of acquiring leases from excessive litigation certain to be initiated by the environmental lobby. It supplies the pretense of policy changes to allow more production while keeping roadblocks to the actual work necessary to find and produce new fields for American energy needs.
Rep. John Peterson (R-PA) claims that no bill would be better than this legislation. Republicans need to get a bill that would remove these obstacles and ensure that states get their fair participation from their natural resources, and need to act quickly in order to expose this distraction.

Let’s see, giving the states a small portion of yet to be realized funds affects pay-go.
Yet keeping the oil locked up, hence zero revenue, does not affect pay-go.

I would certainly like to see much more made of the obvious corruption between Soros’ $700 million + investment in Petrobras (Brazilian offshore drilling company and his funding of the Democrat obstructionists. This is an absolute sellout of United States interests (drilling) in favor of protecting Soros’ pocketbook.

Dems put up stupid bills and the repubs hit them into the bleachers where the voters get the real picture. Pelosi and friends continue to act like the internet doesn’t exist and they can still do the old “wink and nod” routine.

The bill is useless anyway, because it’s only lifting the ban up to within 50 miles of certain coastal states (if those states so choose, otherwise it stays at 100 miles). It’s not feasible for Big Oil to go 100 miles away to get oil, when all the known reserves are within 50 miles of the coast. The proposed bills don’t lift the ban within 50 miles, so the whole thing is bascially worthless.

They are who we thought they are. They are so far on the wrong side of this issue, they literally end up on the right side by making it easier to defeat them. Their best strategy would be, or would have been, simply to concede, and try to take the issue off the table. It’s too late for that, since, even if Congress simply lifted the drilling ban cleanly and got the government out of the way, McCain-Palin have already established their credentials as the better team to implement and supervise an all-of-the-above energy strategy that doesn’t kneel to special interests. Meanwhile, the fall in oil prices makes the Democrats’ answer, a virtual government takeover of the energy sector, much less attractive as a last resort measure, but the lesson about vulnerability and cost of energy dependence is too fresh to be lost.
It would take some glaringly stupid moves by the Republicans – sadly not beyond the realm of possibility – to give this issue back to the Democrats.

It isn’t about anything except how to keep money in their pockets. Look up who owns Oil Stock.
Then after you do that, find out who the Dems have been talking to at D.O.E., for Oil and Natural Gas, and find out what that person is on a political scale… FYI it may NOT be a actual Higher ranking official. After you figure that out, look up that persons back ground… I bet you will have a bigger understanding of WTF is going on.
Trust me on this, you may be VERY surprised on the issues in the back ground and why no one is investigating THAT!

The Republicans do have bills in the House but they are sitting in committee. Nancy won;t allow them out for a vote. The bills can’t get enough signatures on the discharge petitions to force them on to schedule. Unless folks with Dem representatives can pressure them to sign the discharge petitions the bills will just sit there.
One bill addresses the drilling issue by itself an the other is a comprehensive energy bill HR 6566, The American Energy Act.
So if you got a Dems rep you need to call them and either get them to sign the discharge petition or explain to you why they won’t. The representatives are all up for election so it may be easier to get some movement out of them. There is one thing they value above any sort of feigned principles and that is reelection.

You have a bunch of Democrats whom have commissioned in people at the Dept of Energy. No one can get a job (unless you are a worker bee Admin etc) for the Government in a Executive area, unless it goes through a waizer due to whatever.
Anyone in a Exec position for any type of Government agency also show their resume and background checks… including party affiliation. And since people gravitate to people whom think alike, you don’t have to be a genius to understand that the Dems, are getting all their information from someone at D.O.E. whom is a Dem.
The Dems in Congress and the Senate are using someone whom has some idea of whats going on, to use in their Bills, to manipulate.

Something I don’t get … I thought that territorial sovereignty of any country ended at 3 or 12 miles offshore. Beyond that line, it’s considered international waters.
Assuming I’m right, what’s to stop a non-US entity — say Shell — from drilling 12 miles off the US coast, wherever they happen to think there’s oil?

Duh, never mind. Answered my own question. Countries have a 200-mile exclusive economic zone to govern natural resources, according to the UN Convention on the Law of the Sea, which the US has signed but not yet ratified.

Depends on the State. 3 miles is the rule for Alaska, then up to 12 outside of the States authority then up too 200 for the EEZ. But since other countires like Indonesia, Thailand and mostly eurasia are doing… why can’t we?

If the only problem with the Senate version is state rev share, that will be addressed when the House and Senate bills are reconciled in committee. This story is getting blown a little out of proportion.
Keep in mind that Reid is getting something very big in return for offshore drilling- a continuation of solar tax credits. Given the amount of sunshine in Nevada, the state has become the hub of the solar industry. Nevada has the capacity to easily provide electricity to the entire nation and with companies like Intel in the game, it’s no longer the domain of eco nuts. Today, mainstream tech companies and very big corporate money is running the solar show. These are all major political donors. So Reid and Republicans will reach a compromise at the end of the day and finally do the right thing for America- a mix of expanded drilling and incentives for alternative energy.
But you can count on both side to keep bitching ever step of the way before it’s ultimately passed.
That was emergency legislation and negotiating pay-go wasn’t politically acceptable for anyone to discuss with the future of the American mortgage system handing in the balance. Yous see, this country’s financial problems aren’t simply ‘psychological’.

I also want the members here to note that the dems in addition to restricting OCS exploration also put in a provision barring any funds for use by government agencies to put oil exploration contracts out for bid. Both of these provisions have to be excised and a positive funding bill for Oil Lease Funding have to be included before we could declare victory (assuming McCain is elected).
