Pelosi to allow vote on drilling

Democrats have declared defeat on their siege on energy policy. Steny Hoyer announced that Democrats would allow a vote under normal rules on a bill that would expand domestic drilling, a move that would allow Republicans to offer their own version of an energy bill with more robust options for increasing domestic supplies of petroleum:
House Majority Leader Steny Hoyer (D-Md.) said Monday morning that the newest Democratic energy bill will be brought to the floor under normal rules and will be subject to a vote on a Republican alternative that is likely to call for even more drilling than Democrats are prepared to swallow.
Hoyer, holding his weekly session with reporters, would not discuss details of the new Democratic energy bill — which was first outlined by caucus Vice Chairman John Larson (D-Conn.) over the weekend. But Hoyer did outline the process for bringing the bill to the floor, and said it will be brought up under regular order.
“[Republicans] will have the opportunity to offer their alternative, yes,” Hoyer said in response to a question about how the energy bill will be introduced. “We understand that their motion to recommit will be their Republican alternative.”
The move is a dramatic departure from Democrats’ pre-August recess strategy, in which they brought up each of their energy bills under suspension of the rules and, in doing so, avoided having any votes on Republican measures calling for offshore drilling. But by embracing this strategy, Democrats also failed to get the two-thirds majority necessary to pass the majority of their energy bills.
Pelosi miscalculated in her heavy-handed tactics before the recess. She attempted to push through her own plan under suspension of the rules, a tactic she decried in 2006, which kept Republicans from offering an alternative. When it failed, she adjourned Congress, hoping to put off the debate until after the conventions … and her book tour.
Instead of regrouping, the Democrats found themselves routed by an angry electorate and motivated Republicans. The House Oil Party kept the issue in the media eye, at least to an extent, but high gas prices kept it on the minds of voters while Democrats took their summer vacation. It was as poor a political calculation seen in recent years, and the sudden shift in generic Congressional ballots and in party identification has been the result.
Pelosi and Harry Reid may have finally figured out that they could lose this election on energy policy. Will this be enough to stanch the bleeding?

don’t get too excited. I just read at Ace that the gang of 10 had expanded to the gang of 22. Which seems to me to say that the Republicans decided to do a compromise. Frankly, I think I’m a little sick of the Republicans in congress, too. They are ready to yank this rug out from under McCain, probably because he made that promise to veto ear marks and “make them famous”.
Republicans in congress can’t be much happier about that than Democrats. I’m betting that they would prefer to get some of their energy proposals and keep their earmarks under an Obama administration than have the Mav come to town and strip them of all of their money grubbing political power.

Exactly, there will be a ton of restrictions. Then when the Republicans vote it down they will claim victory. Drill everywhere, even through Pelosi’s head if need be.

If I had the morals of a democrat, I would recommend that the Republicans be as obstructionist & obstinate as possible. Of course the democrats know how this works against as an issue and they want to get rid of it ASAP, but a number of their core constituencies will be greatly angered by any compromise on the issue. Here in the northeast we’ll already be into the heating season by the time of the election. Heating bills are going to reach obscene new levels this year and everyone is effected.

Doesn’t the current ban on offshore drilling expire this year? So, since Bush ended the Executive Order that banned offshore drilling, if Congress cannot pass a bill that has a veto-proof super-majority, won’t all offshore drilling bans expire?

Yes it expires at the end of the mionth but expect the Dems to try and slip a continuing resolution into some popular unrelated bill so they can try and blame the GOP for something.

Yep, this is an attempt to get ahead of Bush and the Repubs on the issue… to say they tried, while putting so many restrictions on it that it will do nothing.
whats interesting is that Bush already put in place a “review” of procedures for selling leases… and has already rasied the Presidential Ban….

I hope the “republican” alternative isn’t the deal the gang of 16 has come up with. That would allow the moratorium on offshore drilling to expire but leave it almost impossible to drill offshore. That deal is a total scam to fool us and we should demand a full hearing on what ever they are going to vote on while allowing the ban to expire.

You are correct, goat. Pelosi is on record recently being open to off-shore drilling, BUT her remarks also include provisions for punishing BIG OIL. She wants to tax the oil industry and take away its incentives while giving those same incentives to alternative fuel development.
Her shell game (ooh, bad pun) is to once again play on populist anger against BIG OIL, making it the boogyman for high prices YET create the impression that Republicans are in the pocket of BIG OIL if her plans are rejected.

What are you talking about? McCain’s protege is heading up the gang of 22, Lindsey Grahamnesty. He’s not going to do anything to hurt McCain that McCain doesn’t want him too. Why is the Senate GOP ready to compromise on drilling? It’s a winning issue. Maybe, it’s because McCain doesn’t really want to drill, which would be consistent with his position since oh, 1997 or so. Graham is giving McCain cover. Kill drilling from the Senate and McCain doesn’t have to do anything. Everyone already hates the Senate GOP. Yes, McCain has ‘said’ we should drill. But in the past he’s voted against drilling in ANWR. Actions speak louder than words. If McCain wasn’t the top of the ticket, he would be LEADING the gang of 22. Remember McCain has many areas of disagreement with Sarah Palin on policy. He picked her, yes, but that doesn’t mean he’s changed his mind on anything.

Good link, goat, but because the information was gathered by the American Petroleum Institute, it will be rejected as biased in favor of (wait for it!) BIG OIL.
This energy problem is riddled with catch 22s that harm the American consumer and give power (Oooh, another bad pun) to the Pelosis and Reids and the other self-righteous Dems.

The MMS – the federal agency responsible for administering the offshore oil and natural gas program – considers the size, timing, and location of the areas to be considered for federal leasing, and it bases its recommendations on the public’s comments. The plan is reviewed by Congress and approved by the Secretary of the Interior.
MMS is accepting public comments on its 2010-2015 plan until next Monday, September 15th. Apparently several anti-drilling groups have called on their members to flood MMS with comments. Therefore, the majority of comments oppose new leases. Considering that numerous national polls have shown Americans support increased drilling, their comments do not reflect the nation’s sentiments.
Showing support for drilling via MMS can have an immediate impact on the next leasing plan and can send a message to lawmakers. I had a feeling he Dems would surrender on at least allowing a vote on this before the election. The poll numbers for more domestic production were just too stacked against them.
