Pelosi to allow vote on drilling

Democrats have declared defeat on their siege on energy policy. Steny Hoyer announced that Democrats would allow a vote under normal rules on a bill that would expand domestic drilling, a move that would allow Republicans to offer their own version of an energy bill with more robust options for increasing domestic supplies of petroleum:
House Majority Leader Steny Hoyer (D-Md.) said Monday morning that the newest Democratic energy bill will be brought to the floor under normal rules and will be subject to a vote on a Republican alternative that is likely to call for even more drilling than Democrats are prepared to swallow.
Hoyer, holding his weekly session with reporters, would not discuss details of the new Democratic energy bill — which was first outlined by caucus Vice Chairman John Larson (D-Conn.) over the weekend. But Hoyer did outline the process for bringing the bill to the floor, and said it will be brought up under regular order.
“[Republicans] will have the opportunity to offer their alternative, yes,” Hoyer said in response to a question about how the energy bill will be introduced. “We understand that their motion to recommit will be their Republican alternative.”
The move is a dramatic departure from Democrats’ pre-August recess strategy, in which they brought up each of their energy bills under suspension of the rules and, in doing so, avoided having any votes on Republican measures calling for offshore drilling. But by embracing this strategy, Democrats also failed to get the two-thirds majority necessary to pass the majority of their energy bills.
Pelosi miscalculated in her heavy-handed tactics before the recess. She attempted to push through her own plan under suspension of the rules, a tactic she decried in 2006, which kept Republicans from offering an alternative. When it failed, she adjourned Congress, hoping to put off the debate until after the conventions … and her book tour.
Instead of regrouping, the Democrats found themselves routed by an angry electorate and motivated Republicans. The House Oil Party kept the issue in the media eye, at least to an extent, but high gas prices kept it on the minds of voters while Democrats took their summer vacation. It was as poor a political calculation seen in recent years, and the sudden shift in generic Congressional ballots and in party identification has been the result.
Pelosi and Harry Reid may have finally figured out that they could lose this election on energy policy. Will this be enough to stanch the bleeding?

if SanFranNan plays games and nueters the bill the GOP can nail it, and the Senate is weaker and will try to defang the bill.
All this vote does is expose SanFranNan as knowing they need a plan and don’t have a counterplan.

The ban on offshore drilling expires at the end of the month unless an extension is voted upon and President Bush signs it into law. The Republicans can just wait the Democrats out if there are too many poison pills in the bill.
Since none of the appropriation bills are finished, we may get to enjoy the spectacle of the government shutting down over the Democrats trying to extend the ban.

The smart Dems (oxymoron?) will figure out that by breaking with the eco-Marxist wing of their party that they can benefit from this along with the GOP. This is easily one of the most bipartisan issues available if the extreme Left is rejected. No one, and I mean no one, wants to despoil our environment so to claim that only the environmental Left is concerned about pollution is a lie. The Dems can go back to their districts in Nov and brag about how many jobs they will help create, how much revenue will accrue to the Treasury dept, how they are fighting terrorism and Islamic influences, and how they helped lower energy prices.
Given the cool summer we’ve had I’m predicting a bitter cold winter and no Dem wants to be held responsible for the high price of heating oil this year. Throw Pelosi overboard and save yourselves.

Great news for Sarracuda to have a national debate right during the election season on the very issue that is her strong point. The timing could not be worse for the Dems. If we win on oil, ‘Cuda has another accomplishment to wave around in front of Obama, and if we lose, then we win big in November.

Agree – no compromise. The Dems will pull out the long knives. They are slippery and will pollute the bill with so much regulation that will result in the oil companies being tied up in court to the point that they will decide drilling just isn’t worth the cost. While the GOP is hammering the Dems on this they should also call for a reduciton in regulations.

I strongly suspect that once there is a commitment to resume drilling, this will affect the futures market, resulting in an immediate drop in the price of oil. Similar to what happened when Bush removed the restrictions on onshore drilling.
If this does happen, and gas prices drop 10 to 15 cents, the Republicans can point to the drop and tell people that this drop could have happened 2 months sooner, but the Democrats prevented it.

President Bush should pull a Reagan and address the nation on this issue. Spell it out in plain english and name some names of people who have been blocking this issue. Oil is tied to our national security, hello SPR, I don’t care if it is uncouth to use the office of President to advance a partisian issue. Push hard, don’t let the democrats wiggle out from under this issue with some sort of “compromise” bill that would be loaded with loopholes and pork. They would literally weigh this issue with so much earmarks that the President would be foolish to sign it to law. McCain could make this THE election issue….”pass this bill with no earmarks at all or face losing your jobs, people”.

This is my worry as well. It’s great that a vote is coming down, but don’t let excitement and hunger for a drilling bill excuse “just anything” getting through. Make it a REAL bill, not some half-arse Dem patch-job.

I have a connection at the American Petroleum Institute and she just sent me a fact sheet on the bipartisan bill in the senate that is long on taxes and very short on drilling. I will have it posted soon. In short the Dems will allow alittle bit of drilling in return for more taxes on the oil companies.

This can be done easily if the GOP pays attention to detail.
Pelosi and Hoyer (my former congressman) will see an opportunity to get the GOP over a barrel (pun intended) but tacking on all sorts of feel-good legislation to ANY energy bill…money for veterans, money for better schools, money for preserving national monuments, money for defense, money for homeland security…anything they can come up with that IF a Republican votes against they can use against the GOP.
Let the ban expire.
In the meantime, to make the GOP look good in the long run, take each one of those proposed amendments/tack-ons and debate them as separate issues, and have an up or down vote on each individual item.
Also, go through any proposed bill and nail earmarks…loud and strong…and make sure the final bills presented for passage are proscribed from having earmarks attached. Make sure that the full texts of every bill coming out are made avaialbe to the public and the entire House (or Senate) at least 24 hours at a minimum before any vote is taken.
This way, while we wait for the ban to expire, we can get some constructive work done. The GOP offers proof that the Dems are padding bills. The GOP offers proof that the GOP is more than willing to vote individually on sound rational legislation…all this in full view, so the voters can get a hint of what a new-GOP led Congress is willing to do.
Then, once the ban hass expired, pass a full-spectrum Energy bill that contains nothing but direct energy related issues. Pass a full energy bill with no tack-ons or amandments to give money to a sidewalk fair in Peoria or a new arboretum in San Bruno.
If the GOP goes for a quick vote, and that bill contains all sorts of non-energy pork…the GOP will have been played.

Republicans do need to push this through the House, and shout it from the rooftops. They don’t have the majority, so the only way this passes is if some Dems vote for it. This will put lots of pressure on the Blue Dog Democrats–do they support Pelosi or their constituents? Even if the Democrats hold the House, would they still want Pelosi as Speaker after they had to cave to the Republicans?
Even if it passes the House, the bill would need 60 votes to bypass a filibuster, meaning that Democrat Senators would be put on the spot, while Governor Palin gets on her soapbox leading on the Republicans, and Obama is caught on the wrong side of the issue. If such a bill does make it through Congress, President Bush will obviously sign it, and oil prices will drop as speculators bail out, and voters will realize that Palin was right and Obama was wrong, and flock to McCain. Then, in 2009, a Democrat Congress would have lots of trouble banning drilling over a McCain veto.
If the bill gets derailed somewhere along the line from Democrat obstruction, both the House GOP and McCain/Palin can use it as a campaign issue.
If the House GOP is pushing this, they also need to push for SHALE OIL, most of which is under Colorado (blue-collar jobs in swing state!). There’s more shale oil there (500 to 1,100 billion barrels) than under the continental shelf (100 billion barrels).

The Democrats will offer their stupid bill, allow the vote from Republicans… then stall the entire thing and try to hang it around the necks of the Republican party.
Mark my words- 2 weeks from now, we’ll have every Democrat on earth screaming from the mountaintops that they tried to pass energy legislation, but the Republicans hate Americans and won’t play nice with others.

Side note: Doesn’t Senator Clinton know that she’s got a job to do? Her campaign was over MONTHS ago… why is she still out giving speeches? I thought that the next Congressional vacation after this 15 days of work was for campaigning.
