When desegregation was coming to the South, starting with Little Rock in 1958, the first reaction of the (Democratic) Southern governors was to order their National Guard units activated to keep blacks in their place... and the countermove by the President from Eisenhower (R) on was to call up the entire state National Guard, taking it out from under the Governor&#039;s command and putting it under the Federal government&#039;s command.

This is why a number of those governors tried to create &quot;State Guards&quot;, so they would have troops under their command. Didn&#039;t work, of course; the US military, including the Guard units, were a little bit intimidating.

But unless and until they were activated, the Governor was the commander... and still is.</description>

Palin has been Governor for about the same amount of time that Obama has been in the Senate, but she&#039;s got a whole lot more to show for it.</description>

My governor goes to every deployment ceremony and every return ceremony and every funeral for service members killed in the war. That&#039;s a very different role than a senator&#039;s. It brings the role of Commander in Chief very much to the fore.</description>
