DNC shifts nomination vote to the hotels; Update: Business as usual

posted at 2:40 pm on August 27, 2008 by Ed Morrissey

Expect to see a roll-call vote at the Democratic convention tonight?  Be prepared for disappointment, as Hillary Clinton’s delegates will have to do.  Instead of a normal floor vote, the tallies will be taken before delegates arrive at the Pepsi Center:

Delegates to the Democratic National Convention are casting ballots for the party’s presidential nominee at their hotels this morning.

The vote, negotiated by the campaigns for presumptive nominee Barack Obama and Hillary Rodham Clinton, is expected to speed proceedings from the floor of the Pepsi Center tonight, when totals will be read from the floor as part of a roll call vote.

But it is also leaving many delegates perplexed.

Some delegates were confused because Sen. Clinton was not expected to release her delegates until the afternoon.

“It doesn’t make any sense to me,” said Mary Sullivan, a Clinton delegate from Albany, N.Y. “I’m gonna vote for Hillary. I’m a Clinton delegate and she hasn’t released me yet.”

What happened?  Why has the DNCC suddenly decided to cast these votes away from the cameras and the television audiences?  It’s almost as if someone expects people to cause problems for the smooth and unifying election of Barack Obama as the party’s presidential nominee.

Think this shows unity?  Some of Hillary’s delegates want outside observers to ensure that the vote isn’t rigged:

Some of the Clinton supporters in the delegation raised questions about how the process would work and said they wanted an observer there to ensure that the ballots were counted accurately.

“I think it sucks,” said Blanche Darley, a Clinton delegate from El Paso.

Yeah, maybe they could have ACORN provide disinterested observers.  Or if Jimmy Carter hasn’t left, he could lend his expertise in monitoring banana-republic elections.  And after the Democrats go to all this trouble to hide the voting process, they can then explain their support for card-check legislation.

Flashback: Most unified party in 30 years?  Riiiiiiiiiiiiiiiiiiight.

Update: Politico now reports that the process is a muddle, but they’re trying to conduct this in a traditional manner:

Barack Obama’s campaign has reverted to plans for a traditional roll call on the convention floor, and the Denver Post reports that delegates are voting this morning in their hotels.

There’s a bit of confusion about the plans for a roll call, and some Democrats say they’re dissatisfied by a process that has them voting in private, by state. But that’s the old-fashioned way, says my colleague Andy Glass, who’s covered these for years. The roll call is a roll call of states, not of delegates, and there was never the prospect of a one-by-one show of hands on the convention floor.

If this is business as usual, as Ben Smith now reports, is Politico retracting its earlier story?  And why were Hillary delegates so upset by the earlier change?

I talked to a close friend (R) last night; one of his relatives is a Dem delegate (can’t remember if he said superdelegate or not). He’s a Clinton supporter who isn’t at all impressed with Obama, but as of last night he apparently hadn’t been given any real direction on what the heck he was supposed to be doing. He made it sound like things were pretty FUBAR at the moment.

Under the old rules, when did the super delegates vote?
With their states, or after all the states?
Was it by secret ballot, or were individual names called out?

MarkTheGreat on August 27, 2008 at 3:35 PM

Hmmm. Maybe the FEC would be interested in this.

But I could envision some really fun with this. Set up a couple of booths as the hotel to take votes. Then…..

The Democrats have always thrown the rules out the window. Check the Florida 2000 elections, particularly the second ruling (a 4-3 split decision) of the Florida Supreme Court and the illegal nomination (and election) of Frank Lautenberg in NJ after the deadline had passed (replacing Torricelli who won the primary and was doomed to lose because of corruption scandals). The Democrats do not care about rules OR laws. They just want to win any way possible. If Obama keeps slipping, something will have to change to ensure a Democrat victory.

jerseyman on August 27, 2008 at 3:36 PM

Hmm. Something I just posted over at FR, on a entirely different topic is just as applicable here:

Why is it that, this election cycle, every candidate, every organization and bureaucracy involved is working hard to EXCEED every negative stereotype about them?

I’m so depressed about the WHOLE THING that I’m too tired to even be outraged anymore.

Here in the third-world Democrat dictatorship of NM, the son-in-law of Tom Udall, who is the Dem. candidate for the for the U.S. Senate has been hired to head the Elections Bureau.

Gee, now the democrats don’t even have to stuff the ballot boxes, or at the last moment ‘find’ a few ‘previously missing’ ballot boxes or voting machines.

Watching the DNCC unfold this week is, sorry for the cliche, like watching a car accident in slow motion. And I just can’t turn away.

Or maybe better put, it’s like watching five-year olds fight in a sandbox.

Don’t these clowns realize that everyone is watching them? I guess the press will give them all the cover they need. But really? As someone said today, the real Republican GOTV slogan in the fall will be the prospect of a federal government headed by Obama, Reid, and Pelosi. These people are morons.

BuckeyeSam on August 27, 2008 at 3:37 PM

This “vote in the hotels” rule is sure to confuse lots of people. Away from the klieg lights, ensconced in smoke-filled rooms (do they allow smoking in these hotel rooms?) … Who can dispute Obama’s decisive and clear ascendancy now?

The PUMAs were trying to force the floor vote with the petition. . . They also said that if they don’t get the floor vote, and get to vote for Hillary, there is going to be an all out ruckus tonight. Enoxo on August 27, 2008 at 2:54 PM

They have to raise a ruckus. The brilliant diplomacy of the Obamenschen has made it a done deal. Don’t these bozos know anything about the “root causes” that make perfectly upright, moral people perform all kinds of inhuman acts? Oh, oops, I forgot. They wrote the book on root causes. At any rate, I do hope that the PUMA’s response is not inhuman–unmentionable would be nice though.

This kills me after the Demo’s whined about Florida and ‘make sure we count every vote’. When Osama, I mean Obama, crap.. When Saddam Hussein had elections we laughed because they weren’t really elections. How does this voting process stack up to Saddam or Hugo? Maybe we need that official agency that runs around the world monitoring elections fedex’d over to Denver.

The reason they’re trying to stop Hillary’s votes from being displayed on the television is because…. what happens if–since Obama’s poll numbers are dropping–some people change their mind and god forbid Obama drops to second in the tally at some point in the night–even if he just barely edges out in first at the end.

They do not want to show that it was this close. It’ll split the party even more, and people will start doubting Obama being The One, afterall.

“My view is we need to come together as a party,” DeGette said. “I admire Hillary Clinton greatly, but I think it would be divisive to have a vote on the floor. We need to have a unanimous vote.”

Right, Obama (now that he’s controlling the vote, the tally and the total) will get 99.937%+ of the vote.

Making his election equal to Catro, Mugabe, or other third world dictators who have also had unanimous or near-unanimous “elections”.

Oddly the “unanimous” winner always seems to be the one with control of the voting apparatus.

Why bother trying to cheat a vote or two here or there. Simply take over the voting, vote-counting, and ballots and claim to have won by unanimous acclaim. As we’ve learned from our “social betters” (according to some Democrats) in Dictatorships around the world, this is better.

Finally the Democrats will have the unelected fascist dictatorship they’ve always dreamed of, and the rest of us get our wish too; they suffer the ignominy of it first and alone.

Vashta.Nerada on August 27, 2008 at 3:49 PM

Straight from blog.pumapac.org:

The DNC and Nancy Pelosi, the Chairman of the Democratic Convention, are doing everything in their power to make sure that does not happen. With Obama’s flagging support, according to the polls, running neck and neck with McCain, they are very worried that Hillary will get the nomination if a roll call vote takes place on the convention floor. That is why they are making the delegates have a secret hotel vote, instead of the floor vote that’s been done since forever. The hotel vote will purportedly take place on Wednesday morning, August 27, 2008.

However, there is a DNC rule that says if 20% of a candidate’s delegates sign a petition for a roll call vote, it must happen. This means that Hillary needs 826 of her delegates to sign this petition. I visited their headquarters along with BettyJean, Pagan, Hill08, and BrendaLynn. As we set out on our mission, we got three signatures in less than one block. They headed for the Pepsi Center to collect more, and got about 40 in an hour, and I came back to Puma Headquarters to blog. Last word I got was there were over 400 signatures gathered.

***

Delegates have reported to us that Obama supporters are stationed outside of each delegation’s room with clipboards, ready to make sure that once again, despite their best efforts to represent their constituents (approximately 12,000 voters per delegate in the case of primaries, and 585 in the case of caucuses), that Hillary delegates and voters are ROBBED of their democratic rights.

Interesting.

Rick on August 27, 2008 at 3:49 PM

Obama or lie, more like it.

What’s great is when this implodes, it’s going to be the entire party’s fault.

And not one of them will take a sliver of responsibility, as usual.

You inadvertently stumbled upon the truth. The Democrats respected Saddam Hussein’s voting methods. He always won by 98% — no controversy or close calls. The Democrats (led by Jimmy Carter) love Hugo, Saddam, Castro, because of their political savvy and success. They totally despise true elections because they lose unless they can fool or cheat the general public.

Man, they are ticked off, aren’t they? Some great GOP ad material:

Another thing we do know is that it is going to rob 18 million voters of their franchise. And when it has come to this entire nominating process the Bush Administration will have shown more respect for the voting rights of Iraqis than the DNC has shown for the voting rights of registered Democrats and delegates to the Democratic Convention. And that cannot be ignored.

a capella on August 27, 2008 at 3:59 PM

More from PUMApac.org, cited earlier by Enoxo:

Clinton Delegates are pissed. The Clinton National Delegate Network, a grassroots movement of delegates is on the streets of Denver collecting signatures from Hillary delegates. This eleventh hour effort is being organized to ensure that delegates who were elected to represent the voters of each state can and will vote for the candidate they were pledged to.

The DNC and Nancy Pelosi, the Chairman of the Democratic Convention, are doing everything in their power to make sure that does not happen. I have a feeling the DNC caught a whiff of an uprising for Hillary.
It will be interesting if Bill throws a little gasoline on the fire. I have a feeling Bill will have a couple of snide remarks…
“as a lifelong democrat I will always support the open nomination of our candidate. And that candidate that is chosen as the most popular will have my 100% backing. I consider every democratic voter to have been a delegate, and I honor each and every vote. So I will stand behind and campaign for the one that is chosen by the people to lead them. If Obama is chosen, then we must stand behind him…however, I am so proud of Hillary, winning the hearts and minds of so many people. We cannot overlook the impact that Hillary has had over the last couple of decades of service, a senior statesperson, someone that has shown she can get the job done. And I will do what I can to elect the next president of the United States. I will stand behind the candidate the Democrats have chosen”

This really is the ultimate end result of the identity politics combined with the far left beliefs that have powered the Obama campaign.

If you can believe, or even give an iota of credibility, to the idea that George W. Bush and Dick Cheney deliberately destroyed the World Trade Center and killed thousands of people as part of a conspiracy to start a war for oil in the Middle East, how much of a stretch is it to believe that if you don’t move the convention balloting to the hotels, Hillary Clinton has a plan to steal the nomination from Barack Obama? Their Bush Derangement Syndrome paranoia and conspiracy theories, which are just now shifting over to McCain Derangement Syndrome for the general election, are simply paying a stop in Denver, for a little Hillary Derangement Syndrome madness that results in the kind of shadowy voting normally reserved for totalitarian regimes — but of course, only in the best interest of the country, because Obama’s opponents are so evil.

(And Hillary and Bill don’t come off clean here, either, since they did nothing to try to stop the creeping paranoia within their party over the past six years, and in fact planned to use it this fall to gin up irrational opposition to Republicans that would turn into support for the missus. The fact that their own plan was co-opted and turned against them by the Obama camp is just deserts in a way, but with paranoid minds like this, it’s scary to think about what they would be like in power, if some issue, court ruling or congressional vote doesn’t go their way.)

Not with a bang, but with a wimper. The PUMAs are essentially nowhere to be found, especially in Arkansas, as they throw all their votes to Obama.

Does anyone doubt that if the Republican Party tried pulling this stuff, the MSM would be having collective fits?! Chris “thrill-down-my-leg” Mathews would be calling them Nazis. The NY Times would bring out a Special Edition with screaming headlines “Republicans Reject Democracy” or some such; correspondents would be scouring the streets of the convention town to find people to trash-mouth the Republicans. It’d go non-stop until Election Day.

DavePa on August 27, 2008 at 5:57 PM

California passed because they didn’t want Hillary passing Obama on the tally, even for a moment.

Enoxo on August 27, 2008 at 5:59 PM

Disappointing. Where’s the anarchy? Where’s the chaos? Where’s the fire raining from the sky, riots in the streets, falling barricades, rampaging crowds, human sacrifice, dogs and cats living together, mass hysteria??

You’ve let me down, DNC. Let me down baaaaaad.

Fort Marcy Park is on red alert. DNC execs had no comment on whether a new “shipment” is forthcoming.

Did I hear booing while Iowa is talking?

Enoxo on August 27, 2008 at 6:13 PM

What did they do to those ladies in their hotel rooms this morning? All of a sudden they’re docile and smiling as their states cast their votes for Obama.

aero on August 27, 2008 at 6:23 PM

I don’t believe Papa Barack will change his tactics in the general election. Not until he’s President-for-Life, that is.

These are ugly times, and I no longer find it even slightly amusing.

MrScribbler on August 27, 2008 at 6:24 PM

If this is business as usual, as Ben Smith now reports, is Politico retracting its earlier story? And why were Hillary delegates so upset by the earlier change?

My guess is this… The PUMAs got the 800-whatever notiary signatures required to force a floor vote. But they did a preview, hotel vote on paper to get written down the totals on who is getting what–that way they can do stage play, seen with California passing. They’ll knew at what point Hillary would have passed Obama, so they’re putting those states off to later so Hillary doesn’t pass Obama even for a second in the tally.

As for where this leaves the PUMAs, I’ve no idea. All they wanted, they said, was to vote for Hillary and now they’re getting it… will this heal wounds? We’ll just have to wait and see.

Enoxo on August 27, 2008 at 6:26 PM

California passed because they didn’t want Hillary passing Obama on the tally, even for a moment.

That doesn’t make sense. The last Green Papers estimate gave Clinton a 29-delegate lead in California (with 6 superdelegates uncommitted), and that was back in June. More likely, they didn’t want the majority to happen before New York.

steveegg on August 27, 2008 at 6:34 PM

Sounds like “Chicago voting rules” to me

Take a close look at OH. Did Rep. Stephanie Tubbs Jones (a Clinton supporter) cast a posthumous vote? For The One?

The Monster on August 27, 2008 at 6:41 PM

California passes. Illinois passes…. later on, New Mexico passes to Illinois, who passes to New York (confused yet?), where Hillary will cast the deciding votes, and or call an end to the roll.

This is why did the hotel vote.

Enoxo on August 27, 2008 at 6:46 PM

And there it is… they brought an end to the roll call.

That’s going to piss off PUMAs. They said they did not want that to happen.

Enoxo on August 27, 2008 at 6:47 PM

“I move that Sen. Obama … be selected by this convention…”

Selected. Not elected.

The Monster on August 27, 2008 at 6:48 PM

Pelosi didn’t give the convention a chance to oppose to acclimation.

So ridiculous. She did look like she had a few shots of botox over the weekend though.

MrSteve on August 27, 2008 at 6:49 PM

Ahahaha!

Pelosi said “All those who agree, say Aye….” *insert a pause for shouts* “All those who oppose, say No” *slams gavel, and continues talking not giving them a chance to be heard.

So funny.

Just because they put up a phony front on tv, I don’t think the democrats outside of Denver have all of this kumby ya warm fuzzies. What a joke. Now the talking heads are all slobbering over the “historical moment”.

I am just astonished. Is this the first time they cut off a roll call like this or what have they done in the past?

Glenn Beck was just talking about that. Something like “Every time you watched this as a kid (cause that’s what your parents were always watching) it was always ‘FROM THE GREAT STATE OF FLORIDA…’ and they’d do that for all the states.”

So apparently, this is part and parcel with HopeAndChange.

They probably have. They are Democrats, you know.

Well, Obama’s now rammed through his nomination. Wonder if he really would have won it?

Any takers?
