A nexus of cronyism at UC Medical Center? Update: Obama’s efforts for Blackwell

The Washington Post notes an odd coincidence between the University of Chicago Medical Center, where Michelle Obama worked as a vice-president until recently, and a major Barack Obama donor. The UCMC, under Michelle’s supervision, granted a $650,000 contract to a local minority contractor for upgrading the center’s intranet. In her 2006 report, Michelle listed only Blackwell Consulting in demonstrating how she had strengthened ties to the local community. Robert Blackwell, however, turns out to be something more than just a lucky local:
Two years ago, the office of Michelle Obama, the vice president for community relations at the University of Chicago Medical Center, published a glossy report detailing the improvements her office had made in the lives of local residents, in part by increasing ties to minority contractors.
Center administrators declined to disclose which businesses benefited; the report lists one — Blackwell Consulting Services.
In 2005, the center expanded its bidding process and invited African American businessman Robert Blackwell Sr. to join a competition to upgrade the center’s intranet, the in-house equivalent of a Web site. His company, Blackwell Consulting, won contracts totaling nearly $650,000.
Blackwell and his family, records show, have been longtime donors to the political campaigns of Michelle Obama’s husband, Barack. Robert Blackwell Jr., a former partner in the firm, is a major fundraiser for Barack Obama. At various times, Blackwell Sr. says, his and his son’s businesses each have retained Barack Obama as an attorney.
Blackwell not only is a major fundraiser for Obama, but employed him as an attorney — while getting public funds through UCMC from Michelle Obama. Does this sound like a conflict of interest? For one thing, did Blackwell’s payments to Obama for legal services result from any actual work, or was this a method of getting cash to the Obamas while avoiding campaign-finance regulations?
Michelle’s contract award raises even more questions. Did she give the contract to Blackwell as a payoff for his efforts to raise money for her husband? Even more to the point, did the contract give Blackwell money to put back into Obama’s campaign coffers? UCMC is a public entity, run from public funds [see Update 1]. The appearance here is that the Obamas had a way to channel taxpayer funds to a major contributor and then back to themselves, both personally and politically.
That also puts a new light on Barack Obama’s earmarks for UCMC. In 2005, he almost tripled the pork to the medical center to over $310,000; in 2006, he more than tripled it again to $1 million for the construction of a new pavillion for the hospital. How much of that ended up with Blackwell, or with other “local contractors” who either employed Obama as an attorney or contributed to his campaigns?
Chicagoans may slough this off as normal politics. It looks pretty slimy from everywhere else.
Update: Should be University of Chicago Medical Center, not UICMC. I’ve made the corrections above. I’m also told that the University of Chicago Medical Center is a private institution which receives both private and public funds.
Update II: I thought Blackwell sounded familiar. The LA Times did an extensive story on Blackwell in April, and he’s no stranger to the Obamas. Not only did Barack Obama get paid a lot of money from Blackwell, he helped Blackwell get other government grants as well:
Killerspin’s owner, Blackwell, was a political supporter and friend as well. Both men lived on Chicago’s South Side. Blackwell, a savvy and successful entrepreneur, was one of the first donors to Obama’s early campaigns, including the state senator’s failed bid for a congressional seat in 2000. In the presidential race he is credited on Obama’s website with committing to raise $100,000 to $200,000 for Obama’s campaign.
When Blackwell sought backing for his table tennis tournament in 2002, other politicians, including U.S. Sen. Richard J. Durbin (D-Ill.) and Chicago Mayor Richard M. Daley, offered support for the event. But Obama was the only one who provided a letter that became part of the initial application for state funds, state records show. In addition, he wrote a state Senate proclamation heralding the first tournament and an official letter that welcomed “table tennis friends” to the 2004 contest and thanked spectators for helping to “make Chicago the table tennis capital of this nation.”
Initially, the idea of table tennis receiving funds from a state tourism program — designed to encourage overnight visits to Illinois — was met with skepticism by one Republican state official. But the funding was granted at the $20,000 level that first year, grew to $200,000 in 2003 and totaled $100,000 in 2004.
What kind of attendance did a third of a million dollars get Chicago for its table-tennis tournament? Between 3,000 and 6,000 attendees in that period. Illinois spent hundreds per ticket sold to get butts in the seats.
In 2000, Obama said in his book The Audacity of Hope, he entered a “dry period” when his law practice had declined from his political pursuits. Starting in 2001, that changed — when Blackwell hired him:
Obama’s tax returns show that he made no money from his law practice in 2000, the year of his unsuccessful run for a congressional seat. But that changed in 2001, when Obama reported $98,158 income for providing legal services. Of that, $80,000 was from Blackwell’s company.
In 2002, the state senator reported $34,491 from legal services and speeches. Of that, $32,000 came from the EKI legal assignment, which ended in April 2002 by mutual agreement, as Obama ceased the practice of law and looked ahead to the possibility of running for the U.S. Senate. .
EKI claimed that Obama spent long hours perusing contracts and advising them on “compliance and human resources” issues. Did they get $112,000 worth of advice in 16 months?

This is something I do know a bit about and on the surface all I can say is it depends. If there was any documentation available on the specs of the project then we could better make that determination.
Briefly, a site with a lot of database functionality and security (patient confidentiality, HIPAA, access, redundancy, disaster recovery etc. etc.) could easily go over that budget.

This is going to sound totally racist, but I know from previous experience that there is a large and well-heeled community of black-owned businesses that have gamed the system for years to get lucrative contracts from big-city governments and universities. I worked at HUD and saw these people all the time draining millions from local public housing authorities for “consulting” services that never seemed to accomplish anything except to line the pockets of the business owners. Later I worked for a white-owned consulting firm run by a former HUD assistant secretary, and we would constantly lose bids to these people because their pals in the housing authorities always took care of them. These people all know each other and they know the tricks of the trade.
This story does not surprise me at all and it is very much business as usual in the black-owned government-consulting business world. I think most Americans would not find it very appealing.

The media would be in a frenzy and his approval ratings would plummet. So why is Barry exempt from this public outrage? Has our society become so politically correct that you can’t accuse a black man of being corrupt?
This is an outrage of enormous proportions, and I’ll bet Barry skates on this.

This is for an upgrade, which I imagine could still cost $650K (which really isn’t all that much), but I wonder what the other bids were. Or if there were other bids.
“Upgrade” can mean a lot of things. You can change the appearance of your web pages and call it an upgrade if you want.

I would bet you $1000 that this “successful entrepreneur” made 100% of his money off government contracts. Now, there is nothing illegal about that, and many people including Ross Perot have made millions selling stuff to the government. But the Blackwells of the world rarely have anything of real merit to offer the government; they make fortunes getting inside deals for useless crap like ping-pong tournaments and overpriced intranets and limousine services and “studies”. They become big political fundraisers and contributors because they have to in order to keep their gravy train rolling.
What’s abundantly clear from this episode is that Barack Obama is no change agent, and if he is elected President millions of our tax dollars will be siphoned off to these “entrepreneurs” who just happened to be his major campaign contributors and bundlers, for bogus products and services. It’s a huge mutual back-scratching society, and Barack and Michelle Obama are charter members of it.
Change we can believe in, indeed. Feh.

This is the exact Rezko/Obama model of funneling other people’s money back into an Obama coffer. It looks like Michelle has enough talent to run for public office herself, since she’s as good at “strengthening ties to the local community” as Barack Hussein himself.
Or perhaps it was Mz.O. who has orchestrated all these circuitous contributions to BO, starting with Rezko and Ayers. If that’s the case, look for Barry to throw MO under the bus by October (poll-driven, of course).

I’m not familiar with contracting of this type of work. Is it usual for the consultant evaluating the needs and determining the system infrastructure (I don’t know whether to include the software applications, etc) is the same one that provides the system infrastructure? When it comes to communication systems, are they usully bid out as turnkey or design-build contracts?

Gilda — I would say that not everyone does it. Essentially what Michelle Obama has done is completed a triangle of money traffic: Blackwell employs her husband, husband enables earmarks for Blackwell in his legislative capacity, and the wife awards Blackwell contracts on behalf of the hospital. It’s quite messy.
Most companies or organizations (like a hospital) have codes of ethics, and in particular have strictly stated guidelines with respect to community relations grants — any illusion of impropriety is generally forbidden.
These people wreak of impropriety.

Wow. So the hospital which is viewed by many as being arrogant and elitist for not serving the poor, and for giving a measly 1% to charity, quotes Michelle Obama thusly (in a report I’d love to see in full):

If you read the stories you’ll see that they spent gazillions in p.r. (hiring David Axelrod!) but virtually nothing to assist local clinics in taking over the load of patients who end up in the emergency rooms. Nope, the whole very pricey initiative consisted of making it sound good without actually doing diddlysquat, so their “salvation” was to fool everybody into thinking they were selfless advocates of the poor.
And to think that they have the nerve to lecture the rest of us about how they chose to work as community activists instead of earning big bucks from evil corporations.

Let me get this straight:
In 2001-2002, Obama’s primary source of income was $80,000 from Blackwell Consulting.
In 2002, Obama elected to state Senate.
From 2002-2004, Obama returned the favor giving Blackwell state grants totaling $320,000.
In March 2005, Michelle Obama promoted to VP external affairs at Univ. of Chicago Hospitals.
Salary went from $121,910 to $316,962.
In 2005, Mrs. Obama gave Blackwell a $650,000 contract.

I think the website needs to be redesigned so that articles like this one (excellent job btw) can be quickly pulled up for reference.
A searchable database, organized by topic or person would be really great.
In another couple weeks this stuff needs to be brought out and really examined, people really need to understand what kind of person (s) the Obama’s are before it’s too late.

Everything with Obama goes back to Cook County. I have been waiting on McCain to run an ad with Obama talking about Washington politics being broken. Then agree, but follow with as bad as Washington is, we do not need to replace it with the sewer that is Chicago politics. We need to reform from within, and I am the man for the job. The McCain camp could probably run them in volumes with the corruption in Chicago. Endless material with a little research I would think.
