Pelosi buckling on drilling vote?

Has the House Oil Party had an effect on Nancy Pelosi? Perhaps more than she’d like to admit. Last night, on Larry King Live, Pelosi reversed herself to some extent and said she would back a vote on drilling in the OCS as long as it came as part of a comprehensive energy package. However, as The Hill points out, she said the same thing right before she adjourned the House to avoid such a vote:
House Speaker Nancy Pelosi on Monday night dropped her staunch opposition to a vote on offshore oil drilling in the House.
Republicans, reacting to high gas prices, have demanded a vote on additional oil exploration in the Outer Continental Shelf, where drilling is currently blocked by a moratorium. Until now, Pelosi (D-Calif.) has resisted the idea as a “hoax.” But in an interview on CNN’s Larry King Live, she indicated that she was open to a vote.
“They have this thing that says drill offshore in the protected areas,” Pelosi said. “We can do that. We can have a vote on that.”
She indicated such a vote would have to be part of a larger package that included other policies, like releasing oil from the Strategic Petroleum Reserve, which she said could bring down prices in a matter of days.
TheSPR gimmick just won’t die, and it’s hard to tell who’s supporting it for whom. Is Barack Obama prattling on about it to provide cover for Pelosi, or the other way around? It’s as much a gimmick as the gas-tax holiday, and just as effective in the long run for fuel prices. Even a 10% release would only provide enough oil for a few days of American consumption, and might at best provide a few weeks of price declines — assuming producers don’t tighten production to protect their prices. Eventually, the US will have to replace the oil that got released, and the heightened demand will provide yet another shock to the global market.
And, of course, with war in the Caucasus threatening energy supplies, this is the perfect time to short the US’s strategic reserve, intended to ensure our military operations around the world. Brilliant!
Anyway, don’t get too excited. If Pelosi sounds reasonable now, she’s only parroting what she said just before retreating redeploying over the Capitol Hill event horizon earlier:
Pelosi had previously said she would allow a vote on drilling and then backed off. On July 30, the last day Congress was in before the August recess, she was interviewed by the Capitol Hill press corps. She was asked if she could envision a vote on drilling in new areas this year, and she answered, “Of course.”
But her aides later released a statement saying she was not announcing a change in her stance on a drilling vote.
The Republicans will force a vote on her, one way or the other. Actually, Pelosi needs a vote to extend the moratorium, which usually gets attached as an amendment to appropriations bills. If such an amendment gets tacked on in September, House Republicans have threatened to block it, and want a commitment from President Bush to veto it. They believe a shutdown of the government over this issue will deliver a strong message to voters that they are prepared to go to the mat for a rational energy policy.
On October 1st, without that extension of the moratorium, the OCS and shale formations become available for exploration. If Pelosi wants to control that at the federal level before the states start issuing leases and permits, she has to cut a deal with the Republicans. All this means is that Pelosi has recognized political reality.

Too believe Pelosi will allow a vote on drilling is akin to believing the Russian’s aren’t interested in a war of conquest.
coffee260 on August 12, 2008 at 9:11 AM
Pelosi’s problem is that she has to appear on these shows to promote her dismally-selling book, so she can’t duck out of the limelight & avoid policy questions.

I’m guessing Donkey Punch Pelosi is counting on at least 40% of the House to be flat-earth no-grown environmentalist nutjobs.

I agree, the timing of the book tour couldn’t have been better.

Pelosi will allow a vote…and the bill voted on will be skewed in such a way as to force the Republicans to vote against it. I envision a vote on allowing drilling in the US and OCS ONLY after those 63 million acres of present leased lands are drilled first…at great expense, and the finding of no oil or economically improbable recovery of any oil found.
Thus, the Dems will have a new meme for November…the Republicans refuse to drill.
coldwarrior on August 12, 2008 at 9:16 AM
Appearances are deceiving … Yes she is feeling the heat, but no she isn’t buckling. The bridge is out on September 30 when the OCS moratorium ends. That’s when it gets hot …

Wade on August 12, 2008 at 9:19 AM
I like the way she, and Obama, and a host of other D’s keep saying that as if there was actually anyone who’s said drilling in the OCS was all that was needed. Is there anyone who doesn’t have a “comprehensive energy package” in mind?

As of October 1, the federal government shuts downs and drilling starts? Win-win to me.
Wethal on August 12, 2008 at 9:28 AM
If worse comes to worse, she will grab on to the Gang of 10 plan in the Senate, no doubt with a few “adjustments” to make it even more skewered towards the Democrats alternative energy plans. Her problem pre-convention is that the loons who provide not just the party’s core support but her own in San Francisco think anything not involving either solar panels or used vegetable oil for a fuel source is another example of the capitalist boot coming down on the throats of the masses.
Would the netroots in her district vote her out if she flipped on drilling and put the always-lucid Cindy Sheehan in office? Unlikely, since most of those people crave power and know they wouldn’t sniff the House Speaker’s position again if they did that, but there are enough totally detached from reality who believe any step towards new drilling at all would show Pelosi is just another cog in the VRWC.

She must be seeing some unfavorable internal poll numbers.

I want to scream every time I hear these by these naive and ignorant politicians. The SPR is for when things like a war breaks out or a hurricane hits the east coast and disrupts productions. Seeing as how we are not even 1/2 through the hurricane season it would be foolish to tap into the SPR when it might be needed for a REAL emergency.

“Pelosi buckling on drilling vote?”
If anything is buckling its Pelosi’s facelift.
elduende on August 12, 2008 at 9:33 AM
I hope our guys realize that any ‘compromise’ by Reid and Pelosi on the energy issue is a trick to neutralize the energy issue and get them into next year without any lasting pro-energy action being legislated. Beware: They are just minimizing their damages enough to buy the time between now and the new Congress.
If it takes a gubmit shutdown, so be it. Here’s hoping Bush stands behind us with his veto. This issue is ours to lose.
petefrt on August 12, 2008 at 9:33 AM
They have this thing that says…? Who talks like this, the Speaker of the US House of Representatives? They have this thing? Is it otherwise called a bill? E gads what a cipher.
So I guess Her Speakertude has concluded that we can drill our way out of this problem? Is this a sea change?

Pelosi buckling on drilling vote?
The only “buckling” Pelosi needs is in the form of a belt buckle to her backside in public for all to cheer….
Keemo on August 12, 2008 at 9:44 AM
What’s the likelihood of that happening? Its not like someone may decide to bomb nuclear facilities in Iran, or Russia will suddenly start invading other countries, or…
And natural disasters? You mean like hurricanes, floods and earthquakes? Never happen in this country…
Who needs a stinkin’ SPR?

Let’s at least give the (GOP) Congressmen credit for their actions of the past few weeks. It’s a start folks, a new beginning; the kind of “hope & change” I can believe in if this action continues.
Keemo on August 12, 2008 at 9:46 AM
If there are bigger clowns on the political horizon than Obama, Peloser and Reid are the biggest jokes of all. Only from San Francisco can someone so inept rise to the power than she fantasizes she has.. Delusions of grandeur are a mental illness.

Oil is below $113…a $45 drop since Bush rescinded the Executive order on drilling. $40 drop since the House went on vacation. The dollar is up…gold is selling at the low $800’s…Euro down… Any connection to all of this?
Oh, yeah, Pelosi’s book sales are still down.

I think we all need to contact her office and demand that she stand firm – no drilling!
Wouldn’t want her (and the rest of the Dem leadership) to get on the right side of this issue.

Why not take a page from the Dems playbook, Rules for Radicals, and see what Pelosi’s strategy has been:
“The ultimate goal, said Alinsky, is not to arrive at compromise or peaceful coexistence, but rather to “crush the opposition,” bit by bit. “A People’s Organization [Demi-clepto-crat Party] is dedicated to eternal war,” said Alinsky. “… A war is not an intellectual debate, and in the war against social evils [oil consumption]there are no rules of fair play.… When you have war, it means that neither side can agree on anything…. In our war against the social menaces of mankind [GOP and their democratic rule of law] there can be no compromise. It is life or death.”
The GOP should fight fire with fire, IMHO.
rishika on August 12, 2008 at 10:28 AM
I don’t get why the oil companies don’t strike back when the dems make the case that they already have the land to dill on they just choose not too.
I worked for years out in western Kern County California doing on site drug testing of oil rig crews at such places like the Elk Hills Naval Petroleum Reserve. Now, I don’t know a whole lot about oil drilling, but I asked them once how much oil it takes to produce gasoline. I was told by the rough necks that the kind of oil they were drilling wasn’t good for gasoline. They said it would be used for other materials, but it wasn’t the quality that was good for gas.
Now, why don’t those who are in favor for more drilling say this stuff? I tell it to people I know and the reaction is always the same…Gee, I didn’t know that, I thought all oil was good for gas.
I am left scratching my head and asking myself if the oil companies and the others are trying to actively lose the war for drilling? Get the info out there.
We live in a nation that sadly, unless you spell it out to them they won’t understand.
RobertInAustin on August 12, 2008 at 10:42 AM
The GOP should stop trying to advance a plan or vote and concentrate on the reauthorization in Oct. If they can prevent the reauth. then they win. After that they can work with the Dems to develop a long term energy strategy and then once they do, leave it alone for at least a decade. Our damn politicians just don’t know when to leave well enough alone.
Any compromise with the Dems, a la the new Gang, will result in legislation that falls well short of our goals.
And it should be no surprise that Lindsey Graham is involved with this new Gang. WTF is his problem? When I lived in his SC Congressional district he was a solid Conservative.

That, or she will wait for the gang of ten idiots to give her a useless compromise bill, that allows almost no drilling, but she can claim to have acted.

There is a conprehensive in the house sitting in committee. This protest by the Republicans isn’t just about the drilling in the OCS. There is another bill called the American Energy Act HR 6656 in committee tht the Republicans are trying to get brought to the house floor for a vote. They can’t get enough signatures on the discharge petition to force it to the floor with out some Dem signatures and so far they are staying in lock step with their fearless leader Nancy Pelosi.
So this isn’t jsut about being allowed to drill the outer continential shelf there is much more to it, and the Dems are all on vacation. Not a way to run a country.
I remember a few years ago how much grief they gave President Bush for taking a vacation. Of course the Main Stream Media is completely ignoring what is going on on Capitol Hill just like they did with the Edwards affair or any good news out of Iraq. The news crews attitude is “If we don’t report it, it never happened”.
Makes you wonder how much else they deemed not suitable for your information.
Just A Grunt on August 12, 2008 at 11:58 AM
Nancy, HELP me understand. Drilling on OCS and ANWR won’t help us, because we “ONLY” have 3% of the world’s oil reserves, but releasing some oil from the SPR, which supplies only a few days of gasoline is the “WAY TO GO?
“
YOU, Nancy could help oil prices PLUMMET IMMEDIATELY if you stood up and said, “WE ARE OPENING UP ALL AREAS OF THE UNITED STATES territory to DRILLING, beginning TOMORROW”
Try that Nancy, and see if you don’t scare the speculators.
