Sorry to burst your bubble but the Federal Governmet, including FEMA, performed very well during Katrina. The one exception being the media response people.

I should say it is  hallmark of this Adminstration that it gets the job done without the constant need to tell the world. From a political and PR perspective this is not good.  


I recall one example - While everyone was prattling on about the need to sign the flawed Kyoto treaty to stop Global warming, a treaty which excluded major contributors, India and China, the Administration went in a different direction.  Without fanfare they negotiated a new agreement between the United States, Australia,  India, China and South Korea to commercially develop technology to reduce damaging greenhouse gas emissions.  Since then further countries have been added.</description>

<p>I recall one example &#8211; While everyone was prattling on about the need to sign the flawed Kyoto treaty to stop Global warming, a treaty which excluded major contributors, India and China, the Administration went in a different direction.  Without fanfare they negotiated a new agreement between the United States, Australia,  India, China and South Korea to commercially develop technology to reduce damaging greenhouse gas emissions.  Since then further countries have been added.</p>
