"I, __________, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well faithfully discharge the duties of the office on which I am about to enter. So help me God."

This oath only works if the words of the Constitution are faithfully implemented as originally designed, and as amended over the years. It doesn't work when Congress extrapolates and improvises to give themselves even more power than the Constitution gives them. A deep respect for the limits of government has to exist in all three branches, because at any one time, one branch usually forgets why they're there, and the other two have to rescue it from itself. Today it just happens to be the Congress that needs rescuing.
