I’d say the same thing about terrorists refraining from immediately doing another domestic attack, that with Cheney behind Bush there’s the direct threat of US nuclear reprisal remains on the menu that even the French (before Sarkozy’s sense of reality took office) so diplomatically kept in international dialogue for the West to utilize.
