The deal with Kyoto is that Bush pulled out of the negotiations.  Apparently, the correct thing to do would have been to put up appearances and pretend like we were going to agree to something we never were going to agree to. With China building many inefficient, coal-fired power plants these days, China&#039;s CO2 emissions now exceed those of the United States, which is why the Chinese don&#039;t want to ratify Kyoto either.
