		<description>And to think, only 30 years ago it took a year to get my wife, Korean, background check completed so we could be authorized to marry.  Seven years later, according to the rules, she obtained Naturalization and she is not bitter of having to wait.  

But, she resents having new ingrates (oops immigrants) have a magic wand waved around the air, it does not even have to touch them, and ZAP their legal eagles.</description>

We have examples of this same bureaucratic responsibility abdication syndrome in energy, trash disposal, water supply, and thousands of other government programs.</description>
