		<description>The irony is that as you come up (North) in Mexico to the U.S. , you are constantly stopped by the Mexican army and interviewed and screened.  No less than 6 times from Loreto to San Diego.  If you are not American (or Mexican), you are hassled.  I am more comfortable with them finding middle east terrorists, then I am of our own border patrols.  The searches  can be very thorough, and usually at each end of the patrol stops there is a machine gun behind sand bags.  They have always been very polite and professional.  Granted they are looking for drugs and guns, but they always check to make sure you are American.  They ask those cools questions about baseball or football, or certain streets names in the city your visa state your from.  The scary part is the 16 year old kids with a loaded rifle standing in the background.</description>

Ah, Steve, not all of us! Having had 30 years as a gummint employee, I would be willing to bet that the problems is lack of manpower.   There tends to be a lot of spending at the UPPER levels, on manager and administrative jobs, as well as things like &quot;sensitivity&quot; training and such, which leaves not enough to put money where it would really count and where it is really needed - at the &quot;worker-bee&quot; level.
