The use of incentives, financial or otherwise, has always been in recruiters&#039; toolboxes. I would probably guess (totally uninformed guess, mind you) that there has lately been an increase in the use of those tools, but there&#039;s nothing out of bounds about that.</description>

<p>Recruitment numbers are derived from Congressionally-set end strength numbers, so there&#8217;s no downward adjustment of goals to meet negative recruiting conditions.</p>

		<description>Good for the Army. They have to recruit almost as many as the other 3 services combined. Just for the record Accessions are those that actually make it to Basic Training. I am not sure what the percentage is nowadays of those who enlist but never ship to basic for whatever reason is. It used to be around 10 - 15%.</description>
