The guy with the popping eyes has Grave’s Eye Disease, a condition that coexists with a forms of automimmune disorders where the immune system attacks/mimics the body’s thyroid stimulating hormone (Grave’s Disease) or attacks and destroys the thyroid gland itself (Hashimoto’s Thyroiditis).

The back of the eye gets inflamed, the muscle thickens and the eyes can push out like that.

The green reject from “Enemy Mine” (a true intergalactic turkey) would qualify more as creepy than ugly.
