		<description>Allah, I think what most people forget here is that all politics is local, and reform can only begin at home.

I can make this statement because, having learned the refined version of political corruption practiced for the better part of a century in my native state of Louisiana, keeping one&#039;s seat in Congress or the Senate is all about rewarding your voters. Nothing else matters.

Messers Reid and Byrd are extremely good at rewarding their voters with the only thing that matters: Federal funds brought home to their districts. Bereft of any other redeeming quality, those two resort to the most blatant, obvious means possible to bring home the greenbacks. And because they have been so successful at it for so long, they have earned a seniority in their respective governing bodies that places them into positions of rewarding their voting base into perpetuity - or at least until they croak.

I don&#039;t like the idea of term limits on the face of it, because I believe it means that politicians will lose governing experience, and place the federal government into the hands of the professional aide class, a la Commonwealth governments like England, Australia, and New Zealand. But neither do I like the idea that seniority can be used to secure positions of perpetual moneyprinting and manipulation of power.

Perhaps instead of term limits across the board, some means of rotating key committee chairmanship positions so that the power of the earmark can be diluted away?
